SEC Responses to Questions
Solicitation: 50310218Q0055
1. I notice the cover page is excluded from the 20 page limit. Is the table of contents also excluded?
Yes, table of contents is also excluded from the 20 page limitation.
2. Would it be acceptable to include a limited number of screen shots in an appendix? If so, would the appendix screen shots be excluded from the 20 page limit?
Yes, screen shots may be included in an appendix and the appendix is excluded from the 20 page limitation.
3. Can you please confirm to what extent the successfully awarded contractor’s price will be made publicly available? Will you all provide that Offeror’s price solely related to the quantity of awarded licenses, or will you post the entirety of that offeror’s pricing proposal (to include each tier)?
The SEC intends to provide only the total cumulative price, including options, to unsuccessful offerors. Information on the award amount and funding will also be input into FPDS.gov which will include the following and will be updated for each contract action:
- Action Obligation (Amount funded)
- Base And Exercised Options Value
- Base and All Options Value (Total Contract Value)
FPDS is publically available and information from FPDS may be pulled and shared on other websites including USAspending.gov. The SEC does not intend to provide any further detail of pricing breakdown.
4. Will the SEC consider pricing that further delineates discounts within the three pricing tiers, as specified in the solicitation. For example, if 15 users are priced differently than 16 users, will the SEC accept proposals that price out such different quantities.
Yes, the SEC will give consideration to pricing that further delineates discounts within the three pricing tiers specified in the solicitation.
