About this file

The document is a Sole Source Procurement Notice from the City of Farmington, New Mexico, specifically focused on procuring a Joint Intervention Program Provider. The City intends to award a sole source contract to Presbyterian Medical Services (PMS) Totah Behavioral Health for a five-year term with an estimated annual expenditure of $300,000. The procurement seeks a provider to implement a comprehensive substance abuse and support services program that includes housing services, intense case management, outpatient substance abuse treatment, psychiatric care, dental, primary medical care, and a discharge program. Interested vendors have until June 7, 2025, at 5:00 p.m. to submit evidence challenging the sole source determination through the city's online bidding platform.

The proposed contract leverages PMS's previous experience as the Joint Intervention Program Provider during a pilot program, during which they developed specialized protocols integrating law enforcement, courts, and medical providers. The services will utilize evidence-based treatment interventions such as Motivational Interviewing, Community Reinforcement Approach, Community Reinforcement Approach Family Training, and Seeking Safety. PMS is already part of an Intergovernmental Agreement with San Juan Regional Medical Center for the Joint Intervention Program and Sobering Program, which further substantiates their unique position to provide these specialized services. The sole source justification is based on PMS's established protocols, existing intergovernmental relationships, and ability to provide unified detox and intervention services.
