About this file
This document is a Notice of Intent for Sole Source Procurement issued by the City of Farmington, New Mexico, dated May 20, 2025. The procurement seeks a Model City Simulator for Initial Response Personnel Training from BowMac, a unique training provider. The contract is valued at $28,750 for a one-year term, covering a specialized simulation-based training course certified by the Department of Homeland Security. Interested vendors have until June 4, 2025, at 5:00 p.m. to submit evidence challenging the sole source designation, with the potential for a competitive solicitation if multiple qualified providers are identified.
The sole source justification emphasizes BowMac's proprietary training methodology, which includes a "Model City" simulator with "7 Critical Tasks" designed to standardize agency response and build individual competence. The course is distinguished by its unique design elements, developed over decades, and was purposefully developed without external funding to maintain content ownership. BowMac claims exclusive rights to the training system and has not authorized any other organization to provide the simulation-based training. The procurement is being conducted through the City of Farmington's Central Purchasing department, with contact details provided for David Rivera, Buyer I, who will receive any vendor challenges to the sole source determination.

SOLE SOURCE PROCUREMENT FOR
MODEL CITY SIMULATOR FOR INITIAL RESPONSE PERSONNEL TRAINING
NOTICE OF INTENT
#25-162847 Dated May 20, 2025
The City of Farmington, New Mexico, has determined that the following unique product requires specialized manufacturing that only one vendor can provide.
A description of the required services that substantiates the sole source determination is as follows:
BowMac is the sole source company for the Critical Incident Management Course “Simulation Based Training for Initial Response Personnel”. The “Model City™” simulator is essential to the delivery of this training.
The course contains unique and proprietary features such as “7 Critical Tasks” related to common problems that arise at scenes, use of the “Model City™” simulator and the time-tested scenarios that build individual competence while standardizing agency response. All the design elements of the model city simulator, associated materials, classroom training and exercises are unique and the product of decades of work on the part of BowMac.
The course is so unique it was certified by Department of Homeland Security in the State Catalog under sponsorship by the State of New Mexico. BowMac purposely did not request or receive any funding for development during the certification process as that would have jeopardized its ownership of the content. This course is certified in the DHS State Catalog https://www.hsdl.org/?view&did=780959 NM-002-RESP Simulation- Based Training for Initial Response Personnel. Adherence to the objectives and training methodologies outlined in the certified program is critical. BowMac remains the “sole source” for this training and the related copyrighted materials; we have not authorized any other organization to provide this system in any form at any price.
