About this file

This is a cost sheet exhibit for a Request for Proposals issued by the New Jersey Housing and Mortgage Finance Agency for Annual Audit Services. The Agency is seeking proposals from independent certified public accounting firms to provide general independent audit and related services. The contract term spans five calendar years from January 1, 2027 through December 31, 2031. Bidders must submit annual fee caps for all services excluding those identified in Sections 3.0 B, 3.0 F, 3.0 G, 3.0 H, 3.0 J, and 3.0 N for each year of the contract period. The cost sheet requires firms to detail how fees were calculated based on estimated utilization of partners, managers, seniors, and other staff, including specific hourly rates for each classification.

The cost sheet requests separate fee proposals for specialized services including audits of bond resolutions (with three bond resolutions included in the base fee cap), Freddie Mac and Fannie Mae securitization reviews, federal program agreed-upon procedures, comfort review letters and agreed-upon procedures for bond issuance, HUD Financing Adjustment Factor Disbursement Schedule reviews, and general accounting and tax consulting. Bidders may propose cash discounts for expedited payment, though such discounts will not be considered in bid evaluation. The submission of a responsive cost sheet, executed by an authorized representative, constitutes acceptance of all RFP terms and conditions and creates a binding contract upon the Agency's notice of acceptance.
