About this file

The document is a Financial Proposal Form for Air Medical Services issued by Escambia County, Florida, seeking proposals from qualified firms to provide critical care medical services. The county is requesting comprehensive air medical services including 911 scene responses, interfacility transports, and the ability to deploy two critical care level providers to patient locations. The services require advanced medical capabilities such as specialized mechanical ventilation, blood product administration, advanced pharmacology, and advanced airway management including rapid sequence intubation (RSI), with the primary goal of reducing patient morbidity and mortality through expedited transport.

The financial proposal form outlines a complex pricing structure that includes a monthly medical director fee, projected minimum air transport flights, fees per flight (with different rates for flights at or below and above the projected minimum), and ground transport costs. Respondents must propose an annual fee/cost increase percentage with a minimum of 2%. The document provides a calculation example demonstrating how monthly payments to the county would be determined based on the number of air medical transport flights, with specific per-flight fees for different transport volumes. The financial model appears designed to create a revenue-sharing arrangement between Escambia County and the selected air medical services provider.
