About this file

This is a construction plans document for Brazoria County, Texas detailing the repair and reconstruction of County Road 23 (CR 23) Solar Road as outlined in Invitation to Bid (ITB) Package II, Project Number 26-46. The project encompasses approximately 14.29 miles of roadway reconstruction, consisting of multiple work segments including full pavement replacement (STA 2+64.00 to 21+69.00), crack sealing operations, mill and overlay work at various stations, and base widening at specific locations. The contractor must perform typical cross-section work with 10-foot lanes, lime-treated subgrade preparation, flexible base installation with tack coat sealing, and hot mix asphalt (HMAC) placement ranging from 2.5 to 4.5 inches. The construction plans include comprehensive traffic control requirements following Texas Department of Transportation (TxDOT) standards, with provisions for one-lane, two-way traffic operations maintained throughout the project duration. Thirteen mailbox relocations are required within two feet of the work area, with contractors responsible for providing written notice 14 days prior to construction. All work must comply with current Texas Department of Transportation Standard Specifications and the Texas Manual on Traffic Control Devices.

Key contractual requirements include contractor responsibility for field verification of existing conditions prior to construction with minimum two business days' notice to Brazoria County Engineering Department, daily cleanup of construction debris, and restoration of all property conditions to equal or better than pre-construction status as determined by county-appointed inspectors. The contractor must provide construction staking, sight benchmarks, and existing roadway survey data prior to commencing work. All excess material not used at project locations becomes property of Brazoria County for county pickup. Traffic control payment is assessed on a percentage basis for installation periods less than one full month. Utility coordination through "One Call" locates is mandatory, with specific safety protocols required for overhead electrical facilities, including contact with CenterPoint Energy at (719) 207-2222 for line clearance. The plans specify detailed pavement marking standards using temporary flexible-reflective roadway marker tabs, raised pavement markers, and standard reflectorized markings for edge lines and centerlines upon project completion.
