About this file

This is Addendum No. 2 to the bid documents for the Lumpkin County Water and Sewerage Authority's Collection System - 2025 Force Main Improvements project (Engineer's Project No. 494-07D), with a bid opening date of February 11, 2025 at 10:00 AM. The addendum modifies several bid items including changes to pipe specifications requiring Class 350 ductile iron fittings with Protecto 401 coating, increases in steel casing quantities from 140 to 200 linear feet, addition of gasket requirements, revisions to rock excavation measurement criteria, and addition of new bid items for special ductile iron pipe for fuel contamination areas (100 LF) and 6-inch nylon gaskets (10 EA).

The addendum provides detailed technical modifications regarding measurement and payment terms, excavation requirements, bedding specifications, and quality control testing responsibilities. Key changes include revised specifications for pipe bedding, clarification that erosion control measures are incidental to other bid items, and establishment that DOT pavement replacement will only be paid if directed by the Owner's Representative. The document also clarifies field quality control requirements, establishing that laboratory costs for job control testing shall be borne by the Owner, except for testing indicating failure to meet specifications, which shall be borne by the Contractor.

QUESTIONS AND ANSWERS

1. Will the owner be paying the contractor prior to the GEFA funds being obtained - Based on

Sean Phipps response the county will not have to wait to receive the funds and if the pay request is approved it will be paid in a timely manner.

LCWSA will make every effort possible to pay approved pay applications in a timely manner.

2. Is the Existing MH at Burnt Stand coated inside & outside? Is this Manhole receiving any sewerage?

Existing Manhole STA. 98+29.36 is coated on the exterior with coal tar epoxy. The interior is not coated. The manhole is currently not accepting flow and is anticipated to not receive flow for the duration of this scope of work.

3. Spec Section 02202 3.10 A. indicates pressure pipe is bedded with Class D bedding. Is this correct?

Please see revised Section 02202.

4. Spec Section 02202 3.10 B.3. indicates remaining backfill in areas to be paved can use native material. Is this correct?

Suitable native material may be used provided the requirements of Section 02202 are followed.

5. Will the crushed stone bid item 21 be used to compensate for backfill of roadways if required?

Backfill for pavement replacement is included in Bid Item No. 20 Local Pavement

Replacement. Bid Item No. 21 Crushed Stone for Special Bedding or Special Backfill would only apply to backfill of roadways if the soil conditions were found and directed by the Owner’s Representative to require special bedding or special backfill.

See revised Sheet 14 and revised Section 01152 Paragraph 1.2 C.12.

6. What is the ROW of Cain Bridge Road?

The right-of-way for Cain Bridge Road varies between 40 to 60 feet as shown on drawings.

7. Bid item 8 & 10 refer to bored casing – Rock Excavation Section 01152 paragraph 1.2.C.15.

this section refers to sewer service laterals. Please provide an explanation of how this bid item will be paid.

See revised Section CM – Bid Form and revised Section 01152 - Measurement and Payment.

ADDENDUM NO. 2 Page 5 of 8 2/5/2025

8. Bid Item 21. Refers to Section 01152 Paragraph 1.2.C.7. this section refers to sewer service wyes. Section 14. Does refer to Rock Excavation. If this is correct, please confirm the pay width for the rock is pipe diameter plus 12 inches. This is much narrower than any actual blasting that may occur.

Bid Item 21 does not reference Section 01152 Paragraph 1.2 C.7.; however, it is believed that Bid Item 23 is in question. The pay width for rock is described in Section

01152 Paragraph 1.2 C.14. Please see revised Section CM for this Bid Item.

9. Spec Section 01152 1.2.C.12 indicates repair of gravel driveways will not be paid and must be included in the unit price bid for pipe. Please confirm if this will be paid under item 19.

No. Repair of gravel driveways should be included in the price of the forcemain per

Section 01152 Paragraphs 1.2 C.2. and 1.2 C.12.

10. Several sections of the specifications (such as 02224) refer to requirements specified in the applicable DOT permit. Please provide these permits prior to the bid to determine if any of these conditions impact pricing.

DOT permits are not provided ahead of Award. It is believed that permit items affecting pricing are included in Bid Documents. See Revised Sheet 14 Detail Jack &

Bore.

11. Please confirm – Contrary to several sections of 01152, that if the contractor must perform rock excavation for installation it will be paid for under item 23 – if witnessed by the owner’s representative.

Rock excavation for gravity and forcemain, not Jack & Bore, would be paid for under revised Bid Item No. 19 Rock Excavation (Measured in Accordance with Section

01152, Paragraph 1.2 C.14. Only if Approved by Owner’s Rep. Prior to Excavation), provided prior approval has been obtained from Owner’s Representative.

12. Along Cain Bridge Road in various locations the pipeline is to be installed 3 feet off the edge of the pavement. Considering the conditions of the existing pavement, will bid item 20 be used to compensate the contractor for the pavement which needs to be replaced parallel to the roadway?

Bid Item 20 will not be used as described in this question. See revised Section 02202

- Excavation, Filling, and Grading.

13. Is all erosion control incidental to other bid items? What will the owner do if additional erosion control is needed beyond what is shown on the plans?

Yes, all erosion control is incidental to other bid items. Regarding additional erosion control, see Erosion Control Notes No. 6 on Sheet 2.

ADDENDUM NO. 2 Page 6 of 8 2/5/2025

14. Will the contractor be responsible for NPDES monitoring and compaction testing?

18. On Cain Bridge Road where the 12” water parallels the new force main only several feet away (less than10 feet) Will the contractor be required to install 1 foot BELOW 12” water?

Yes, see revised Force Main Notes No. 6. on Bid Documents.

19. Does the owner have any information about the underground telephone on Cain Bridge

Road.

No.

20. For Bid Items 24 & 25 Is there a depth to be expected since these are not shown on the plans.

See Details on Revised Sheet 14.

21. Force main plan states need 4’ cover, is it supposed to read 4’ below road grade?

22. Does the existing manhole need to be coated?

Coating is required per Manhole Connection Notes No.2 on revised Sheet 12.

23. Plans show no casing under Fanni Russell Road, is this correct?
