About this file

This is a Sole Source or Limited Sources Justification for a federal contract action exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold (SAT). The contracting activity is the Assistant Secretary for Administration (ASA) within the Office of Management and Administration Systems (OMAS), with authority cited under GSAM/R 538.7104-3(a).

The NIH Office of Evaluation, Performance, and Reporting (OEPR), within the Division of Program Coordination, Planning, and Strategic Initiatives (DPCPSI), Office of the Director, seeks comprehensive re-architecture of the Strategic Tracking and Reporting Tool (START). The effort encompasses modernizing the technical foundation, consolidating data infrastructure, and positioning the platform for long-term scalability, performance, and enterprise interoperability across NIH. The contractor must provide all labor, supervision, technical expertise, architecture design, software development, data migration, testing, documentation, and knowledge transfer services to transform START from its current state to a modern, cloud-native, enterprise-grade system. The period of performance is 12 months. The proposed sole source contractor is Quantum Insights LLC (located at 1506 Pennycress LN, Vienna, Virginia 22182; 703-909-2024; usheikh@quantuminsights.us), which holds GSA contract 47QTCA21D00BX for Information Technology Professional Services and Health Information Technology Services (SIN's 54151S and 54151HEAL).

The justification asserts that Quantum Insights is the only responsible source capable of performing this work based on six months of prior subcontractor experience under Sapient Government Solutions (GS-00F-312CA/75N97024F00081), during which Quantum developed foundational architecture, established technical integration pathways between START and the NIH Integrated Data Platform (IDP), and built the design framework for START 2.0. The justification emphasizes that Quantum possesses unique and irreplaceable institutional knowledge, including custom schema and documentation specific to both START and IDP database design. The document contends that transitioning to a new vendor would delay integration efforts by several months, create duplicative costs, risk significant rework, jeopardize 2026 modernization milestones, and create unacceptable disruption to NIH's IT modernization timeline. Market research was conducted in conjunction with NIH Center for Information Technology (CIT) and the Office of the Chief Information Officer (OCIO), with IT technical units assessing vendors including Booz Allen Hamilton, Sapient, and others, identifying Quantum Insights as the sole vendor meeting all criteria for capability, experience, and demonstrated successful completion of mapping and integrating proprietary NIH software systems with the IDP. The contracting officer will evaluate proposed pricing against an Internal Government Cost Estimate (IGCE) and GSA MAS price schedule.

SOLE SOURCE OR LIMITED SOURCES JUSTIFICATION

(APPLICABLE TO PURCHASES >Micro purchase threshold < SAT)

1. Contracting Activity: ASA/OMAS

2. Purchase Request Number: TBD

3. Authority for Action:

FAR 8.405-6(a), Orders exceeding the micro-purchase threshold based on a limited justification.

FAR 8.405-6(b), Items peculiar to one manufacturer. An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer.

GSAM/R 538.7104-3(a)- Exceeding MPT, but not exceeding the SAT. The ordering activity contracting officer must determine in writing that the circumstances of the acquisition deems only one source reasonably capable of providing the products, services, or solutions (e.g., urgency, exclusive licensing agreements, items particular to one manufacturer).

FAR16.505(b)(2), Exceptions to the fair opportunity process.

4. Describe the supply or service to be acquired and the total estimated dollar value:

The NIH Office of Evaluation, Performance, and Reporting (OEPR), within the Division of

Program Coordination, Planning, and Strategic Initiatives (DPCPSI), Office of the Director, requires comprehensive re-architecture of the Strategic Tracking and Reporting Tool (START) to modernize its technical foundation, consolidate its data infrastructure, and position the platform for long-term scalability, performance, and enterprise interoperability across NIH.

The Contractor shall provide all labor, supervision, technical expertise, architecture design, software development, data migration, testing, documentation, and knowledge transfer services necessary to re-architect the START platform from its current state to a modern, cloud-native, enterprise-grade system. This effort encompasses the re-architecture of START's data infrastructure, application framework, user experience platform, integration layer, analytics and reporting engine, and operational and security posture.

The Period of Performance of this effort is 12 months with an Internal Government Cost Estimate (IGCE) of

5. List the proposed contractor (name, contact, and phone number) or brand name and describe the unique knowledge or capabilities:

QUANTUM INSIGHTS LLC

1506 Pennycress LN Vienna, Virginia 22182, United States 703-909-2024 usheikh@quantuminsights.us

As a subcontractor to Sapient Government Solutions (GS-00F-312CA/75N97024F00081), Quantum Insights has been working with NIH CIT, Office of Evaluation, Performance, and Reporting (OEPR) to support a joint centralization effort which involved the integration of START with the NIH Integrated Data Platform (IDP). Quantum has spent the last six months developing the foundational architecture and design of the current version of START, establishing the technical integration pathway between START and the Integrated Data Platform (IDP), and building the design framework for START 2.0, giving Quantum Insights unique and irreplaceable institutional knowledge of the platform's evolving architecture, data dependencies, and integration requirements.

Quantum is the only vendor with direct, hands-on experience in the database design of both START and IDP, and has developed custom schema and documentation as part of this work that, while government-owned deliverables, are only fully legible and actionable in the hands of the team that produced them; a new vendor would still need to independently interpret this documentation, validate assumptions embedded in the schema design, and reconstruct the underlying decision-making context before being able to use it effectively. This would represent an undue burden to the government by delaying integration effort by several months, and would result in duplicative investment to bring a new vendor up to speed, and without Quantum, would not be in a strong position to detail out the integration pathway and foundation for START 2.0 as this inherently within the intellectual capacity developed within Quantum these last several months.

Such a transition would also risk significant rework, misalignment between START 2.0's design framework and the IDP integration pathway already underway and would jeopardize critical 2026 modernization milestones—including platform integration, UI/UX standardization, and infrastructure upgrades—precisely when NIH is working to consolidate and streamline its IT systems. Given the substantial and quantifiable cost and schedule impact of re-competing this effort, and the practical reality that Quantum's institutional knowledge cannot be efficiently transferred through documentation alone, Quantum is the only responsible source capable of continuing this work without unacceptable disruption, duplicative cost, or delay to the government's IT modernization timeline

6. Describe your market research efforts and efforts to ensure that offers/quotes are solicited from as many potential sources as is practicable:

Quantum Insights was competitively awarded GSA contract 47QTCA21D00BX under a Multiple Award Schedule (MAS) for Information Technology Professional Services and Health Information Technology Services

Health Information Technology Services (SIN’s 54151S – Information Technology Professional Services and 54151HEAL - Health Information Technology Services).
