About this file
This Justification for Other Than Full and Open Competition document supports the procurement of a Sumitomo TYPE-82C+ High-Definition Core-Alignment Fusion Splicer and FC-8R High-Precision Fiber Cleaver for NAVFAC-SW FACILITIES' high-voltage utility field teams. The document justifies a brand name-only procurement under FAR 13.106-1(b)(1), citing that the Sumitomo equipment is the only commercially available solution meeting specific technical requirements for mission-critical optical fiber splicing in power transmission infrastructure.
Key requirements include core-alignment splicing with AI-assisted auto-calibration, dual independent ovens, ultra-low splice loss, support for various fiber types, ruggedized operation for harsh environments, and integrated IoT cloud features. The procurement will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis, with market research conducted via internet searches, manufacturer specifications, and consultations with utility operators. The contracting activity is NAVFAC-SW FACILITIES' SCM Contracting Division, with the procurement reference number N6247A51830053.

JUSTIFICATION FOR OTHER THAN FULL
AND OPEN COMPETITION
(Brand Name Only – FAR 13.106-1(b))
1. Identification of Agency and Contracting Activity
NAVFAC-SW FACILITIES
SCM Contracting Division N6247A51830053
2. Nature and/or Description of Action Being Approved This justification supports the procurement of the Sumitomo TYPE‑82C+ High-Definition Core-Alignment Fusion Splicer, on a brand name only basis under the authority of FAR 13.106-1(b)(1).
This action is for the approval of a brand name restricted procurement for Sumitomo TYPE‑82C+ High-Definition Core-Alignment Fusion Splicer.
3. Description of Supplies or Services Required The fusion splicer will be used by NAVFAC-SW FACILITIES high-voltage utility field teams for mission-critical splicing of optical fibers deployed in power transmission infrastructure, including optical ground wire (OPGW), control fiber for SCADA, protection systems, and PMUs.
Required characteristics include:
- Core-alignment splicing with AI-assisted auto calibration (NanoTune™)
- Dual independent ovens for rapid heating and throughput
- Ultra-low splice loss (<0.01 dB typical on SMF)
- Support for various fiber types including SMF, MMF, BIF, NZDSF
- Ruggedized operation for harsh field environments (drop resistant, IP-rated)
- Integrated IoT cloud features (SumiCloud™) for remote diagnostics, tracking, and training
- Operable at high altitudes and temperature extremes common in utility service areas
The Sumitomo TYPE‑82C+ is the only commercially available fusion splicer known to provide this combination of advanced features required to meet our operational needs.
This procurement also includes the Sumitomo FC-8R High-Precision Fiber Cleaver. The FC- 8R is a critical accessory that ensures precision cleaving required for achieving ultra-low splice loss and reliable operation of the TYPE‑82C+. It features automatic blade rotation for extended cleaver life and is designed to integrate seamlessly with the TYPE‑82C+, providing optimal performance in field splicing.
4. Identification of the Justification Rationale (FAR 13.106-1(b)(1)) Competition is being limited to Sumitomo Electric Industries for the TYPE‑82C+ splicer under FAR 13.106-1(b)(1). This authority permits limiting sources when only one brand name satisfies the agency's minimum requirements and is supported by appropriate justification.
5. Demonstration of the Contractor’s Unique Qualifications / Brand Name Justification The TYPE‑82C+ offers exclusive capabilities not available in other fusion splicer systems, including:
- NanoTune™ AI auto-calibration: Adapts arc power and alignment in real time, ensuring consistently low splice loss even in uncontrolled field environments, reducing human error and rework.
- SumiCloud™: Enables preventive maintenance alerts, remote diagnostics, and asset tracking — essential for distributed field crews.
- Dual independent ovens: Enables faster cycle times, maximizing crew productivity under time constraints.
- Field ruggedization: Withstands drop, water/dust ingress, and temperature/altitude extremes unique to remote utility environments.
While other splicers (e.g., Fujikura 90S+, Inno View, SignalFire) provide core alignment or low splice loss, none combine these features with AI calibration, dual ovens, and cloud diagnostics, which are critical for this application. Alternative splicers were reviewed but do not meet all minimum performance and operational requirements.
The FC-8R cleaver is uniquely designed to work in conjunction with the TYPE‑82C+ splicer.
Its automatic blade rotation mechanism and cleave precision are calibrated specifically for the TYPE‑82C+ system. No other cleaver is currently available that provides the same level of compatibility, integration, and performance reliability.
6. Determination of Fair and Reasonable Cost Proposed quotes will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis and for fair and reasonable pricing. If no competitive quotes are received, at least two (2) of the techniques outlined in FAR 15.404-1(b) will be utilized to determine fair and reasonable pricing. These techniques include, but not limited to the following:
● Requesting recent commercial and Government sales history
● Direct competitive pricing comparisons
○ Making indirect pricing comparisons to:
○ The same or similar items in the marketplace,
○ Competitive published price lists, and
○ Independent Government Estimates.
7. Market Research Conducted Market research was conducted via internet searches, review of manufacturer specifications, user forums, and consultations with other utility operators. No other manufacturer was identified that produces a splicer matching the performance and reliability requirements outlined above per the technical requirements that were required to be met and satisfied by the facilities needs.
8. Other Supporting Facts The required splicer will be deployed in mission-critical transmission field work, where high performance, reliability, and first-pass success are essential. Repeat splicing, rework, or downtime can result in delayed energization, extended outages, or risk to infrastructure.
The Sumitomo TYPE‑82C+ has been vetted by internal technical teams and is currently in use by peer utilities and field crews for similar applications.
The inclusion of the FC-8R cleaver is necessary to maintain manufacturer-specified performance and splice reliability. Using non-compatible cleavers introduces a significant risk of poor cleave quality, resulting in increased splice loss, rework, and potential field failures.
9. Actions to Increase Future Competition A combined synopsis will be posted to the Governmentwide point of entry (GPE) (SAM.gov) to pursue competition to the maximum extent practicable. Additionally, the approved Justification and Approval will be posted on SAM.gov in accordance with 5.102(a)(6) with the RFQ. A pre-solicitation notice will not be executed as per the exception listed under FAR 5.202(a)(13) since the value of the item(s) does not exceed the SAT.
10. Technical/Requirements Certification I certify that the supporting data under my cognizance which are included in this justification are accurate and complete to the best of my knowledge and belief.
