Who We Are

JGMS Government Services, LLC (JGMS-GS) is an engineering, science, and technology firm providing technical and management services to some of the nation’s most distinguished public and private organizations. We are a national award-winning firm with highly experienced engineers, scientists, and analysts supporting major programs and projects that span the nation.

Since 2001, JGMS-GS has focused on providing expert advice and assistance in support of multiple cabinet-level agencies’ – and major program offices’ – critical missions. With recognized industry knowledge and experience, we work alongside our national security, intelligence community, and civilian agency clients. We help plan and execute their vision, whether that be planning and implementing infrastructure solutions, countering and mitigating threats, or adapting to changing needs.

Client Focused. Performance Enhanced. Results Oriented.

We continuously strive to provide our clients with innovative and sustainable ways to achieve their current and future goals. Our proven approach is multi-faceted in that we deliver expert engineering, scientific, and business staff – all experienced in our client’s mission areas – that are embedded in the management and execution of our client’s critical programs and operations. We also provide expert consulting advice and thought leadership to help identify, analyze, and solve our client’s most complex problems.

JGMS-GS has a rich history of providing high-quality, expert technical and management solutions. Our core competencies include the planning, programming, design, construction, and asset management of our client’s facilities and infrastructure portfolios, as well as energy and environmental management, systems engineering, intelligence analysis, software development and cybersecurity, and program and project management. Additional details of our capabilities are provided in the “Our Services and Products” section of this catalog.

Our teams are an integral component of our clients’ national security missions and programs. We support the Department of Energy (DOE) and National Nuclear Security Administration (NNSA) Complex of national laboratories and sites, the Department of Defense, Department of Homeland Security (DHS), US Army Corps of Engineers, and the National Oceanic and Atmospheric Administration (NOAA), and many other civilian federal agencies. Our success over the past two decades in the start-up and implementation of major programs and projects increases client confidence in our abilities to improve mission performance execution and help our clients adapt to new and changing mission requirements. Several examples detailing the depth of our capabilities include:

• At the National Nuclear Security Site (NNSS) in Nevada, JGMS-GS provides expert staff and executive-level support to help create and implement their multimillion-dollar infrastructure management program to meet growing future NNSS mission demands and requirements. We develop program strategies for facilities, site infrastructure, operations, and projects.

• Nearly 20 years ago, we were integral in helping Los Alamos National Laboratory (LANL) set up, analyze, and improve implementation of the major NNSA Facilities and Infrastructure Recapitalization Program. Since then, we have been a trusted partner providing expertise in engineering, design, and program and project management support for new infrastructure - including their net-zero and sustainability efforts.

• For the NNSA Y-12 National Security Complex and the Pantex Plant, we provide the full range of engineering and environmental management support. Our specialized services include conceptual designs, facilities planning, sustainability, and pollution prevention operational assessments.

For the Y-12 facilities complex, we provide chemical and radiological characterization of the hazardous waste generated.

• JGMS-GS was instrumental in setting up and supporting the DHS Domestic Nuclear Detection Office with an intelligence analysis capability. We bring expertise grounded in the understanding of the production, use, storage, safety, and vulnerability of biological, chemical, nuclear, and related materials in US and foreign weapons, stockpiles, and capabilities.

• Our team developed an application to produce near real-time data for the Space Weather Prediction Center (SWPC). To meet the forecasting capabilities, we transitioned the project from development (research grade) code into National Oceanic and Atmospheric Administration’s (NOAA) operations. Our pioneering work at NOAA encompasses the software development life cycle, data science manipulation and product sets, and end-user support, helping advance space weather prediction into the future.

jgmsinc.com 3

One element that sets us apart from our peers is the robust JGMS-GS internal research and development program we created to help us stay on the cutting-edge of technology and management advances across our industry. Our investment in machine learning and natural language processing advances many years ago allows us to help automate many of the data and management practices faced by our clients. For example, this R&D focus and the expertise we gained was instrumental in developing solutions our team used as we led the establishment of a major NOAA software system, including the science algorithms and control structures, for a critical operational element supporting the National Weather Service space weather operations. Our R&D program is designed to help meet the changing needs and requirements faced by our clients. We use our internal R&D initiatives to focus on innovating solutions in long-range infrastructure planning, predictive maintenance, climate resilience, energy efficiency, electrification and micro-grid design, and control systems and cybersecurity concerns.

As a company holding the International Organization for Standardization (ISO) 9001:2015 quality management registration and the Top-Secret Facility Clearance (FCL), we are committed to the highest standards of quality. We rank among the top small businesses in our industry and have received awards such as the Inc. 5000 Fastest Growing Companies, the Secretary of Defense Employer Support Freedom Award, and the Colorado Governor’s Minority Business Award Winner. These accomplishments stand as a growing testament of JGMS-GS’ dedication to our valued team members, communities, and customers.

Our Commitment

Our cardinal points (Stewardship, Leadership, Integrity, Commitment) are the guiding principles for our organization – they represent our core values and drive our company culture. These are the means by which we conduct successful business, build meaningful relationships, and retain long-lasting team members.

As we work to support top cabinet agencies or provide community service to local grassroots organizations, the outcome of our efforts is consistent – a cohesive, dedicated team that produces exceptional work. We rely on our past experience and our team’s vast knowledge base to apply well thought out solutions that last.

As our team looks to the future, we will maintain our core standard of business while adapting to the ever-changing environment of our industry. Whether we are working to achieve net-zero emissions for climate adaptability or implementing new jgmsinc.com 4 technologies in the digital landscape, JGMS-GS is prepared to serve our nation’s needs for decades to come.

Engineering Research and Development and Strategic Planning (SIN 541715)

The following describes the engineering research, development, strategic planning, and technical and management services we provide under the GSA Multiple Award Schedule contract.

JGMS-GS operates daily in the research and development (R&D) environment, and we understand the risks associated with technology development and transition to operations as we support our clients in their R&D programs. As many of our clients work to modernize their mission systems, the JGMS-GS expert team of engineers and scientists conducts analysis of mission, program goals and objectives, program evaluations, analysis of program effectiveness, requirements analysis, special studies and analysis, training, and consulting; cost/cost performance trade-off analysis, feasibility analyses to help meet modernization, and development of next generation solutions.

We are adept at evaluating and documenting current technology and identifying potential uses of the technology in meeting project and system requirements.

JGMS-GS develops the best-fit scenarios for all technologies analyzed, performance and feasibility measurement, life cycle comparison, and cost/benefit analysis to support investment decisions. We conduct market studies and research to identify who is developing the technology, and to determine the purposes and volumes of what is, or will be, available in the future. JGMS-GS supports Government teams in developing implementation plans for identified new technologies that will be implemented for applicable projects and systems.

JGMS-GS provides specialized subject matter expert support to Government teams to meet surging and urgent needs to support agency modernization and development requirements. Our teams are called on to develop, integrate, test, deploy and sustain new services and systems in accordance with agency policies, directives, and process. We also provide extensive research and support in evaluating current and future state-of-the-art technological methodologies and automated tools for our clients.

One example that highlights the breadth and depth of the JGMS capabilities is our work with our long-standing client, NOAA’s National Weather Service (NWS). We provided program development and systems engineering support for NOAA’s major multi-billion dollar R&D program to develop the next generation weather satellite capability, Spectrum Efficient National Surveillance Radar (SENSR). Our team of experts prepared studies, numerical models, assessments, analysis, including requirements analysis, and reports focusing on current and future satellite systems, including satellite concepts, to understand outcomes, define issues, or highlight problems and areas for improvement. The JGMS-GS team worked closely with DOD and the Federal Aviation Administration (FAA) in support of the NWS project.

Additionally, for NOAA NWS, JGMS-GS provided modeling and simulation analysis of satellite systems and developed the approach to create and deploy satellite-based observing systems technologies. These multi-billion dollar programs enable the documentation of Earth Systems variability and to enable model-based prediction and other decision support capabilities for evaluation techniques and analysis. The JGMS-GS team provided requirements analysis, trade-off analysis, requirements traceability, assessed overall system architectural alternatives, and helped conduct regular independent evaluation of the status of satellite programs and climate sensor continuity missions.
