Company Overview RhinoCorps is a leading-edge small business that has done business principally with the Department of Energy (DOE), the Department of Defense (DoD), and other government agencies since its inception. RhinoCorps was formed as a minority owned company in 1998. It was accepted and certified to the Small Business Administration (SBA) 8(a) business development program in 1999 and graduated in 2008. Headquartered in the heart of the Land of Enchantment, along the Rio Grande Valley in Albuquerque, New Mexico, we also have an office in Huntsville, AL.
Our government customers include:
U.S. Air Force
U.S. Army
U.S. Department of Energy (DOE)
National Nuclear Security Administration (NNSA)
Sandia National Laboratories (SNL) and other national laboratories as part of the nuclear weapons complex
Federal Aviation Administration (FAA)
National Aeronautics and Space Administration (NASA)
Principal areas of support as defined by the North American Industry Classification System (NAICS) include 541330, Engineering Services; 541710, R&D in Physical Sciences; 541511, Customer Computer Programming Services; 541513, Computer Facilities Management Services; and 541519, Other Computer Related Services. Our corporate headquarters in Albuquerque has a Department of Defense Top Secret Facility Clearance and a DOE “Q” Facility Clearance; additionally, our facility contains a Limited Area (LA) and Vault-Type Room (VTR) certified for handling, storing, and processing of classified information.
Our firm’s core businesses are providing modeling and simulation products and applications, software services and specialized engineering.
In addition to having full-stack, government-cleared software/application developers, RhinoCorps has expertise in the development and implementation of an interactive web-based communications, management and information systems for program control. This includes the development and maintenance of software applications for the web, analyzing scientific, development, business, and other problems, identifying functions to be programmed, information processing techniques to be used, and data representations drawing information from diverse data base sources.
We are experts in the development and application of relational databases and database systems. We perform data modeling, database implementation and maintenance, functional interface design and stored procedure development. We can design and implement server- and application-level security and authorization schemes. We have expertise in all major database software applications, such as Oracle, MS SQL Server, Sybase, Informix, mySQL, PostresSQL, SQLite and MS Access.
RhinoCorps is the developer, owner and expert user of the Simajin Application Suite used extensively at numerous sites within the DOE and commercial nuclear facilities (both domestic and OCONUS) to support vulnerability and risk assessments. This tool suite includes Simajin/Vanguarda fully automated combat simulation that simulated force on force exercises at the human level. This system is approved by regulatory bodies for producing probability of neutralization.
Since 2007, RhinoCorps has been providing modeling and simulation support to critical infrastructure sites. Although initially known for our combat simulation’s ability to model human behavior and interactions between defenders, adversaries and systems that are required to represent the physical security environment, RhinoCorps’s tools have continued to expand upon this expertise. As such, we have also added many other tools into the Simajin/Vanguard Tool Suite, including:
Pioneer: A pathway analysis tool that utilizes the same facility model as the combat simulation.
Pioneer also allows users to examine the effects of insider information on pathways and examined the pathways as a results of a combined cyber-physical attack vector.
Troupe: A multi-player enhanced tabletop training and exercise support tool that offers a simulation-based multi-player training and exercise system that provides a tabletop experience driven by a high-fidelity simulation of security and emergency management operations. The role players, immersed in the scenario, make real-time decisions concerning resources and tactics given the pressures of the events unfolding inside the simulation. Situational awareness for decision makers is realistically limited to the communications, sensors, and monitoring systems available to that person in the real world.
Primiri: A visualization tool and first-person training tool used for officer training, providing education/familiarization tours, optimal route assessments, attack scenario briefings, and used to support red team attack scenario generation.
We work hard and play hard. Our “vision” of a rhino is of an individual who does not expend a great deal of his time following the horde but is an independent creature that charges ahead with a desire to appreciate life and its opportunities. We encourage both a strong sense of camaraderie and individual responsibility at RhinoCorps. We are a crash (the zoological term for a group of rhinoceroses) of professionals focused on meeting your needs. We have an open environment that encourages creativity and innovation, and we are always looking for a better way to get the job done.
Got a problem you can’t solve? Contact RhinoCorps. We have a proven track record and well-known reputation for doing the impossible.

SIN OLM, Order-Level Materials If any OLMs become part of a task order for a federal agency or department, they are placed under SIN OLM. OLMS are placed under SIN OLMRC for Disaster Recovery task orders for state or local agencies for engineering services; or under SIN OLMSTLOC for task orders for state or local agencies for IT professional services.
Order-Level Materials (OLMs) are supplies and/or services acquired in direct support of an individual task or delivery order placed against a Federal Supply Schedule (FSS) contract or FSS blanket purchase agreement (BPA). OLMs are not defined, priced, or awarded at the FSS contract level. They are unknown before a task or delivery order is placed against the FSS contract or FSS BPA. OLMs are only authorized for inclusion at the order level under a Time-and- Materials (T&M) or Labor-Hour (LH) Contract Line-Item Number (CLIN) and are subject to a Not to Exceed (NTE) ceiling price. OLMs include direct materials, subcontracts for supplies and incidental services for which there is not a labor category specified in the FSS contract, other direct costs, and indirect costs. OLMs are purchased under the authority of the FSS Program and are not "open market items."
Items awarded under ancillary supplies/services or other direct cost (ODC) SINs are not OLMs.
These items are defined, priced, and awarded at the FSS contract level, whereas OLMs are unknown before an order is placed. Ancillary supplies/services and ODC SINs are for use under all order type CLINs (Fixed-Price (FP), T&M, and LH), whereas the Order-Level Materials SIN is only authorized for use under T&M and LH order CLINs.
The Order-Level Materials SIN is only authorized for use in direct support of another awarded SIN. Price analysis for OLMs is not conducted when awarding the FSS contract or FSS BPA;
therefore, GSAR 538.270 and 538.271 do not apply to OLMs. OLMs are defined and priced at the ordering activity level in accordance with GSAR clause 552.238-82 Special Ordering Procedures for the Acquisition of Order-Level Materials. Prices for items provided under the Order-Level Materials SIN must be inclusive of the Industrial Funding Fee (IFF). The cumulative value of OLMs in an individual task or delivery order cannot exceed 33.33% of the total value of the order.
Advantages of Using a GSA Schedule Contract Do you need a quick, convenient, and cost-effective way to order services from RhinoCorps? Our GSA Multiple Award Schedule contract provides an excellent solution. It offers the following advantages:
Dramatic time savings. You can typically complete the task order initiation process (as specified in FAR 8.405) very quickly—often in a matter of weeks.
Minimal administrative burden. When you place an order with RhinoCorps through our GSA Contract, the order will be considered to have been placed using “full and open competition.”
- You are not required to synopsize the requirement ahead of time in FedBizOpps.
- GSA has already determined that prices offered by GSA contractors are “fair and reasonable.”
- All applicable federal procurement laws and regulations, including “small business” set-asides and other types of set-asides, already have been applied.
No dollar limits on task orders.
Small Business credit. Your agency will receive Small Business credit for all Task Orders issued to RhinoCorps.
Flexibility. For example, you can set up a “Blanket Purchase Agreement” (BPA) with RhinoCorps, if you do not know the precise amount or types of services that you would like to purchase. You can use the BPA as an ordering device in which all your offices can participate, allowing them to place orders directly with RhinoCorps.
Direct relationship with RhinoCorps.
- GSA will not get involved in your selection process.
- Your agency will not have to transfer funds to GSA and will not have to set up an interagency agreement.
- RhinoCorps will deliver services and submit invoices directly to your agency. You will remit payment directly to RhinoCorps. GSA does not inject itself into the client/contractor relationship.
