COMPANY OVERVIEW

Constant and Associates, Inc. (CONSTANT) is an elite provider of quality and innovative solutions in health security, emergency management, healthcare preparedness, and emerging threats. We have a 20-year history of providing a wide range of solutions for local and state government entities, federal agencies, and private sector companies. We foster superior service and innovation and our staff is deeply committed to the mission of our industry and lives by the merits of professionalism, teamwork, value, and trust that our company was founded upon. Our mission is to make the world a safer place.

Services Planning We have written dozens of complex, multi-disciplinary plans for clients across a variety of sectors. We are practiced at creating plans that are well-organized and meet regulatory requirements, yet are easy to use. We also understand that a plan is much more than the words on the paper; it’s the common understandings and relationships that are developed as part of the plan-writing process. Our team guides stakeholders through the steps for plan development to create a readable and technically accurate document that won’t sit on the shelf and collect dust.

Training We have created dynamic, interactive training programs that are mapped directly to the plans that they are developed for. Our training toolbox includes a suite of online training tools, classroom style didactic, and hands-on field training programs. We incorporate best practices in adult learning techniques and automations, make materials that are easily used, and create an environment that simulates the real-world situations being trained for. We provide instructors who speak from real world experience, not the theoretical armchair.

Exercises We have designed, delivered, and evaluated hundreds of exercises for numerous sectors in homeland security. We have created workshops, tabletops, drills, and full-scale exercises for scenarios involving complex coordinated terrorist attacks, power failures, floods, bioterrorism, and much more. We have created technical Homeland Security Exercise and Evaluation Program (HSEEP) compliant exercises, simple community drills, and healthcare scenario-based discussions. We are well versed in tailoring each exercise to meet the needs of our clients. We are adept at enabling our clients to identify clear objectives for each exercise, align them to requirements, and ultimately create an exercise environment that is conducive to practice, evaluation, and leads to capability enhancement.

Outreach and Awareness

We specialize in the development and execution of awareness and outreach efforts designed to share, explain, and encourage the use of emergency management and security resources. We provide a full-suite of support, to include the design of comprehensive outreach and awareness campaigns, graphics, branding, content, and industry expertise. We take an omni-channel approach inclusive of traditional and new media, and reflective of the specific objectives identified by our clients. Our staff have worked on campaigns for government, entertainment, commerce, transportation, and more. We create programs that are results-driven, and include specific metrics to track results.

Staffing Augmentation

We provide short-term and long-term staff augmentation that span niche technical staffing and surge support. We understand the importance of having the right team to meet demands and support unique programs. We provide demonstrated success identifying and onboarding qualified candidates to supplement an organization’s staffing. We take the time to understand each client’s needs and we leverage our relationships, networks, and best-in-class applicant management systems to find the right people for each position.
