REQUEST FOR INFORMATION:

GSA Fleet Lease Vehicle Marshalling

Services

1 Description

GSA Fleet Marketplace seeks industry feedback and interest regarding a modernized approach to the Marshalling of 30,000+, new GSA lease vehicles in exchange with existing GSA lease vehicles on an annual basis. The intent of looking at an updated model is to provide a more economical and streamlined approach aligned with industry best practices.

Therefore, industry feedback is sought to adapt GSA Fleet’s current marshalling practices to world class industry 21st century capabilities.

Consideration factors include industry’s abilities to:

1.1 Track and/or receive vehicle carrier delivery information

1.2 Support the marshalling of Zero Emission Vehicles to include battery electric vehicles, plug-in hybrid vehicles and/or fuel cell vehicles.

1.3 Optimize the exchange of new with old vehicles for GSA Fleet customers onsite or at the customer location at the most efficient cost

1.4 Prepare vehicles for remote sale

1.5. Properly secure and maintain GSA accountable items

1.6. Utilize GSA Fleet vehicle accountability applications and/or shared electronic documentation and drives.

2.0 Background

GSA Fleet provides a full-service fleet management program providing transportation solutions to partner agencies worldwide across the U.S. federal government. It maintains a diverse fleet of over 227,000 non-tactical vehicles, including light, medium, and heavy-duty vehicles, to include sedans, vans, SUVs, trucks, buses, ambulances, and law enforcement vehicles. Vehicles range from gasoline and diesel fueled vehicles to alternative fuel vehicles (AFVs) such as electric vehicles (EVs) to low speed electric vehicles (LSEV’s) and non-powered vehicles and trailers.

GSA Fleet orders and receives on average 30,000+ vehicles from suppliers annually.

GSA Fleet uses consignee and dealer delivery methods for receiving its new vehicles.

GSA Fleet currently contracts with commercial vendors to carry out these services.

The majority of GSA marshalling service requirements are a one-for-one vehicle exchange. The majority of new vehicles received will have an exchange vehicle to be turned in that will be sale eligible or available for reassignment to a GSA customer. GSA also orders additional vehicles which will not have a vehicle to turn in for exchange for the new vehicle. In addition, there are other circumstances such as when a vehicle is deemed excess to the agency or uneconomical to repair, where a vehicle will be turned in for sale or reassignment, and there will not be a new vehicle ordered for the exchange.

GSA Fleet wants to continue to leverage industry best practices, strategies, platforms, and expertise for marshalling vehicles. Given the increased importance of electric vehicles in the federal fleet, GSA aims to especially leverage expertise and infrastructure, where feasible, in this critical area. Additionally, GSA Fleet is looking to bolster its geographic footprint in locations where it currently does not have coverage.
