GSA Fleet is obtaining connectivity with National Law Enforcement Telecommunications System (NLETS), the International Justice and Public Safety Information Sharing Network to provide the criminal justice community and members of NLETS access to U.S. federal government vehicle and licenses plate registration information. 2. Scope of Work
The Office of Fleet Management, for the General Services Administration, has a requirement for services from the National Law Enforcement Telecommunication System (NLETS), the International Justice and Public Safety Information Sharing Network to maintain and support our current law enforcement and licenses plate / federal vehicle registration operations. NLETS, the International Justice and Public Safety Information Sharing Network allow users to query State owned databases for Driver's License, Vehicle Registration and Criminal History information. It also permits users to query the Canadian Police Information Centre (CPIC) and the International Criminal Police Organization (INTERPOL) files. The Federal Motor Vehicle Registration (FMVRS) uses the query of federal license plate and VIN information to assist with investigations, notify requesting officials of past criminal behavior and validate subject person biographic and biometric information. The service provider must also deliver information on international wanted persons, stolen vehicles, stolen travel documents and stolen guns. Initial queries are performed (“I” queries) to which responds with a list of any potential matches. A secondary full query (“F” queries) may be run on the specific records of internets. A full Person response may include one or more images with full binary data if present for that record.
The service provider must also make available information on the status of federal licenses plates and vehicle identification housed in the Federal Motor Vehicle Registration System (FMVRS) to law enforcement officials. Initial queries are performed using a unique character code to access information on GSA data. The provided service, must then communicate with the FMVRS in real-time, acting as a mediary between GSA and the law enforcement official. This network plays a critical role in providing the safest work environment possible for our employees and securing our national interests. Because of the sensitive nature of information derived from NLETS, the International Justice and Public Safety Information Sharing Network it must be properly secured and maintained. No supplies are required; the contract is for the service only.
3. Period of Performance
The period of performance will be from the March 1, 2020 or date of award through February 28, 2021. This procurement will be for one base year with 4 one year option periods. The final contract end date will be February 28, 2025.
Base Period: March 1, 2020 or date of award through February 28, 2021 Option Period 1: March 1, 2021 through February 28, 2022 Option Period 2: March 1, 2022 through February 28, 2023 Option Period 3: March 1, 2023 through February 29, 2024 Option Period 4: March 1, 2024 through February 28, 2025
4. Requirements https://www.acquisition.gov/browse/index/far
GSA Fleet requires connectivity via a secure network. This connectivity allows federal vehicle registration information to pass from the Federal Motor Vehicle Registration System (FMVRS) through a quick, reliable, and secure network-based solution that permits all levels of law enforcement (local/states/federal agencies) to access federal data when querying the federal vehicle's license plate number or vehicle identification number (VIN).
The connectivity serves as a conduit of all DMV-like databases at the local, state, and federal levels. As such, connectivity is required between NLETS, International Justice and Public Safety Information Sharing Network and the UNISYS enterprise server that houses the Federal Motor Vehicle Registration System (FMVRS) database.
Under authority 41 U.S.C. 3304 (a) (1) (Only One Responsible Source) as implemented by FAR Subpart 6.302-1 Only one responsible source and no other supplies or service will satisfy agency requirements. National Law Enforcement Telecommunications Service (NLETS), the International Justice and Public Safety Information Sharing Network is currently the only entity in existence that serves as an International Justice and Public Safety Network service or conduit of all DMV-like databases at the local, state, and federal levels. Attached is the redacted Justification and Approval.

(1) □ Are, □ are not presently debarred, suspended, proposed for debarment, or declared ineligible for the award of contracts by any Federal agency;

(i) Taxes are considered delinquent if both of the following criteria apply:
(A) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.
(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.
(ii) Examples.
(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(C) The taxpayer has entered into an installment agreement pursuant to I.R.C.
§6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.
(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. §362 (the Bankruptcy Code).
