PROVISIONS

52.212-1 Instructions to Offeror—Commercial Items. (JAN 2017)

Addendum: (c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

1. SUBMISSION OF QUESTIONS

Offerors are requested to submit questions grouped by solicitation section and make reference to the particular Section/subsection number. Questions must be received before the date specified for receipt of questions.

3. TYPE OF CONTRACT. The Government anticipates making an award on a firm fixed price contract resulting from this solicitation.

4. INSTRUCTIONS FOR SUBMISSION OF PROPOSAL

a. General: The instructions below provide guidance for the preparation and submission of proposals. Their purpose is to establish requirements for the format and content of proposals so that proposals are complete, contain all essential information and can be evaluated fairly.

b. The technical proposal shall not contain any pricing information whatsoever. Only information concerning labor hours and categories, materials, subcontracts, etc., necessary to demonstrate technical understanding of the requirements in Statement of Work is permitted.

c. Submission and Content of Proposal

Proposals shall be submitted electronically via e-mail to;

MISSION OF THE PRICE PROPOSAL : (VOLUME I). The proposal shall contain the following tabs:

a. Solicitation. Offer and Award (SF 1449) (Tab A), When completed and signed by the contractor constitutes the contractor's acceptance of the terms and conditions of the proposed Contract. Therefore, the form must be executed by representatives of the contractor authorized to commit the contractor to contractual obligations. Contractors shall sign the SF 1449 in Block #30. The Contractor shall include one (1) Representation and Certifications form from with all entries completed including the tax and DUNS numbers.

b. Completed Pricing Table provided in the Price Sheet of this RFP (TAB B) The Contractor shall indicate the price to be charged for each line item (CLIN) on the Price Sheet.

c. Price Supporting Documentation (Tab C). The information requested in the proposal is required to enable the Government to perform price analysis and ultimately to enable the Government to determine that the proposed price is fair and reasonable. The Contractor shall prepare the Price Sheets for the period providing for the anticipated firm-fixed price contract for the estimated labor / work hours in the Price Sheet. The Contractor shall provide full back up documentation for all CLINs to determine price reasonableness.

d. Organizational Conflict of Interest Statement (OCI) (Tab D). The contractor shall complete and sign the OCI statement in which the contractor (and any subcontractor, consultant or teaming partner) discloses information concerning the actual or potential conflict with any proposal for any solicitation relating to any work in this SOW. All actual or potential OCI situations shall be handled in accordance with FAR Subpart 9.5.

4.2 SUBMISSION OF THE WRITTEN TECHNICAL PROPOSAL, VOLUME II

Contractor shall submit all information described below.

EVALUATIONS-BASIS FOR AWARD

52.212-2: Evaluation—Commercial Items. (Oct 2014)

(a) The Government will award a contract resulting from this solicitation to the responsive, responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government on the basis of the lowest evaluated price of proposals meeting or exceeding the technical acceptability standards for non-price factors. The following factors shall be used to evaluate offers:

a.Factor I –Corporate Experience
b. Factor 2 -Past Performance
c.Factor 3 –Technical Approach
d. Factor 4 -Price

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

NOTE: The government will evaluate the three lowest price proposals for technical acceptability first. If the following proposals are determined unacceptable, the Government will evaluate the next three (3) lowest price firms for technical acceptability. This process shall continue until a firm is determined to be technical acceptable with the lowest price.

PRICE EVALUATION- VOLUME I

The Contractor’s written price proposal (Part A through D) will be evaluated to determine price reasonableness. The Government will evaluate the proposed number of labor hours and Price Sheet labor / work hours in evaluating the total price.

NOTE: No Assumptions, Conditions, Exceptions are permitted.

TECHNICAL EVALUATION – VOLUME II

To be considered technically acceptable under this factor, the Offeror must demonstrate prior experience concurrently cleaning and managing operation of building for two office buildings of at least 464,164 RSF total with contract values of at least $$1,500,000 per year within the last five years.

Janitorial Operations and maintenance services must have included the following:

• Preventive maintenance

• Repairs

• Energy efficiency program

• A service call program

• Use of a computerized maintenance management system

• Quality control program

For each building, the Offeror shall submit the following information:

• Company name

• Role of company in this prior experience project

• Type of facility

• Project location (address, city, state)

• Nature of tenant mission and population

• Rentable Square Footage (RSF)

• Annual dollar value of contract

• Description of services provided

• Contract award date

• Date of contract start/completion,

• Name and title of the building’s owner

• Contact information for two individuals with direct knowledge of Offeror’s performance.

Note: GSA will accept and evaluate the Joint Venture’s past performance and relevant experience jointly as one 8(a) entity.

Factor 2: Past Performance

To be considered technically acceptable under this factor, at least one reference per building submitted for consideration under Factor 1 must answer the following questions affirmatively:

• Would you contract with this firm again for a similar requirement?

• Was Offeror responsible for Janitorial Cleaning and operations of this building?

• Did Offeror perform acceptably?

• Did the Offeror communicate effectively? Did Offeror generally respond timely to service calls and other complaints?

• Was Offeror generally cooperative?

• Did Offeror observe all required policies and procedures?

• Did Offeror adhere to relevant safety requirements?

• Was Offeror’s staff respectful of the property and building occupants?

• After accounting for a reasonable learning curve, was Offeror competent?

Factor 3: Technical Approach

a. The Offeror shall provide a written narrative describing the Quality Control Plan used for the contract submitted for consideration in Factor 1A. At a minimum the plan shall meet the criteria as outlined in Section C.14.

For example: The QCP shall include, at a minimum, the following:

-How the Contractor will control quality and quantity of supplies and services.

-Define the roles and responsibilities of the Contractor’s operating personnel.

-How project management, inspections, plan implementation, process improvement changes, correction of deficiencies, and Section C.3 ‘Green Cleaning’ of this contract will be accomplished.

-An inspection plan or checklist tailored to the specific building(s) being cleaned under this contract. The inspection plan or checklist shall detail how services shall be inspected to ensure the work accomplished meets all the quality standards set forth in the contract and shall include, but not limited to:

-Date of inspection performed -Location of inspection -Description of findings -Description of action(s) taken (if necessary) -Signature and date of completion

-A written training program to ensure that the Contractor’s employees are capable of successfully accomplishing all work task(s) under this contract.

-A Strike Contingency Plan for separation of employees and employee absences.

-How deficiencies will be monitored in relation to the performance standards, methods of informing employees of deficiencies in their area(s) of responsibility, and a process to ensure that the deficiencies are corrected and do not reoccur.

-How Contractor shall measure and document performance against the scope of work Factor 4: Price

· The Government will evaluate price based on the total price. Total price consists of the basic requirements and all option items. The Government intends to evaluate all options and has included the provision FAR 52.217-5, Evaluation of Options (JUL 1990). In accordance with FAR 52.217-5, Evaluation of Options will not obligate the Government to exercise the option(s). Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:

· Comparison of proposed prices received in response to the RFP.

· Comparison of proposed prices with the IGCE.

· Comparison of proposed prices with available historical information.

· Comparison of market survey results
