PROJECT DESCRIPTION

2-20-2018

I. PROJECT IDENTIFICATION

PROJECT TITLE Dry-Type Transformer Replacement Project

II. BACKGROUND

At the Department of Energy: Forrestal Complex, the 480/277 V to 208Y/120 V distribution transformers located throughout are building original installations and have exceeded their expected useful life. Based on the EUL, NEC articles 240,250,450 and applicable section of

Article 310 the transformers will require replacement. Contractor shall provide all labor, material, equipment and supervision to perform the complete replacement of the identified transformers: (9 KVA – 1), (14 KVA – 1), (15 KVA -6), (25 KVA – 2), (30 KVA- 11), (45

KVA – 40), (75 KVA – 32), (112.5 KVA – 9), (150 KVA -2), (225 KVA – 1), (300 KVA –

1) Total: 106 identified transformers to be replaced. All identified transformers are located throughout the Forrestal complex at 1000 Independence Ave. SW, Washington, DC 20585.

III. OBJECTIVES

1. Contractor shall provide all labor, material, equipment and supervision to provide complete design documentation to perform the size equivalent (like in kind) replacement of the 106 identified transformers at each location.

2. Contractor shall provide all labor, material, equipment and supervision to perform the replacement of all identified transformers per the completed/approved design documentation and scope of work/contract.

IV. SCOPE OF SERVICES

The following includes, but is not limited to the work required to fulfill the objectives of this project as necessary for each technical discipline.

GENERAL REQUIREMENTS

1. To utilize the government provided Dry-Type Transformer Replacement Count document (Appendix A) which identifies all of the dry-type transformers to be replaced in this project. This document provides the Dry-type Transformer Sizes, Building locations, and Room locations. Simplified total breakdown below:

2. To utilize the government provided Forrestal Existing One-Line Diagram document

(Appendix B) which shows the existing Building Power Riser Diagram for the North, West and South buildings.

3. To provide all labor, material, equipment and supervision to provide complete design documentation to perform the size equivalent replacement of the 106 identified dry-type transformers at each location.

a) Preferred QL Ultra Efficient Transformers

i. K-Factor rated for nonlinear loads

ii. UL Listed

iii. Complies with DOE-2016 efficiency standard

iv. Full-width copper electrostatic shield standard

v. 200% neutral standard

vi. Effective coupling capacitance 30pF

vii. NEMA 2 powder-coat drip-proof enclosure.

4. To provide all labor, material, equipment and supervision to perform the replacement of all identified transformers per the completed/approved design documentation and scope of work/contract.

5. To design this project to be within construction cost limitations. The design is to include but not limited to all surveys, research, presentations, contract drawings, specifications, calculations and cost estimates necessary to complete the project.

6. Design/Survey Activities:

a) A/E shall utilize government supplied CAD floor plans if available, otherwise

A/E shall develop floor plans to document the area of work, and develop details to illustrate their findings.

b) Survey site to confirm existing conditions relating the replacement of each transformer.

c) Pre-work site inspection to confirm existing conditions: Contractor shall contact the project manager for site inspections and technical questions.

d) Analyze survey data and findings to perform an analysis of each dry-type transformer to confirm transformer sizing meets building requirements. Although the intention is to perform size equivalent replacements, any known deficiencies as a result of the A/E survey will be taken into consideration.

e) Design report requirement to establish appropriate construction phasing plan:

i. Develop findings based on research and analysis of DOE requirements.

ii. Design report shall include a discussion on appropriate phasing considerations within the Forrestal complex.

iii. Design report shall include discussion of potential impact of recommended construction phasing on building utilities and tenant occupancy.

f) Meet with key government stakeholder regarding findings, options, risks, and recommendations including any known code violations or unforeseen conditions which may need to be addressed at each submission.

g) Submit energy savings analysis for the transformer replacement.

h) The Dept. of Energy has a no ‘hot’ work policy. All surveying which includes opening up covers will have to be done after normal operating hours with a scheduled outage.

7. Perform all construction activities prescribed in the final approved design submission.

8. Construction Activities:

a. Maintenance, Repair and Inspection by Federal Government: Federal Government reserves the right to make any test, inspection, repair and/or performance oversight it deems necessary to ensure that all performance requirements are being maintained and met.

b. Pre-work site inspection to confirm existing conditions: Contractor shall contact the GSA project manager for site inspections and technical questions.

c. All utilities affected during the construction phase in each designated space will need to be taken into account whether to protect or temporarily relocate during the construction phase.

d. All disruptive/noise producing work will need to be performed after normal business hours (Weekdays 6pm-6am, Fri 6pm-Mon 6am).

e. All trash/demo materials need to be removed from the building daily.

f. If staging area is provided, area is to be kept orderly, and free from obstructing any other building equipment which DOE personnel may need to service.

9. Contractor shall perform all transformer replacements on scheduled weekend outages by the Federal Government. All weekend outages will start after 6 PM of each Friday evening and conclude before 6 AM of each following Monday morning of each scheduled weekend outage.

a) All equipment will be returned to an operable state at the end of weekend outages.

If any of the transformer new installations scheduled for that weekend outage is not completed for energizing by the 6 AM Monday morning deadline, Contractor shall provide temporary solution for that transformer unit until new installation is completed and energized, (which would mean, if work on any of the transformers is not completed by specified deadline, new installation on that unit would continue the following scheduled outage.)

b) Commissioning testing will be performed at the end of each outage.

Commissioning requirements are to include but not limited to: verification of no electrical shorts within the system, phase rotation, fire alarm control interlocks, EMCS control interlocks and normal control verification. GSA switchgear shop

Scope of Work Page 5 of 20 personnel will be in attendance during commissioning and must be coordinated with.

c) All work and scheduled outages shall be performed at the convenience of the

Federal Government.

d) Any work which is not noise producing or disruptive to the facility tenants may be permitted during normal business hours, after confirmation with Dept. of Energy personnel.

e) At least 30 days’ notice to Dept. of Energy for any outage requests.

10. Detailed procedures for any work that impacts the building systems, including but not limited to power, mechanical, building controls, fire alarm, life safety, lighting, network format based on DOE/GSA Standards.

a. All scheduled work must take into account NSOF standard Preventative

Maintenance blackout periods

11. A safety plan will need to be submitted and approved prior to work starting on-site.

This includes design survey activities.

12. A U.S. Dept of Energy work control permit will need to be submitted and approved prior to work starting on-site. Template will be provided to the prime contractor.

13. The Government will occupy the building during the entire period of the construction.

The Contractor shall not interfere or disrupt the activities of the tenants in any way.

Coordination of the work must take into account the daily tenant activities.

14. HSPD-12 Badges will be issued for all supervisorial personnel. Temporary Badges will be issued for all employees on-site without HSPD-12 badges (access memo). All employees on site must be U.S. citizens. All personnel onsite are required to obtain proper security clearance prior to the commencement of work.

15. Contractor will provide Lock-Out-Tag-Out sequence manifest for each outage location.

16. Maintenance, Repair and Inspection by Federal Government: Federal Government reserves the right to make any test, inspection, repair and/or performance oversight it deems necessary to ensure that all performance requirements are being maintained and met.

17. Provide documentation for proper disposal of the replaced transformers. Including recycled weights and disposed weights.

ARCHITECTURAL REQUIREMENTS

1. Develop a clear statement of requirements for the designated areas based on interviews with client representatives including building management, DOE representatives and

GSA personnel.

2. Review existing information relating to the designated areas including but not limited to drawings and specifications, prior upgrade modifications, reports and studies.

3. Complete a detailed site survey of the designated areas including measurements of the existing space & existing drawings to ensure the final design fits within the allocated space.

4. Perform site visit to verify “as built” conditions – collect existing drawings.

5. Develop a project plan defining the tasks involved and the areas needed to determine the extent of the problems

6. Present the design to key government stake holders for approval

7. Provide clear replacement recommendations to allow the design to proceed and designer to produce complete construction documents.

8. Comply with all Architectural requirements prescribed by all applicable codes.

9. Please be advised that the spaces containing the transformers must be well ventilated.

10. Please be advised that the spaces containing the transformers must mitigate any noise from the transformers to the adjacent spaces.

STRUCTURAL REQUIREMENTS

1. Comply with all Structural requirements prescribed by all applicable codes.

MECHANICAL REQUIREMENTS

1. Comply with all Mechanical Requirements prescribed by all applicable codes.

ELECTRICAL REQUIREMENTS

1. Perform site visit and accurately document all existing electrical systems and fire-life-safety alarm systems that cross the work area. Provide sufficient information to allow systems to either be temporarily relocated or protected. Provide details of all disconnect locations for each system or circuit so that they can be safely relocated.

2. Provide design to allow contractor to temporarily relocate utilities to perform any required work activities.

3. Perform site visit to verify “as built” conditions.

4. Confirm which electrical systems are impacted by the work.

5. All work shall comply with NEC, all applicable Codes, PBS P100, and all applicable

Federal Regulations.

6. All work to be performed in this scope of work will be in compliance with Arch Flash regulations throughout the entirety of the project.

SECURITY REQUIREMENTS

1. HSPD-12 Badges will be issued for all supervisorial personnel. Temporary Badges will be issued for all employees on-site without HSPD-12 badges (access memo). All employees on site must be U.S. citizens. All personnel onsite are required to obtain proper security clearance prior to the commencement of work.

2. Provide security plan for the construction area – all staff entering the building must be

US Citizens; staff working outside of the building must have valid permits to work in the USA.

FIRE PROTECTION REQUIREMENTS

1. AE shall evaluate the existing fire protection and fire alarm systems in the areas of transformer installation and modify to meet the most recent requirements of GSA PBS

P-100 and applicable NFPA codes and standards. This may require the relocation of sprinkler piping from above electrical equipment and/or the installation of smoke detection in electrical switchgear rooms and transformer vaults. Consult with GSA regional fire protection engineer (AHJ) on application of requirements.

2. AE shall evaluate the existing egress requirements in high voltage areas. Egress compliance in accordance with NFPA 101 and NFPA 70 shall be provided. This may require the installation of additional exit doors, replacement of doors, and/or replacement of door hardware. Consult with GSA regional fire protection engineer

(AHJ) on application of requirements.

ENVIRONMENTAL REQUIREMENTS

1. It is not anticipated that Asbestos-Containing Materials (ACM) or Lead-Based Paint

(LBP) will be encountered during work activities. However, work area should be inspected prior to starting work and if material suspect to be ACM’s or LBP's are encountered, all work activities in that area shall cease immediately and bulk asbestos and/or lead paint chip sampling shall be conducted. If the materials sampled are determined necessary for removal, under Section 3.02 of Specifications Section 01546, then the contractor shall adhere to the specification and the requirements of specification Section 02085 for asbestos removal and 02090 for removal and disposal of lead-based paint.

SUSTAINABILITY REQUIREMENTS

1. The contractor shall seek any and all possible rebates and/or incentives (e.g., DCSEU or

PEPCO) resulting from the installation of any and all energy conservation measures and/or utility savings. The contractor is responsible for the application and/or any documentation and arrangements for pre-/post-installation inspections necessary to apply for any such rebates that may be applicable or become applicable as a result of energy conservation methods installed under this contract. The contractor shall submit a copy of application, notices of pre-/post-installation inspections and other relevant documentation within 14 calendar days from the date of the qualifying rebate-able activity and/or submissions to the utility to the NCR BA-63 Fund Manager (Amy

Hudson, amy.hudson@gsa.gov; contact information available from GSA building or project manager). Funds received are solely for the use and benefit of the federal government; the installer, designer, and other parties to the contract, including the contractor, will have no claim whatsoever to rebate funds.

V. CRITERIA GOVERNING PROJECT

Services to be performed by the GC under this Scope of Work shall conform to the latest issues of the following criteria as of the date of Notice to Proceed.

2. CODES/STANDARDS/REGULATIONS

a) The Public Buildings Amendments of 1988, Public Law 100-678, section 21, requires that for new construction and renovation projects, GSA shall, to the maximum extent feasible, be in compliance with one of the nationally recognized model building codes and with other applicable nationally recognized codes. The current edition of each applicable code, in effect at the time the design contract is awarded, shall be used throughout the project's design and construction. The GSA

National Capital Region (NCR) uses the following code on all projects:

(i) International Building Code (IBC) maintained by the International Code

Council (ICC).

b) For all projects, the egress requirements of the National Fire Protection

Association (NFPA 101), Life Safety Code shall apply in lieu of other code references.

c) For all projects, the electrical requirements of the National Fire Protection

Association (NFPA), National Electric Code, have been adopted by GSA in lieu to the technical electrical requirements of the ICC Electrical Code.

d) International Plumbing Code (IPC).

e) Occupational Safety and Health Regulations for Construction; 29 CFR, Parts

1926 and 1910.

f) Environmental Protection Agency Regulations.

g) Uniform Federal Accessibility Standards (UFAS) is mandatory on all GSA projects. Current GSA policy also encourages compliance with the requirements of the American with Disabilities Act Accessibility

h) Guidelines (ADAAG) where those requirements are stricter that UFAS. The A/E is responsible for checking whether there are local accessibility requirements. If they exist, the most stringent will prevail between local and UFAS/ADA.

4. CAD Standards - The National CAD/CIFM Standards should be followed for all CAD drawing formatting. The National Capital Region (NCR) CAD standards are available through the Regional CAD Coordinator and are considered supplements to the national standards. (PBS-P100)

5. Submit engineering calculations for all disciplines at each submission. Prepare engineering calculations prepared and/ or approved by the registered engineer of appropriate discipline. The cover sheet of calculations should be stamped by the engineer.

6. The Scope of Services indicated is not intended to limit the innovative analysis and research of the Contractor. Variation from the Scope of Services will be considered by

GSA, if the proposed change is within the survey budget limitations, meets the

Scope of Work Page 12 of 20 objectives for the project, and results is an improved survey report. All proposed changes in the Scope of Work must be approved by GSA.

MEETINGS

1. Attend a Preconstruction Meeting to provide an overview of the project to GSA tenant representatives and address questions concerning the project. Provide the completed construction schedule with all activities including start and end dates for distribution and discussion. If changes are required, promptly modify and redistribute.

2. Attend all scheduled progress meetings as scheduled with GSA.

3. Provide meeting minutes to the GSA Project Manager within Three (3) working days of all project meetings.

4. A representative of the A/E, who is familiar with the project, shall attend the Site

Visit(s), indicated in section 00120 of the specifications and lead the group through the project area, giving a brief description of the work, and providing any clarifications necessary to the construction documents. The A/E’s representative will also attend the

Pre-Construction Meeting to answer questions and participate in coordination for the construction mobilization.

5. A/E to provide Post Construction Contract Services (PCCS). The A/E shall review all shop drawings and submittals for conformance with the design and codes, including a maximum of six (6) site visits. The A/E shall recommend whether the shop drawings should be approved or resubmitted. In addition, the A/E shall send a copy of all shop drawings with approval letters to the project manager. The team shall inspect and review the construction and complete the final inspection.

6. When directed by the Contracting Officer’s Representative, the A/E will, at no cost to the government promptly prepare clarification drawings or specifications to enable the construction contractor to understand the requirements of the construction contract drawings. Change order documents, including estimates, required due to A/E errors, omissions, or failure to comply with GSA design requirements shall be prepared under the A/E's design phase contract at no additional expense to the Government, when requested by the Contracting Officer's Representative.

7. During the course of construction, technical support shall be provided for the resolution of unforeseen conditions or other issues related to the scope of this project. The A/E representative shall conduct a site visit as directed by the P.M., to review the work in place, assessing conformance with the design intent, and the progress of construction.

8. A/E shall develop commissioning requirements as part of the specifications for the project. Identify all functional and performance testing/certification requirements for designed features, systems, components, equipment, and materials to achieve programmed performance goals, including testing procedures.

9. During the construction phase, the A/E shall witness the commissioning processes as requested by the PM, and certify its performance to conform to the design intent.

SUBMITTALS

1. Before any work commences, the Contracting Officer must approve all submittals.

Manufacturer's data shall be provided and annotated to show the specific model, type, and size of each item.

2. Submit a construction schedule 10 days after notice to proceed.

3. Submit cut sheets of products for approval prior to ordering and installing.

4. Design Submission Schedule:

a. 35% Submission:

Review conditions and provide design recommendations include in the design recommendations different transformer options (manufacturers, model#, types, etc.) for government review and drawings of transformer locations.

All final recommendations, narratives, drawings, and submissions shall be stamped by a licensed D.C. professional engineer.

FEE AND PAYMENT

1. Prior to final payment under this work order, the Contractor shall furnish the

Government with a release of all claims against the Government under the applicable

Scope of Work Page 15 of 20 portions of this contract other than such claims as the Contractor may except by description and stated amount of each claim.

2. Any security IDs issued by GSA or the Tenant Agency for the purposes of this task shall be returned to GSA prior to the Final Payment.

3. In consideration of the Contractor’s performance of the services required under this work order, the Government shall compensate the Contractor with monthly progress payments.

REVISIONS

1. Prior to approval by GSA of the documents listed, the Contractor shall correct or revise any drawings and documents without additional cost to comply with the provisions of this document.

2. The normal required review time by GSA is Ten (10) working days.

3. All formal submissions are subject to update and editing to reflect feedback from GSA.

Describing the changes in the review documents as a written response without making changes in the contract documents is considered non-responsive.

4. The government shall not be liable for any additional contractor costs due to changes or revisions in the requirements of this document which would increase the scope of services as originally negotiated and agreed to, unless such changes or revisions are authorized and approved by the Contracting Officer in writing. All requests for changes or revisions received by the contractor shall therefore be referred to the Contracting

Officer for his or her approval.

5. Not less than seven (7) calendar days prior to the final acceptance testing of the entire system, and for use during the instruction period hereinafter specified, provide four (4) bound copies of an Operation and Maintenance Manual to the Contracting Officer’s

Representative. The manual shall include an index, copies of all approved shop drawings and submittal materials (updated to as-built), and a complete parts list of all components. The manual shall also include, for each item, the manufacturer's name, the serial number of the part, an ordering number, if appropriate, and a physical description of the part.

AS-BUILT DRAWINGS

1. Prepare and submit to the Contracting Officer four (4) sets of detailed “As-Built” drawings to reflect the location and size of repairs. The drawing shall be submitted before final payment is made.

2. Additional documentation to be included is four (4) copies (hard copies and electronic files on CDs) each of all operating manuals, data sheets, and any other pertinent information.
