RFI No. Description: Response:

1 Confirm the voltages and also to suggest that the 9kva and

14kva units may not need replacement

Voltages will primarily be 480/277 to 208/120 range.

Voltages will be confirmed during site surveys. If equipment has a lifespan that does not require replacment at this time note it for the government. All equipment should be near the end of their usefull life.

2 Please provide the following information for current transformers and 106 replacement transformers primary and secondary voltage and winding configuration (e.g., we assume 480 Delta – 120/208 (WYE) but need to confirm for each group or voltage category)

Majority of transformers are delta-WYE configured. Please see attached photo. All winding configurations will be confirmed during contractor site surveys.

3 Please provide the following information for current transformers and required (or desired) characteristics for the

106 replacement transformers Copper or Aluminum winding.

Current transformers are aluminum wound. Contractor shall confirm during site surveys.

4 Please provide the following information for current transformers and required (or desired) characteristics for the

106 replacement transformers Temp Rise (150 degree C, 115 degree or 80 degree).

Current transformers ar 150 degree C. Contractor shall confirm during site surveys.

5 Please provide the following information for current transformers and required (or desired) characteristics for the

106 replacement transformers Enclosure types (Indoor

Nema1 / Outdoor N3R, etc.).

Desired type Nema 3 enclosure. Protection from possible ingress of heavy water.

6 Please provide the following information for current transformers and required (or desired) characteristics for the

106 replacement transformers K-Factor (designed to withstand presence of harmonics).

K factor K-13 desired. Per A/E P-100 the K rating should be at least K-13 or higher. Please see section 6.5.1.3 of the

P100 for more details and table on page 183. Transformer efficiences should also meet or exceed 10 CFR 401, part

196.

7 Please provide the following information for current transformers and required (or desired) characteristics for the

106 replacement transformers Low Noise (Standard is per

NEMA ST-20 but can also get -3 or -5db below standard).

Desired maximum noise of 40dB. A/E should provide a product that will meet the requirements of the GSA P100 and building use. Exact product type should be determined during the design phase.

8 Please provide the following information for current transformers and required (or desired) characteristics for the

106 replacement transformers Drive Isolation Transformers.

Please see comments 2-7. A/E should provide a product that will meet the requirements of the GSA P100 . Exact product type should be determined during the design phase.

9 Please provide the following information for current transformers and required (or desired) characteristics for the

106 replacement transformers Noise Isolation Transformers

(electrostatic shielding)

10 Are disconnects required on the primary and secondary side of the transformers?

Disconnects are required for the primary and secondary side of the transformers. A/E should provide a product that will meet the requirements of the GSA P100 and consequently comply with the NEC for disconnects as approrpaite. If they do not exist they should be noted in the design period.

11 Where does the 200% neutral start and stop? Please see feeder drawing attached.

12 Is GE called out as the preferred transformer or can an equal product be used if it still meets the government’s specifications?

An equal product can be utilized if it meets all required specifications.

13 The Scope of Services indicates a preferred transformer that is “K” factor rated and has a 200% neutral. Who determines what the transformer “K” factor will be? Are the existing neutrals 200% rated and if not, are we to upgrade the neutrals and increase the neutral bus in the panelboards which may impact the panelboard size?

Desired K-factor is K-13. 200% neutrals shall be confirmed during site survey. If neutrals are not 200% rated, they shall be noted during design. The GSA P100 requires a K-factor of 13 or better. If during the design it is determiend that the neturals are undersized they should be noted for work in as an option/future project.

14 The Scope of Services, item 6f states that there will be meetings “with key government stake holders”. How many meetings and what amount of time should we plan for each meeting?

The meetings will be as needed during the design phase.

Typically one meeting per design submission as well as the initial kick-off/coordination meetings. Once construction starts we will have weekly progress meetings. All meetings are approx. 1 hour.

15 The statement of work under Architectural Requirements, line 10 states that the transformers must be well ventilated and must mitigate any noise from the transformers to the adjacent spaces. Is the intent to provide mechanical ventilation and to treat the space acoustically if needed?

Does the mechanical system have sufficient capacity and air flow near the electrical rooms?

Contractor shall indicate during design whether the new installed transformer shall have sufficient air flow in the electrical rooms. Ventilation and noise should be analyzed during the design period. If the spaces do not provide adequate HVAC this should be analyzed as an option for future work.

16 The statement of work under Electrical Requirements references the PBS P100 document that the work is to comply with. Paragraph 6.5.5.2 “Electrical Rooms” states that

“if transformers are located in the rooms, ventilation must be provided. Doors must swing out”. Are these requirements a part of the scope of work? If not what sections of the PBS

P100 document is applicable?

Any elements outside of the SOW, that indicates existing conditions which are outside of code compliance should be noted in the design phase to be executed as a potential construction option.

17 The statement of work under Fire Protection Requirements, line 2 states that the “AE shall evaluate the existing egress requirements in high voltage area”. Please define at what voltage level this applies to.

Contractor shall confirm during site surveys.

18 The statement of work under Fire Protection Requirements, line 2 states that Egress requirements shall comply with NFPA

101 and NFPA 70. Does this include modifying doors to swing out and providing panic hardware on each door?

Any code compliance issues will be documented in the design and may be executed as a construction option.

19 The existing transformers visited do not provide code clearance in front of the bus duct or between other equipment at the mounting height. Will the new transformer need to comply with NEC required clearances with other electrical equipment?

All new installation shall comply with the current applicable codes and standards. In locations where the

P100 or NEC will not be met, it should be documented on the drawings to allow the GSA to understand the risk.

20 If the intent is to rehang the transformers, the new transformer footprint and weight may be greater. Do we need to have a structural engineer evaluate the loading on the existing structure?

Yes, a structural engineer is required to evaluate the structural elements within the SOW.

21 The Scope of Services, item 6a states that “A/E shall utilize government supplied CAD floor plans if available.” Can these

CAD drawings be provided?

PDF floor plans are available.

22 If government provided CAD drawings are not available, will we be required to develop them completely?

If CAD files are not available, the GC will utilize other available building drawings to develop the required design drawings.

23 The Scope of Services, item 6d states “confirm transformer sizing meets building requirements.” Are we to assume full electrical load calculations for the entire complex are going to be required?

Contractors shall evaluate panel sizes down stream and worst case scenarios to determine correct sizing of transformers.

24 The Scope of Services, item 8c discusses the protection and relocation of existing utilities. This item is not quantifiable, due to the fact that we were only able to see 3 of the 106 transformers that are to be replaced. Please Clarify.

Any construction activities which may impact building utilities needs to take into account protecting those items if needed.

25 With this being a SDVOSB set aside will you utilize CVE

Verification for certifying that a proposing company is indeed

SDVOSB?

We will veirfy prior to award.

26 Is the previously held site visit mandatory for a SDVOSB to submit a proposal?

No, it is not mandatory for you to have been at the site visit to submit a proposal.

27 Can the proposal be submitted electronically? Yes, please submit the proposal to Michael Spriggs at michael.spriggs@gsa.gov

28 With this being an electrical project is it permissible for the

Electrical Engineer to be the Designer of Record or are you requiring an Architect to be the Designer of Record?

GSA/DOE requires the electrical engineer to be the designer on record and all final designs shall be stamped by a D.C. Professional Engineer.

29 Under the Project description, General Requirements #3, K rated Transformers are required. Are the existing

Transformers K-Rated? What K-Rating is desired?

Please see comment 6.

30 Is this a Transformer Replacement ONLY? Utilizing the existing Primary and Secondary Conductors or is replacement needed of these conductors?

Replacement of these conductors will be needed.

31 Is New Conduit Required? New conduit will be required

32 If Conduit and Wire is to be replaced, to what Point? New conduit and wire will be required from the primary panel to the transformer and from the transformer to the secondary panel.

33 Is New Grounding Riser going to be required? Is there an existing Grounding Riser?

Are NEC Clearance requirements going to be waived as this is a Replacement in kind Project?

Please see comment #32 and the attached feeder schedule. There is existing grounding. NEC clearance requirements will not be waived. Any new installation will follow current/applicable codes and standards.

34 During the Walk thru we were only taken to (3) Transformers locations. We were informed that ALL other location are typical to the locations visited. That being said, are all

Transformers Ceiling Hung?

That is incorrect. It was never indicated that "all" other locations are typical. It was stated that the "majority" of transformers have these typical conditions. There will be instances where the transformers are located on the ground.

35 Can alternate Manufacturers be used in lieu of the specified

GE Type QL Ultra Efficient Transformers?

Yes, as long as the equipment meets the required SOW specifications.

36 Can pictures be taken by DOE and sent to Plan holders of each Transformer Location?

Please see attached pics.

37 Are Existing Drawings available for our use in providing a

Proposal?

Existing drawings will be made available after award.

38 Will the floor plans and power riser diagram be provided in

AutoCAD format?

Floor plans will be provided in PDFs.

39 Will load info be provided to do the analysis to confirm transformer sizes are adequate and to be able to provide the energy savings analysis?

Please use the rated panel sizes during site survey/design located downstream of the transformer and worst cast scenarios to confirm adequate sizes.

40 Note 5 page 11 0f 20 of the SOW-what type of calculations are required for statement “submit engineer calculations for disciplines at each submission”? Please be specific as to what you are requiring.

Load calculations to confirm transformer sizes, value engineering calculations i.e. savings, payback and energy savings, and all other applicable calculations. Calculations for electrical, mechanical, and structural should be provided to support design. The P100 provides guidance on this.

41 Page 4 0f 20 of SOW 9.(b) please clarify statement fire alarm interlocks and EMCS control interlocks and normal control verification? Please provide an example of the type of fire alarm interlocks that would be associated with the transformers? What type of controls would be associated with the transformers?

There are no fire alarm interfaces known currently at the existing transformers. Design A/E shall review codes to determine whether any are required. Based on known conditions, none are expected.

42 Since we were only allowed to view 3 rooms which were noted as representative samples of the rest of the electric rooms how do we quantify the fire protection requirements noted on page 7 of 20 of the SOW? Especially as it pertains to meeting the current standards as noted in 1 and may require additional exit doors, replacement of doors and/or replacement of door hardware as noted in 2.

The size of the transformers listed in the SOW are most likely associated with building electrical closets. Existing closets and opening protectives (e.g. doors) shall remain.

Additional exits and door hardware would be considered for utlity transformer replacements (i.e. transformer vaults). Fire protection modifications of relocating sprinkler protection from above equipment should be anticipated.

43 For bidding purposes, are we to use Appendix A Transformer

Counts to supersede the Existing Riser? There are differences in counts between the two.

Please use the count from the Appendix A Transformer

Counts.

44 Not able to find anything that indicates page limits. Are their page limits for the technical/price proposal?

There is no page limit.

45 Regarding evaluation factor #2 Key Personnel, what is the difference between On-Site Superintendent and Construction

Supervisor?

Depending on project team roles, the on-site superintendent is dedicated on-site vs the construction supervisor which may serve more project management roles.

46 Regarding evaluation factor #2 Key Personnel, are qualification statements or resumes required for the design team?

Yes, if they are considered as key personnel of your propsoal.

47 On SF 1442, we noticed that it is not completely filled out.

Will a filled out SF 1442 be provided to us?

Revised 1442 is attached.

48 Section II B, Contract Price Form and CLIN numbers/descriptions on the SF 1442 conflict. What is the proper format when submitting?

The lump sum price can be submitted in section II.B. while the breakdown of the two buidings is to be submitted on the 1442. You must also add a full breakdown of your pricing with your package.

49 Multiple project titles are used. What title should be used on the technical proposal?
