VAULT 3 & 4 UPGRADES PROJECT

1. The solicitation denotes three evaluation factors upon which you are looking to evaluate the submitted proposals. However, the three listed factors are numbered 1, 4 & 5. We want to make sure we are not missing Factor’s 2 & 3 as they are not listed in the solicitation. Please verify there are three factors, 1, 4 & 5.

State Response: Pages 34 and 35 have Factors 1, 4, and 5. Factors 2 and 3 do not exist. There was a typo in the solicitation.

2. Evaluation Factor 5 – Labor/Trade Apprenticeship and Training Programs, does not appear to have any explanation associated with it. Can you clarify the requirements of Factor 5?

State Response: If your firm or subs participates in apprenticeship programs, please discuss that in your proposal.

3. Evaluation Factor 1 sets a floor for total project construction cost of the project not less than $5 Million.

Would the government consider a value that is similar in complexity and scope but less than $5 Million (previous awards for Vaults associated with HST were less than $5 Million)?

GSA Response: Yes, similar Electrical projects will be considered.

State Response: Yes, similar projects will be considered, even if they cost under $5M. Examples of past performance should be similar scope. Previous projects that took place in occupied buildings and required close outage coordination and phasing should be discussed.

4. In paragraph “VI.F. Total Evaluated Price” contained in the solicitation, the paragraph ends with “using the following formula:” but no formula is written. Could you clarify the method of your calculations?

GSA Response: Proposals will be evaluated based off the LPTA (Lowest price technically acceptable) along with the Evaluation factors.

5. In Statement of Work HST VAULT 3 AND 4 dated 06-07-2017 Section 2 paragraph c, Projected Project Installation Completion Date is October, 2018, but your estimate completion period is 365 days for the base contract. We would like to assume that the date is dependent upon the award and not the SOW dated 6/7/2017, is that correct, or is there a desire to have the security work completed first, followed by the rest of the project (looking to clarify desired completion dates, so any consolidated schedule information based on NTP would help)?

GSA Response: The period of performance for this project is 365 days to start at the Awarded NTP date.

State Response: The statement of work dated on 06-07-2017 refers only to the security system infrastructure required by Diplomatic Security. That’s only a very tiny component of this project.

Refer to the statement of work dated October 4, 2017 for guidance on base bid and options. The contractor needs to perform the work described in the Westlake Reed Leskowski documents, price the options discussed in the SOW dated October 4, 2017 and install all of the security infrastructure described in the Diplomatic Security documents.

The 365 calendar days is from the NTP (including submittals and material procurement) is the total duration.

6. Can the GC get permission for a Laydown spot to facilitate debris removal? If so, where will it be located for planning purposes?

State Response: DOS is looking into providing a laydown area in the garage between Vaults 2 & 3. It can’t be guaranteed yet, since it’s being used by another project. Material delivery and removal will have to be coordinated with the Gov’t points of contact. Contractor should plan on large deliveries and debris removal to occur after hours.

7. Is the security contractor Statement of Work something that the government will provide, or is this to be considered a part of the contract (it is assumed that the GC will be responsible for conduit and boxes as specified in the SC SOW/drawings)?

State Response: The contractor will be responsible for the conduit, boxes/enclosures, prepping doors and providing lock hardware. Diplomatic Security DME contractor will install the actual devices. The Statement of work and the drawings provided by Diplomatic security indicate what the contractor and security contractor need to do.

Note: The General Contractor needs to hire Cintron to procure and install the locks, since they are approved by DS.

8. If the security contractor is to be a part of the GC SOW, does the government have a preferred Security Contractor (SC) already assigned/desired for this project?

State Response: The GC will be responsible for the conduit, boxes/enclosures, prepping doors and providing lock hardware. Diplomatic Security DME contractor will install the actual devices. The security contractor is a third party who works for DME.

9. Please confirm that Red Hawk Fire Alarm and Security is the preferred contractor required for all fire alarm programming and installation of fire alarm systems within the Harry S Truman Building.

State Response: Correct, Red Hawk is the qualified vendor who can perform the fire alarm installation.

10. Please clarify specification section 01541 paragraph IV.1 with respect to the list of “Skilled Workers” in accordance with the Facilities Final Secret Clearance requirements by the General Contractor and all trades.

State Response: Employees doing the following trades require SECRET Clearance: low voltage (120V to 480V) electricians, mechanical, fire suppression, fire alarm, low voltage communication.

Employees doing the following trades need to be US Citizens with an NCIC background check:

Medium Voltage (13kV) electricians, painters, structural, and HAZMAT abatement.

11. Are the new lighting fixtures in both vaults 3 and 4 to be installed completely new with new conduit and wire or can the existing conduit and wire be reused?

State Response: New conduit and wires are required.

12. Please confirm the Bid Due Date. A due date of March the 3rd was mentioned in the walkthrough but the solicitation states March the 9th.

GSA Response: The bid date has been extended to March 14th.

13. Please confirm the bid options for this project, we have the following as the list, but there are two other locations that speak to the bid options.

a. Base Bid – Everything on the drawings and spec, except for the options listed below

b. Option 1 – Replace network transformers and feeders already shown in drawings and specifications

c. Option 2 – Medium voltage feeder replacement between the Main Vault and Vault 5

State Response: The options discussed in the specification manual p. 12300-2 is out of date. The telephone main frame room (B440) work has been deleted from the project. The separate SOW for Vaults 3 & 4 are the contract options. The options summarized above are the correct options.

14. Will all of the cutovers for the new electrical infrastructure be completed during off hours in accordance to the specifications section 011401?

State Response: Plan on all cutovers happening after hours.

15. In specification 011400 paragraph 1.1.C (and others) it gives the dimensions and hours of operation for the screener. Can you confirm which, if any, material is required to be screened before entering the job site? Will there be a requirement for the GC to create a SSA? Is CST coordination required in this SOW?

State Response: No screening of materials is required. No SSA or CSTs will be involved in this contract.

16. Please clarify the procedures and planning factors for access to the credit union during off hours, and any additional logistics issues as discussed during the walkthrough for personnel in the affected area.

State Response: The Gov’t POC will coordinate with the credit union. At least ten calendar days of notice are required. The contractor is responsible for removing the work station and carpet to access the manhole cover. The contractor is responsible for restoring the site to the original condition.

17. The drawings reference Data Trax regarding monitoring, please confirm Data Trax is now Foreseer and is an Eaton Electrical product. Is it required to purchase Foreseer product and certification from Eaton?

State Response: Contractor is required to purchase the Foreseer and a certification from Eaton as a part of the project. The existing Foreseer server needs to be replaced and existing software needs to be updated.

IMPORTANT CORRECTION: The drawing E-609 is out of date. The drawing depicts it in the basement.

The actual location of the Foreseer server is located in UPS House 1 on the 2nd Floor.

18. Primavera Project Planner was discussed in the specifications section 013110. Is the government requiring the GC to plan all schedules through Primavera Software, or will a suitable replacement be allowed?

State Response: Any scheduling software is acceptable.

19. Are Hazardous Materials Survey Reports available for Vaults 3 and 4?

State Response: The demo plans indicate where the asbestos is located.

IMPORTANT NOTE: Neither a Lead Based Paint nor PCB survey took place. GC shall assume that the vaults contain LBP and the lights have PCBs.

20. ABB, INC will be allowed as another manufacturer for Specification Section 261213 Liquid Filled Medium Voltage Transformers. ABB has provided the majority of Liquid Filled Transformers to the GSA and has a long successful history with them. We feel pricing will be very competitive as well.

State Response: The spec section only allows GE because those products are used in the other vaults.

Having a consistent installation throughout the building simplifies maintenance and repair. The design documents are based on the dimensions of GE equipment. The division of GE that manufacturers the transformers was purchased by ABB after the construction documents were finalized.

21. Can you please allow Square D by Schneider Electric switchgear as an alternative approved manufacturer on this project? Allowing other technically acceptable manufacturers to bid the project will ensure open and fair

February 21, 2018 competition. It will also allow GSA to solicit competitive pricing on the project instead of sole-sourcing from one manufacturer. Square D is currently installed at thousands of government facilities throughout the country, and meets the design requirements for the project.

The following specification sections do allow for an approved equal to GE:

Section 262300 Low-Voltage Switchgear 2.1.A Section 262413 Switchboards 2.1.A Section 262416 Panel boards 2.2.A Section 262500 Enclosed Bus Assemblies 2.2.B

State Response: Although Square D makes excellent equipment, the documents specify GE (ABB) because that equipment is used elsewhere in this specific building. The end-user needs to have consistency throughout the building. Having one vendor in the building simplifies maintenance and repair. Also, the design is based upon the dimensions of the GE products.

22. Per Vault 3 & 4 Upgrade Statement of Work: Option 1 is to replace the network transformers in Vaults 3 and 4, replace medium voltage feeders between Vaults 3 and 4 and replace medium voltage feeders between Vault 3 and Manhole 3 and 3A. Option 2 is a medium voltage feeder replacement between the Main Vault and Vault 5. Per Drawing EP OB1, Key Note 1 says to replace medium voltage feeders 3, 13, 8, and 18 from Manhole 3 and 3A to Vault 3 and from Vault 3 to Vault 4. This appears to be the Statement of Work for Option 1, however on Drawing EP 0B1 Key Note 2 says to replace medium voltage feeders 4, 14, 9, and 19 from the incoming medium voltage switchgear to primary terminations of cable at transformer in Vault 5 in the Penthouse. This appears to be the Statement of Work for Option 2, however on Drawing EP 0B1; this is referred to as Option 1. There is no Option 2 shown at all. In addition, in the specifications (012300-2, 3.1 Schedule of Options) Option 1 reads to replace the medium voltage feeder from the incoming switchgear to the Vault 5 Transformers. Option 2 reads to refeed Room B440 electrical equipment from the Third Floor Telephone Frame Room. Nowhere in the specification options does it refer to replace the network transformers in Vaults 3 and 4, or to replace the medium voltage feeders between Vaults 3 and 4 and between Vault 3 and Manhole 3 and 3A. Can you please clarify what the correct Scope of Work is for both Options 1 and Option 2 due to there being multiple variations between the Statement of Work, Drawings, and Specifications? Also please clarify if there is any medium voltage feeder work to be included in the Base Bid (Drawing EP 0B1 Key Note 1 shows it being part of the Base Bid with only an Option 1).

State Response: Options in the drawings are out of date. Keynote 1 is associated with Option 1.

Keynote 2 is associated with Option 2. The work associated with the telephone main frame room (B440) has been deleted from the project.

23. Who is the current Security System Company that is being used? Can you please provide a point of contact to discuss the new security work involved?

State Response: Diplomatic Security oversees the security contractor. The GC (bidder) just needs to install the infrastructure and enclosures and make sure that the doors are prepped correctly. The

February 21, 2018 locksmith company is Cintron. Prior to ordering the doors, allow Diplomatic Security (DS) to also review the door prep and hardware submittal.

24. Who is responsible for the relocating of the cubicle that is overtop the manhole in the credit union office?

State Response: The GC will be responsible for removing and relocating the cubicle in the credit union. The GC is responsible for restoring that site to the original condition. The DOS will handle the coordination with the credit union and verify that that occupant has moved out.

25. Are the existing floors in the vaults epoxy coated?

State Response: No.

26. Are any of the existing medium voltage feeders PILC (Lead Cable)? Are any of the existing medium voltage transformers terminated with PILC (Pothead Termination)?

State Response: Neither the MV feeders nor the MV transformer terminations contain any lead.

27. E-400 Note 1 says the security system is to be removed and relocated by others. Who is responsible for covering the costs associated with this work?

State Response: Diplomatic Security will remove the small enclosure discussed in Note 1. The large DS wall field in Vault 3 will remain in place. The contractor shall take every appropriate precaution not to damage it during the construction.

28. A proposed work plan/sequence of work (including staging area) is said to be included with the Bid. In order to help detail this work plan, what are the procedures for receiving the equipment? Is the loading dock available for use? Will there be a staging area provided for the equipment?

State Response: The staging area is discussed in the response to Question 6. Access to the loading docks must be coordinated. Large deliveries and material removal must happen after hours.

29. Who is responsible for the equipment that is being removed?

State Response: The Contractor is responsible for the removal and disposal of the equipment. The Contractor shall include those costs in the bid. Refer to the drawings for further information.

30. Can the Project Coordinator and the Project Superintendent (Foreman) fulfill the same role?

State Response: Yes
