Modernization

Pre-Proposal Questions & Answers Amendment 0001

1.) RFI: Please provide the drawings for this project. None were provided outlining the existing conditions of the project.

Response: There are no drawings with this project. An Executive Summary of a Project Development Study will be provided. Although this is useful information it is not a part of the scope of work. The official SOW and Section

14220 . Previously provided are the governing documents of this solicitation.

Reference: none

2.) RFI: The SOW indicates 220 days from project award to project substantial completion. Given current average lead times for the machines, would a 280 day duration from award to substantial completion be acceptable to account for design, equipment lead time and the submittal review process?

Response: 280 calendar day duration is acceptable and is updated in the attached revised SOW.

3.) RFI: Is it the intent of GSA for the controller to be proprietary source, or will a non-proprietary controller such as Smartrise be acceptable?

Response: As long as the controller conforms to the specification and scope of work, no proprietary controller is required.

4.) RFI: Specification Section 14220 1.3 B list Kone, Otis, Schindler, Thyssenkrupp, and Centric as acceptable contractors for the elevator portion of this project. What is the process to get another contractor added to this list?

Response: Provide background, location and experience for any other subcontractors to be considered. Be aware that GSA requires that the contractor provide warrenty service to the elevators for one year after final acceptance. Ability to respond within hours to an emergency necessitates that the elevator contractor maintain a local presence in the Portland area.

5.) RFI: Is Firestopping required for this project? If so, where?

Response: This work must comply with all local and national building and fire life safety codes. Fire stopping is required where required by code.

6.) RFI: Are there existing support beams in the machine room? If so, please provide the size and attachment type to supports.

Response: Still awaiting a response for this RFI. It will be addressed in

Amendment 0002.

7.) RFI: Will modifications to the hoist way wall system be required? If so, what material is the hoist way constructed with?

Response: No modifications to the Hoist way walls are anticipated.

8.) RFI: Will modifications to the sprinkler system be required for this project?

Response: No modifications to the sprinkler system are anticipated.

9.) RFI: What is the typical turn around time from request to issuance of a badge/ approval for the security requirements for this project?

Response: Security clearances typically take 30 days. Although some, depending on the background, can take up to 45 days.

10.) RFI: Will the cab walls (other than for control panel and security upgrades), floor and ceiling (other than for cladding) require upgrades or modifications?

Response: No

11.) RFI: What level of separation will be required to segregate the work area from the general public? Will built in pace barriers be required or will movable barriers be acceptable?

Response: Movable barriers are acceptable.

12.) RFI: Are there existing heat and smoke detectors in the hoist way? If so, where are they located? If not, will those features need to be added for this project and where is the nearest Fire alarm control panel?

Response: Heat in the machine room, smoke in the hoistway. No new devices will be required.

13.) RFI: Will the existing conduits be utilized for the new power feeders cited in the SOW paragraph 3. a. II, or will new conduits need to be run from the panel the elevators are fed by?

Response: Existing Conduits are fine if they are correct size by code. All disconnected un-utilized wires to be removed before re-use of any conduit.

14.) RFI: Does each elevator have it's own dedicated conduit, or is there a shared conduit for the feeders from the panel?

Response: Each elevator has it's own conduit.

15.) RFI: What is the current Fire Alarm communications system?

Response: Edwards

16.) RFI: Can the existing backbox size for the push buttons and car direction lanterns be re-used?

Response: Only if it will accommodate the updated equipment. Backbox should be sized for the equipment to be installed.

17.) RFI: Are there existing cut outs for the card readers? Please provide the quantity of card readers for this project.

Response: Current card readers are assumed to be re-used by the US

Marshal’s security contractor.

18.) RFI: Will there be space inside the building made available for the GC's superintendent?

Response: There are empty touch down stations available for use in the building managers office. Available during open hours.

19.) RFI: Is there currently an automatic transfer switch that these elevators' electrical panel interfaces with?

Response: Yes

20.) RFI: Is this project intended to be a Design/ Build Project?

Response: GSA SMEs indicate that the SOW and Specification are sufficient for this project. Normal shop drawings for this type of project are anticipated but not a formal design build process.

21.) RFI: Will the contractor be required to provide a QEI as part of the design and close out process?

Response: There is no design anticipated, but QEI is the responsibility of the contractor for their work. GSA will provide a final inspection.

22.) RFI: Will GSA retain all final inspection responsibility for this project?

Response: GSA will provide a final inspection, which the elevator contractor is required to participate in.

23.) RFI: Is there an existing HVAC system servicing the machine rooms(s)? If so, what type and capacity is there? Will a new replacement system be required for this project? If so, what type?

Response: Yes. No new HVAC system will be required.

24.) RFI: Gearless machines already have a built-in Sheave Brake that meets the code requirements of "unintended Moption". The spec. also calls out for a Rope

Gripper. Installation of a Rope Gripper would be redundant and add unnecessary costs to the project.

Response: Intent is to comply with the code requirement of stop to "unintended motion" by either sheave brake or rope gripper.

25.) RFI: The existing intercom system is tied in with all elevators in the building. I would think that they would want to retain that system in lieu of providing a stand-alone system for cars 10&11.

Response: Intent was to ensure that the intercom system works as intended and outlined. Not to provide a new stand alone system. In our upgrade to the freight elevator we discovered that some modifications to the current system were necessary.

26.) RFI: Spec. does not make mention of the (2) Fire service / emergency power panels in the security room. I assume these being retained and the functions for cars 10&11 need to operate the same way that they currently operate.

Response: Assumption is correct.

27.) RFI: Regarding proposal submission, the RFP states under II.B.(4) that the

"RFP proposal is to be bound…" Please confirm whether electronic submission via email to the designated KO of one (1) pdf file for their price proposal information and one (1) .pdf file for their technical proposal information satisfies the proposal submission method requirement. If hardcopy submission is also required, please specify binder requirements (no. of copies, etc.).

Response: Electronic submission to mackenzie.dunn@gsa.gov is acceptable and is the preferred method, and no hard copy is required.

28.) RFI: p. 8 of 25 specifies that Factor 1 - Technical Approach is limited to five pages. All other remaining proposal sections do not appear to have page limits.

Given that requirements such as resumes will require at least one page per individual, please clarify what page limits, if any, apply to the remaining proposal sections.

Response: Only the page limits currently listed are required.

29.) RFI: The RFP requires the following:

“…Offeror’s shall also submit with their proposal, the Annual Representations and Certifications (FAR 52.204-8), using the attached Offeror’s

Representations and Certifications (C301-SAT).” It appears that C301-SAT does not require action. Please confirm whether or not this form must be submitted given that as Offeror, CCSL's SAM registration status is "Active" and includes Annual Representation and Certification information at SAM.gov.

Response: Document C301-SAT - Reps and Certs.pdf is revised as v.1 and provided with this amendment. It will need to be completed and returned with your offer.

30.) RFI: Noise restrictions, We are a Union contractor and are required to pay double time for work outside of normal work hours. The 60 dBA threshold will be difficult to maintain and stay productive during an 8-5 workday day. We will do our best to operate as quite as possible but there will be intermitent times when the noise level will exceed the 60 dBA.

Response: GSA recognizes that noise levels will vary. The project requires that the contractor will coordinate all work with the building management so that it can be coordinated around court schedules to minimize disruption.

31.) RFI: Please provide the current contact information for the Security and fire alarm company who is presently monitoring and maintaining the Systems in the building.

Response: These are run by the US Marshal's service. They will be involved with this aspect of the project.

32.) RFI: Be submitted for the proposed total contract duration in calendar days from the notice of award to substantial completion, and final contract close out, reflecting no more than 220 calendar days from award to final completion.

Response: Scope of work is updated to 280 calendar days. We will also consider Gantt Chart Schedules with proposed POPs. They will be evaluated for reasonableness and taken into account when applying final POP in the contract.

33.) RFI: After review of the current documents we were unable to determine who will provide inspections, will we be required to provide inspection service to put the elevator back into commission or will the government be providing all certification and inspection services.

Response: GSA will provide a final certification inspection which the elevator contractor is required to participate in. Contractor is required to provide quality control up to and including interim inspection of the work done by subcontractors.

34.) RFI: Does the existing electrical system/generator in the building have the capacity to support the regenerative drive system, or do we need to have a full survey completed by an Electric Engineering provider.

Response: Building Maintenance and Management agree that the current electrical system/ generator is sufficient to support regenerative drive system.

35.) RFI: If we choose to work outside of the normal work hours are there any special conditions for security. Will there be any additional cost we need to capture.

Response: Work outside of normal work hours is allowed but must be coordinated in advance with GSA. No costs from GSA.

36.) RFI: It is imperative to have at least 2 parking spaces at a minimum and preferably 3 located near or directly adjacent to the building will this be possible.

Response: GSA does not control street parking. City of Portland does have provisions for issuing permits for construction purposes. This is outside the prevue of GSA.

37.) RFI: Can you confirm if the door accessing the Machine Room and pit access is a 90 minute rated door and frame per ASME A17.1 Section 211.6

Response: Per GSA P-100 these doors are 90 minute fire rated.

38.) RFI: GSA is requesting level 4 price format; we want to confirm. We are proposing to provide the following break downs.

· Division 1 General Requirements

· Division 8 Openings, Doors and Windows o 08 11, Metal Doors and Frames? 90 minutes?

· Division 14 Conveying System o 14 21 Electric Traction Elevators,

· Division 21 Fire Suppression o 21 13 Fire Suppression Sprinkler System

· Division 23 Heating, Ventilation, Air

Conditioning o 23 62 Packaged Compressor and Condensing

Units

· Division 26 Electrical o 26 05 Common Work Results Electrical

· Division 28 Electric Safety and Security o 28 31 Fire Detection and Alarm

Response: These breakouts conform to level 4. for this project.

39.) RFI: Is the current HVAC System efficient for the new modernization or will it need to be upgraded. UFC 3-490-06 Section 5-1.1

Response: Learch Bates survey deemed the system sufficient.

40.) RFI: Are there currently sump pumps with drain lines to meet this code. ASME

A17.1 2016 2.2 Pits. Sections 2.2.2.3, 2.2.2.4, 2.2.2.5. NEC 70 Article 620.21

(A) (1) (d) UFC 3-490-06, Section 5-2.1

Response: Pits are not sumps for these two elevators. So they do not have sump pumps.

41.) RFI: Is the intenet to regroove/replace the car and counterweight sheaves and install sealed bearings?

Response: Yes.

42.) RFI: Is the intent for the shunt trip to activate off of a flow switch or heat detector

Response: Intent is for the shunt trip to activate as outlined in this section. GSA does not typically dictate means and methods.
