SECTION 1

EXECUTIVE SUMMARY AND RECOMMENDATIONS

A. GENERAL

Lerch Bates Inc. was commissioned to review the elevator equipment for the Nakamura Courthouse in Seattle, Washington in consideration of a potential modernization. The existing elevator equipment condition was evaluated for Elevators 1-4, to determine proper component replacement as well as reuse.

Elevator 5 was recently installed in the parking garage and not included in the required scope of work.

Existing building conditions in the elevator machine room, hoistway, and pit were also reviewed for Code compliance, which becomes incumbent with a modernization project.

B. MODERNIZATION OBJECTIVES

In our judgment, a comprehensive elevator modernization at Nakamura Courthouse should consider the following objectives:

1. Replace aged components to ensure 20+ years of service without allocating and additional funds for upgrade or modernization work.

2. Recondition retained equipment to ensure reliable operation.

3. Improve overall system reliability and performance by providing efficient microprocessor logic for elevator dispatch.

4. Improved stopping accuracy and ride quality.

5. Improved door operation.

6. Compliance with current Fire Recall Requirements.

7. Upgrade existing building conditions to comply with current national and City of Seattle elevator safety code and building code requirements.

8. Improved aesthetics for building tenants.

C. CONCLUSION

In our judgement, existing elevator equipment for cars 1-4 is in average condition for this vintage of equipment. The four elevators were engineered and installed in 1940 and partially modernized by ThyssenKrupp in 2009. The modernization in 2009 replaced the motor controls operational controls of the elevators, car door equipment, fixtures and hoistway wiring. The DC gearless hoist machines have not been replaced since their installation and are now approximately 77 years old. Changes in equipment design and technology have made the existing dispatching system and motor control obsolete. The DC gearless hoist machines are no longer supported, if the equipment fails the contractor will be required to have custom motor work done and the elevator will be out of service for a significant amount of time.

Lerch Bates Project No. 0100014395 © 2018 Lerch Bates Inc.

January 25, 2018

Existing controls are original thyssenkrupp Elevator engineered in 2009. Parts are not available for the Tac50 product. Thyssenkrupp no longer supports the original 16-bit Tac50 controller and a 32-bit replacement upgrade is required to these controllers to allow them to be supported.

Fujitec America is the existing elevator maintenance contractor. Fujitec has provided information to the GSA that the floor leveling primarily on cars 3 and 4 is erratic and can often leave a trip hazard to the public. We were not able to witness the leveling issues while onsite. In review of the callback records over 2017, Fujitec has been responding to callbacks and entrapments with the elevators not responding.

Several callbacks are related to security card readers, a majority of the calls are due to a non-responsive system.

The harmonic door operation equipment was upgraded in 2009 during the last modernization. This is a high quality, heavy duty door operating device. Advances in door technology have resulted in improved passenger safety with new linear closed loop operation.

Existing signal fixtures are a combination of modernized and obsolete equipment. Planning for replacement should also include new LED hall and car fixtures as well as replacement of the multi-light hall position indicators at the Lobby level.

The elevator cab interiors are in good condition. The planning process will include review of available options for improving the elevator aesthetics to the building tenants, and is the choice of the owner.

Appointments can include new interior side and rear wall panels as well as new stainless-steel finishes at the front of the cab.

Finally, a modernization of the elevator equipment will require upgrades to existing building for Code compliance within limitations of existing structure to ensure city acceptability of the new installations. A summary of Code deviations noted during our site survey is included for review and discussion in Section 3.

D. RECOMMENDATIONS

We recommend planning proceed for the replacement of the existing TAC50 control systems with new microprocessor based controls, new AC gearless hoist machines, new AC variable voltage variable frequency (ACV³F) drives and new LED car and hall fixtures. Various existing mechanical and structural components can be reconditioned and reused.

We recommend that the specifications include an alternate for Owner's consideration to upgrade the existing cab interiors and ceilings with new front stainless steel, and side and rear wall finishes. This recommendation is based on the concept that the building tenants will not be visually aware of the Owner's investment in the property unless the major aesthetics are upgraded.

We recommend that the building work be included in the elevator contracts for a turnkey project.

The modernization project duration will be approximately 64 months, depending on project scope and manufacturing. Contractor selection should be based upon a fair tendering process with final award based upon initial cost, five-year cost of ownership, mutually acceptable contract terms and conditions, and contractor's track record in the local Seattle market.

SECTION 2

EXISTING EQUIPMENT REVIEW

A. GENERAL

During our survey, existing passenger elevator components were checked to determine overall condition and suitability for continued use. In addition, machine room, hoistway, and pit spaces were reviewed for compliance with current codes. This section reviews the results of our equipment survey.

B. DISCUSSION

The four DC gearless traction passenger elevator systems(s) at the Nakamura Courthouse were manufactured and installed by Otis in 1940. The most recent modernization was in 2009 by thyssenkrupp Elevator which replaced many of the original components. All recommendations and design considerations discussed are based on providing the building and owner with a minimum of 20 years of reliable service.

Passenger elevators 1, 2 and 3; have a rated capacity of 3,000 lbs. and travel at a speed of 600f.p.m.

Elevators 1-3 serve 10 landings (Floors 1-10). Judge’s elevator 4 serves 11 landings (Floors B,1-10).

Existing car interior does comply with the Americans with Disabilities Act. Entrances are 3’-10” wide x 7’- 0” high, power operated, two-speed, side opening doors.

C. CONCEPTS AND FEASIBILITY

The following provides details on the existing component condition and recommendations for replacement or reuse:

1. Controls

The existing thyssenkrupp passenger elevator control system is representative of a then state-of-the-art, microprocessor based control; however, it is now obsolete. These controllers utilize an early Tac50 16-bit processor, which have been replaced by the 32-bit system. Thyssenkrupp no longer supports these controllers, and an expensive software upgrade is required to retrofit the system simply to maintain the existing equipment.

Significant changes in design have made substantial improvements in operation and reliability via AC microprocessor based systems. In addition, new drive systems are available from various manufacturers who can potentially reduce energy consumption.

2. Hoist Machine and Deflector Sheave

The existing Otis gearless hoist machines are approaching 80 years of service, and are not suitable for re-use. This design was robust at the time it was designed, however; the machines are operating significantly beyond their original design life. New AC hoist machines should be installed which will improve reliability, reduce energy consumption and provide a minimum of 20 years of reliable operation. New hoist machines will include an integral dual-brake system, which meet the requirements of the code for unintended car motion. The modernization in 2009 did not address unintended car motion and ascending car overspeed protection which is required by code.

Lerch Bates Project No. 0100014395 © 2018 Lerch Bates Inc.

January 25, 2018

The existing governor tail sheave provides sufficient tension on the governor rope and can be reused.

3. Car Frame and Safety

The existing car frame is simply structural steel and should be reused. The roller guides are of similar design to today’s installations; replacement will not result in noticeable ride quality improvements. Existing safety mechanism is a flexible guide clamp type safety and is suitable for reuse.

4. Platform

The existing platform is suitable for reuse.

5. Counterweight

The existing counterweight roller guides are suitable for reuse.

6. Hoist Ropes

The existing traction steel hoist ropes will be replaced with the new AC hoist machines.

New traction steel cables or coated belts will be provided.

7. Car and Hoistway Door Equipment

The existing hoistway door panels and entrance frames are in good condition and can be reused. Consideration may be given to changing out the existing car doors if the cab interiors are upgraded.

The existing passenger elevator hoistway door sills are in good condition and will be cleaned and securely tightened and retained. Consideration may be given to changing out the existing car sills if the cab interiors are upgraded.

8. Cab Enclosure

The elevator cab interiors are wood side walls and brushed stainless steel fronts. The fronts do show some wear. Options under the modernization include:

a. Reuse as is.

b. Refinishing of the stainless-steel fronts.

c. Replacement of the side wall panels.

d. Replacement of the entire cab with new interior finishes.

We recommend further consideration of such options by ownership with bid documents including an alternate price for upgrade.

9. Car and Hall Station Fixtures

The car control stations and the hall pushbutton stations should be replaced with new long-lasting LED registration buttons. The current buttons comply with the requirements of the Americans with Disabilities Act (ADA) for access by physically challenged. The hall

January 25, 2018 buttons were mounted at 42" above finish floor; this will enable reuse of the existing fixture boxes and eliminate any hall cutting and patching.

10. Guide Rail Supports

Existing passenger elevator car and counterweight guide rail fishplates were reinforced to meet seismic requirements during the 2009 project, and are in generally good condition and are suitable for reuse under any modernization program where speed and capacity are not changed. They will be cleaned with all fastenings tightened.

11. Traveling Cables and Hoistway Wiring

Existing traveling cables and hoistway wiring will be replaced as a result of the new controls and fixtures. New traveling cables should be provided with minimum 10% spare conductors and should include a minimum of four (4) sets of twisted shielded pairs of communication wires to facilitate installation of new car controls and to provide sufficient spares to accommodate future devices if desired.

12. Buffers and Pit Equipment

Existing passenger elevator car and counterweight buffers are in fair condition and will be reconditioned for reuse.

13. Fire Command Panel

The existing Fire Command Panel located in the Fire Command Center requires replacement. The panel does not have floor indicators that match the existing floor nomenclature. We recommend replacement with a new panel with LED illumination.

14. Security Control Panel

A new security panel will be provided in the security office. The panel can be configured to have the required security elevator control of the building. Specifications developed will provide adequate interfacing between new open market security systems and elevator controls. The type of security system, function, location of readers or keypads and methods of access control shall be designed by the owner.

D. OPINION OF PROBABLE COSTS

Our opinion of probable cost, including related building work, .

SECTION 3

CODE RELATED ITEMS

A. GENERAL

By ASME A17.1 Elevator Code the initiation of an elevator modernization requires upgrade to related building components. Such items can include the electrical supply, structure fire ratings, and life safety components. Listed below are building deviations from current codes; some items can be “grandfathered” by local code authority (AHJ), other items require installation of an additional feature or device.

B. CONCLUSIONS

The building will require minimal modifications for code compliance. It is our recommendation that the specifications narrate that the required changes and the scope of work be included in the elevator modernization contract. We suggest the documents include approved sub-contractors for use by the elevator contractor. This contracting method requires the elevator contractor to coordinate any necessary sub-contractors and minimizes potential unknown cost overruns to the owner. The contractor mark-up on such work is typically worth the coordination efforts.

SECTION 4

MODERNIZATION PLANS

A. GENERAL

The modernization project should be based on equipment changes to achieve the objectives set forth in Section 1 of this report. The scope of work should balance today’s cost constraints with improvements that represent a comprehensive, long-term (minimum 20 years) solution. The current market climate and competitive bidding process may enable ownership to possibly realize more than could have been previously realized.

B. MODERNIZATION SCOPE

Planning will include development of a specification Section 14220 which will outline a detailed scope of work following the summary below.

As most new microprocessor based car and motor controls are “proprietary” in nature, the specifications should include the requirements to provide the necessary diagnostic service tools and technical manuals to provide maximum flexibility in contracting for future maintenance. As an alternative, non-proprietary controls by a third-party manufacturer could be specified, however, they will result in an increased initial installation cost of approximately 10%.

In addition to Section 14220, Lerch Bates will provide general Terms and Conditions specification sections. A partial list of those documents include: Instructions to Bidders, Quotation Form, Summary of Work, Alternates, Project Procedures, Submittals, Related Work, and Interim and Long-Term Elevator Maintenance. The bidding community is familiar with the Lerch Bates documents and the tendering process.

C. RECOMMENDATIONS

We recommend implementation of modernization scope outlined above to provide comprehensive modernization of the existing elevators. We recommend that Lerch Bates prepare our standard contracting package for ownership review. Final documents should include any scope and contractual modifications required by ownership.

In order to secure the most competitive prices, bid documents will include a Five-Year Maintenance specification for pricing by all bidders.

We recommend inviting the six (6) major elevator companies, KONE, Fujitec, Mitsubishi, Otis Elevator, Schindler Elevator, and ThyssenKrupp, as well as a limited number of local independent companies to

January 25, 2018 tender for the project. Consideration of award should be based upon the initial modernization investment as well as the five-year cost of ownership.

Planning should include consideration of long lead times for fabrication of equipment and installation.

Approximate time periods for the project are as follows.

PREPARATION OF BID SPECIFICATION/OWNER REVIEWS 3 WEEKS

CONTRACT/BID REVIEW AND AWARD OF CONTRACT 3-4 WEEKS

SHOP DRAWING APPROVAL 6 WEEKS

EQUIPMENT FABRICATION 8 WEEKS

EQUIPMENT DELIVERY 2 WEEKS

INSTALLATION 10 WEEKS/ELEVATOR

FINAL ADJUSTING AND TESTING 2 WEEKS

TOTAL ELAPSED TIME FOR PROJECT 64-65 WEEKS

Durations can vary by manufacturer. The bid documents will include solicitation of each contractor’s time frames. Installation may be completed one car at a time or the schedule may be compressed to remove two cars at a time for modernization depending on the owners’ requirements.
