Scope of Work U.S. General Services Administration
One Denver Federal Center, Building 41, Denver, CO 80225 Today’s Date: July 23, 2018
GSA Points of Contact GSA Contracting Officer Name: Cindy Andersen Phone: 303-903-4210 E-Mail: cindy.andersen@gsa.gov
GSA Project Manager Name: Carson Erard Phone: 720-375-6087 E-Mail: carson.erard@gsa.gov
GSA Project Manager Name: Jennifer Sacks Phone: 303-524-5613 E-Mail: jennifer.sacks@gsa.gov
Background: The General Services Administration (GSA), Rocky Mountain Region has a large room (4100 sq. ft.), the Remington Arms Room (RAR) located in the Regional Office Building (ROB) on the Denver Federal Center in Building 41. The RAR is used by GSA and other federal agencies for presentations, trainings, special events and large meetings. The current audio-visual technology is outdated and/or the various equipment does not talk to each other to allow for a user friendly experience.
Objective: The GSA ROB must provide GSA employees and customers a more consistent user experience in the (RAR). The GSA believes users should not be frustrated by the resources in a room and should not have to be trained on multiple connection techniques. The GSA wants users to have the same technology options and connection experiences in any conference room, on any floor. The objective of this project is to provide a better user experience in the RAR by creating a plan for A/V resources that ensures ease of use and the ability to connect various devices and/or inputs. GSA would like to reduce the need for IT support and maintenance costs by having consistent equipment, which would mean that users are less likely to unintentionally change configuration settings while trying to set up for a meeting.
Scope:
Section B Page 3 mailto:cindy.anderson@gsa.gov mailto:carson.erard@gsa.gov mailto:jennifer.sacks@gsa.gov
GSA seeks a Contractor to help with assessment, design, layout, install, and maintenance of A/V resources in the RAR.
We currently have a large inventory of equipment that varies in age and usefulness. For example, the current RAR system utilizes VGA inputs, which will be obsolete in the near future.
The goal is to have a complete study of the RAR to:
● Help determine which existing equipment can continue to be utilized,
● Tell us what new equipment will need to be purchased,
● Ensure everything can talk to one another,
● Assess the current layout of the space – what is the best solution for trainings, large meetings, and town halls, etc., what are the plug-and-play options,
● Recommend equipment that will allow for easy upgrades as the technology advances.
All of the existing equipment MUST be evaluated for its potential reuse. Outdated and unnecessary equipment will be properly excessed by the Contractor with the oversight of GSA.
A detailed inventory of type, quantity, and brand of the current equipment is included below.
The items the GSA would like to reuse (in another area of the building, if not possible in the RAR) are denoted with an asterisk (*).
List of Current Equipment:
● 1 - Crestron Control System A/V Control System
● 4 - JBL Speakers*
● 1 - Crowning Amplifier*
● 20 - Speakercraft Pro Ceiling Speakers*
● 2 - Subwoofers (Front Lower Columns)
● 3 - Vadio Cameras
● 3 - Vutech Projector Screens*
● 3 - Optoma 515 6000 Projector*
● 4 - Hand Held Shure BETA 58A Microphones
● 4 - Lavalier Shure BETA 58A Microphones
● 12 - Audix Audience Microphones
● 1 - Podium
● 1 - Dialer System - Note, this is used with an analog line and cannot change. Per
GSA IT, this is the only available option for making calls.
● 1 - 1202-VLZ3 Premium Mic/Line Mixer
● 1 - Cisco Video Teleconferencing System
○ 1 - Vaddio TeleTouch 22 Screen
○ 1 - Vaddio ProductionVIEW HD MV
Below is a list of equipment that GSA believes is either outdated and/or no longer works and needs to be replaced.
Section B Page 4
● Multiplexer: Need the ability to have one multiplexer with two control panels located at the podium and in the back A/V control room.
● Cameras: The cameras need to have a USB interface to hook into laptops. There are currently three cameras in the room that are used for video teleconferencing (VTC) meetings, however, there is a need for cameras that can both accommodate VTC meetings and online meeting platforms. The cameras should be high resolution and have zoom ability for those viewing from the outlying field office locations.
● Presenter Microphones: Need both hand-held microphones and lapels, and located at the podium. The microphones should be able to not only be heard in the room, but also for those calling in. Need to be able to mix a call in with the existing speakers and microphones. All the microphones should be rechargeable. The audio levels should be controllable at the front or back with the control panel so an audio board is not needed.
Need to be the able to mute, adjust volume for microphones, and music. The microphones should not auto-mute between use.
● Podium: The lectern/podium needs to be able to accommodate a laptop, microphone gooseneck stand that will accept a wireless hand-held microphone, and the A/V Control System panel. Additionally the podium needs to accommodate 3.5 mm inputs for audio devices such as iPod and iPhones in addition to the items listed in the current equipment(*).
● Audience Microphones: Remove the existing 12 ceiling audience microphones and look at replacing with microphone arrays or something similar that will allow for the same results.
● Ceiling Speakers: The old ceiling speakers need to be removed for repurposing. No longer working.
● Sound Mixer: Need a mixer
● OPTIONAL VTC: The current VTC codec is a Cisco/Tandberg C60 which is near end of life. The recommendation is to look into replacing the codec with the GSA IT approved Cisco SX80. The current camera system is a Vaddio camera system with a Vaddio camera switcher. The recommendation is to replace the Vaddio cameras with Cisco P60 cameras with presenter tracking system which will automatically track the presenter in the front of the room. This reduces the need for a full time camera operator during presentations.
The three most important goals of the upgrade are ease of use, reliability and scalability:
Ease of Use: GSA desires to have a system that is intuitive to the end user and requires little to no support from IT (i.e., plug-and-play system). The RAR requires a plug-and-play system that can be accessed from the podium and A/V control room. The system should allow the end user to easily connect various types of laptops, including Apple products and inputs (e.g. HDMI, VGA, DVI).
The A/V Control System will need to play music through the existing speakers, allow calls through a dialer system, utilize microphones (handheld and lavaliers), easily connect to projectors and screens, and have the ability to accommodate Video Teleconferencing Meetings (VTC) control.
Section B Page 5
There should also be the ability for multiple computer video inputs into the system. Right now, there are only two options: podium and control room. The access points are awkward and it is unclear as to where the inputs come through - direct plug-in to a laptop or through a docking station.
Additionally, at the end of meetings users either don’t know how or don’t remember to shut off the projectors or remember. To help extend the lamp life and conserve energy, projectors should have an auto-shut off feature or the ability to go into sleep mode.
Reliability: The system, including all hardware and software, needs to satisfactorily perform the task for which it was designed or intended for a specified time in a specified environment.
System reliability is important to ensure meetings, trainings, town halls, and various events are not interrupted with down time. All components need to be able to seamlessly talk to one another and easily switch between functions (e.g. switch from handheld microphone to music, the ability to use video and live stream with various functions being used without disruptions).
Scalable System: Technology changes rapidly and systems easily become outdated over time.
The new system needs to allow for easy upgrades and seamless transitions as needed to ensure the room is consistently reliable. As changes are made, the systems need to be able to continue to talk to one another and be able to work with all universal components.
Project Installation and Completion:
The Contractor shall provide a project manager who will work with the GSA Project Managers throughout the entire project. It is the responsibility of the project manager to:
