47PH0217R0016, AMENDMENT 03
RESPONSES TO REQUEST FOR INFORMATION
| Questions Number | Question |
| 1 | Performing required services for multiple buildings each with approximately 200,000 square feet or greater. Consideration will be given for demonstrated experience with diverse geographic locations. I see that the Chavez building is the only location greater than 200K SF. Will you accept a project that is similar to scope and magnitude of this requirement with one (1) building greater than 200K SF as long as the entire project consists of multiple buildings with multi stories? |
| Answer | Intent will be 1 building over 200,000, amendment forthcoming. |
| 2 | Can the experience and past performance come strictly from the Sub-Contractor within the Teaming agreement? Just to clarify, we’re trying to determine if the requirement for joint ventures (L.5.3.1.1 - a minimum of 1 of the maximum 5 Past Performance projects must be submitted from each member of the joint venture) applies to teaming arrangements as well or can subcontractor past performance solely be used for a teaming (prime/sub) arrangement. I just wanted to make sure that was clear. |
| Answer | No, the experience and past performance must come from members of the teaming arrangement. Sub-contractors are not formal members of teaming arrangements - we will be posting a formal response at the end of the questioning period. -Answer provided to asker on 15 Nov 17 |
| 3 | Pg 203, para L.5.3.1.1. versus pg 202, para L.5.2.2. Para L.5.2.2 says that projects submitted as demonstrated experience can be any party to the Joint Venture or Partnerships and other teaming arrangements. Para L.5.3.1.1 also specifies that projects for past performance may be submitted from any member of the Joint Venture or Partnerships and other teaming arrangements. The next sentence appears to contradict both L.5.2.2 and L.5.3.1.1 by stating that one of the qualifying projects must be submitted from each member of the Joint Venture or partnerships and other teaming arrangements. This appears to be contradictory. Please clarify. |
| Answer | There is no contridiction. Each member should submit at least 1 project but the remaining projects, up to the maximum of 5, may be from any member of the team. |
| 4 | Pg 201, para L.5.2.1. The last sentence describes similarity as cumulatively demonstrating the offeror can meet the several bulleted characteristics that follow. May the multiple buildings with 200,000 square feet bullet be demonstrated by several projects with buildings less than 200,000 square feet, but that cumulatively exceed 200,000 square feet? |
| Answer | See response to Question 1. |
| 5 | Pg 201, para L.5.2.1. Is the requirement for multiple buildings of approximately 200,000 square feet or greater cumulative or must each building be greater than 200,000 square feet? |
| Answer | See response to Question 1. |
| 6 | L.5.2.1 states under Experience factors “To be considered similar the projects provided must cumulatively demonstrate: |
• Performing required services for multiple buildings each with approximately 200,000 square feet or greater. Consideration will be given for demonstrated experience with diverse geographic locations.
a. Please clarify if the 200,000 SF requirement is applied to each building of a given reference. We have a reference in which there are 3 buildings, 2 of which exceed 200,000 SF but the third is less than 100,000 SF, would this reference qualify?
b. Will GSA consider changing the square footage requirement? Only one of the buildings in this RFP is over 200,000 SF.
| Answer | See response to Question 1. |
| 7 | Paragraph L.5.2.1 states “To be considered similar the projects provided must cumulatively demonstrate:” followed by a list of bullet points. Does a contract used as an example of experience have to have all the bullet points or only most of them? Please clarify. |
| Answer | The projects must cumulatively demonstrate the experience listed in L.5.2.1. Not all projects must demonstrate each bullet point. However, the more factors a project demonstrates, the more it will be considered similar in scope. |
| 8 | Paragraph L.5.2.1 with the first bullet states, “To be considered similar the projects provided must cumulatively demonstrate: Performing required services for multiple buildings each with approximately 200,000 square feet or greater.” Will a contract with two adjacent buildings each over 200,000 SF will meet the “multiple buildings” criteria? Please clarify |
| Answer | See response to Question 1. |
| 9 | Regarding the above referenced solicitation, L.5.3.1.1 For offers from Joint Venture, Partnerships, and other teaming arrangement, projects may be submitted from any firm listed in offerors submittal for L.4.2.6 Joint Ventures, Partnerships and other teaming arrangements. A minimum of 1 of the maximum 5 Past Performance projects must be submitted from each member of the joint venture. |
My interpretation of the underlined sentence is that the requirement for a minimum of 1 of the maximum 5 past performance projects only applies to joint ventures, not partnerships or teaming arrangements, since it only states joint ventures and therefore partnerships and other teaming arrangements are not required to do this. I am basing this assumption on the first sentence stating that the projects may be submitted from any firm listed in the offerors submittal, and then goes further addressing Joint Ventures, Partnerships and other teaming arrangements
Can you let me know if my assumption is correct?
| Answer | Your assumption is incorrect. The intent is for each member of the Joint Venture, Partnership, and other teaming arrangements to submit a Past Performance. This section will be amended. |
| 10 | Reference paragraph CC.2, Objectives and Scope for the custodial services portion of the contract. And, Reference the Exhibit 1, |

Please confirm the actual hours of operations for this requirement.
Answer Derek Gadberry is the CO (Contracting Officer) and has the authority to change the hours of operation if it better fits mission requirements. Unless he dictates otherwise, the hours of operation will be 6am to 9pm. The contractor will be alerted well in advance before this change takes place.
Due to some geographical disparities, some locations may have differing hours, for example, Santa Fe properties may (and currently do) operate later than the ABQ properties....regardless, this is a performance-based instrument, and however the KTR arrives at the finish line is up to them.
