Brief Description and Location of Work: The Contractor shall provide all administration, management, supervision, labor, materials, supplies, repair parts, tools and equipment; and shall plan, schedule, coordinate, inspect and ensure effective and economical completion of all work and services specified for the operation, maintenance and repair of the building(s), equipment and related services specified in this contract for the Cedar Rapids US Courthouse and all equipment, electrical and mechanical systems, structures, architectural finishes, and utilities, located on, within, or beneath, this facility’s interior and exterior extending to the legal property line.
Elevator Maintenance Services are excluded from the scope of work. Subcontracting for qualified Fire Alarm maintenance and Remote Monitoring services are required of the O&M contractor.

PERFORMANCE BASED SPECIFICATION
This is a performance-based solicitation. The Government’s requirements are expressed in the form of the minimum quality standard to be met. The Contractor is to determine the optimal work schedule, resource allocations and performance methods. Therefore, it is strongly advised that you review the complete solicitation so that you are aware of all the terms and conditions.
SHALL vs. MUST Throughout this solicitation, the terms “shall” and “must” are used. “Shall” and “must” denote the imperative. They indicate an obligation to act. In this solicitation, and any resulting contract, “shall” and “must” have the same meaning.
SITE VISIT
Tours will be given on September 26, 2017 at 9:00A.M CST and September 28, 2017 at 10:00 A.M. CST at the Cedar Rapids US Courthouse 111 7th Ave SE Cedar Rapids, IA 52401. The Offerors shall determine any conditions that affect the work and make a thorough site investigation before submitting an offer. Submittal of an offer shall be evidence the offeror has complied with all of the foregoing. No allowances will be made for failure to avail oneself of such information. See Section L.
ACQUISITION BUDGET
The annual budgeted amount for this acquisition has been established at $427,500 - $475,000 per year.
Interested vendors: The budgeted amount provided is for your informational purposes only. Offerors are not precluded from submitting a price that is outside the budgeted range provided by the government, nor is the government precluded from making an award which is outside the budgeted range. Offerors are to submit a competitive price that is commensurate with the requirements of the contract, which can be higher or lower than the budget range provided by the government. The budget range is being provided in an effort to assist you in formulating solutions that meet our requirements and our budget.
*The budgeted amount includes only what is described in the solicitation as “standard services,” which will be included in your proposed monthly price. All “above standard services” or “additional service CLINs” are not included in the government-developed budget range.

B.1. - DESCRIPTION OF SERVICES
The Contractor shall provide all management, supervision, labor, materials, supplies, and equipment (except as otherwise provided), of all services described herein. The Contractor will be required to provide mechanical operation and maintenance and related services, architectural and structural maintenance, hazardous material inventory, lamping, service calls including miscellaneous labor, etc., in accordance with the requirements of this solicitation for the Cedar Rapids US Courthouse, 111 7th Ave SE, Cedar Rapids, IA 52401 of the Iowa Service Center.
B.2. - NOTES TO BIDDERS/OFFERORS
A. Do not include any allowance for any contingency to cover increased costs for which adjustments are provided for under the price adjustment provisions.
B. Do not include any allowance for additional Government approved overtime or repair services, in the monthly price for basic services for Operations and Maintenance.
C. Refer to the Bid Sheet, Section B, to ensure you understand how each item will be computed and paid regardless of any commitments on the part of the Offeror to pay varying salary rates to its employees.
D. Offerors are requested to quote per month prices for providing miscellaneous work and repair services regardless of any commitments on the part of the Offeror to pay varying salary rates to its employees.
E. Offerors are cautioned that any bid/offer may be rejected as non-responsive if it is materially unbalanced as to prices for the basic services and the hourly rates for reimbursable operation and maintenance, repairs and miscellaneous labor services. A bid/offer is unbalanced when it is based on prices which are significantly less than cost for some work and prices which are significantly overstated for other work.
F. Offerors are cautioned that some building equipment systems may be under warranty. In the case of new buildings or renovated spaces, building equipment systems generally carry a one-year warranty period following acceptance. These warranties may or may not include maintenance. The Offeror is responsible for complying with all requirements of the warranties. The COR can provide this information to the Contractor.
G. Failure to quote a price on all line items for the Base Period and all Option Periods will render the bid as non-responsive.
H. The period of performance for this contract will be a firm Base Period of 1 year with four (1-year) options. The General Services Administration through the Contracting Officer has the unilateral right to exercise a six-month extension. The price for the six-month extension will be evaluated as part of the overall bid. The contract shall not exceed 5 years and six months, inclusive of all options and extensions.
I. The Contractor must stand behind their proposal through the base contract period and option period(s) to avoid rejection of their bid. The Government will arrange for an inspection prior to the issuance of the Contractor’s final payment. Any deficiencies or work not satisfactorily completed will be computed and a fair and reasonable amount will be deducted from the final payment.
J. The Offeror should visit the job site to verify the quantities and types of all systems to be maintained. The Offeror will be responsible for the entire systems reliability and maintenance requirements. It will be the responsibility of the Offeror to determine the quantity of service involved, to compare the specifications with the work to be done, to be informed as to all conditions, including other work, if any, being performed. Failure to do so will in no way relieve the Offeror from the obligation of furnishing any material or performing any work that may be required to carry out the contract in accordance with the true intent and meaning of the specifications without additional cost to the Government (although this does not overrule H above).
K. The maximum order value (total for the base and all option periods through March 31, 2023 of any contract award as a result of this solicitation is approximately $2.5 million. If the Government’s requirements set forth in the contract do not result in contract award value or task orders in the amounts described throughout the contract as estimated or maximum dollar values, the event shall not constitute the basis for any claim or price adjustment under any resulting contract.

NOTE: In your base bid/offer, do not include any allowance for any contingency to cover increased costs for which adjustments contained in FAR 52.222-43 – Fair Labor Standards Act and Service Contract Act – Price Adjustment (Multiple Year and Option Contracts). An updated Department of Labor Wage Determination will be incorporated into the contract annually at the anniversary of the performance start date.
Offerors shall price the option requirement for the four (4) additional twelve month periods by assuming the minimum hourly wages and fringe benefits established by the Administrator, Wage and Hour Division, U.S.
Department of Labor, for the initial twelve month period of performance will apply to the four (4) additional twelve month option periods. The minimum wage rates and fringe benefits applicable to the initial twelve month period of performance are outlined in Section I, Wage Determination Number 2015-4977, Revision 3, dated July 25, 2017.
You must quote a price for the base period and all option periods in order to be considered for award. A single award will be made. Therefore, Offerors must submit a price on all line items to be considered for award. Failure to do so will be cause for rejection of the offer.

SECTION C - DESCRIPTION/SPECIFICATION/STATEMENT OF WORK
Introduction
This is a performance based service contract and the success of the contract depends on the satisfaction of the requirements, but also the satisfaction of our shared customer. Rather than a mere list of activities, this is a written expression of the GSA’s expectation of the service to be performed by the Contractor.
More emphasis is placed on the Contractor’s self-management of quality, not the usual external inspection by Government Inspectors, although that is a part of this contract as well. The Contractor should act proactively to reduce service cost understanding that such reductions involve sharing such savings with the Government by identifying the proposed reduction in exchange for a cost savings to the government and arriving at a mutually beneficial negotiated savings.
The Contractor, through innovation, technology, or other means, shall perform the required maintenance of these facilities by following the Guiding Principles for Sustainable Existing Buildings:
I. Employ Integrated Assessment, Operation and Management Principles
a. In conjunction with the Contracting Officer (CO) or designee establish operational performance goals for energy, water, material use and recycling, and indoor environmental quality, and ensure incorporation of these goals throughout the life of this Contract.
b. Ensure that operating decisions are carried out with regard to sustainable operations.
c. Meet ASHRAE standards as noted throughout the SOW for thermal comfort and indoor air quality.
d. Use low emitting materials Volatile organic compounds (VOC) or other for maintenance. In particular, use products that have low pollutant emissions, adhesives, sealants, and solvents.
e. Use products meeting or exceeding EPA’s recycled content recommendations for building maintenance. For other products such as ceiling tiles, use materials with recycled content. For more information, see EPA’s Comprehensive Procurement Guideline website.
f. Use materials with the highest content level per USDA’s bio-based content recommendations for maintenance of or use in the building.
g. Use environmentally sustainable products that have a lesser or reduced effect on human health and the environment. See the Green Products Compilation.
h. Provide salvage, reuse and recycling services for waste generated from building operations, maintenance, and repair and discarded equipment.
i. Eliminate the use of ozone depleting compounds where alternative environmentally sustainable products are available consistent with the Clean Air Act.
II. Optimize Energy Performance
GSA is in the process of optimizing energy performance through advance metering and monthly reporting. Operate all equipment to optimize efficiency to reduce energy use and otherwise seek operating costs reductions wherever possible.
III. Protect and Conserve Water where possible inside and outside.
Metering systems may be already installed or will be installed in government buildings to aid in reducing consumption. Where available, use EPA’s Water Sense-labeled products or other water conserving products.
IV. Potential New Initiatives
Be aware that the building(s) and management involved with this contract is in the process of establishing new initiatives, instituting plans, and operational procedures to meet energy efficiency goals either through receiving an ENERGY STAR rating, Smart Building/ GSAlink technology, Shave Energy, First Fuel, Energy Efficiency Expert Evaluation (E4), or comparable GSA programs. The Contractor shall play an integral part in participating in these activities and helping to obtain the respective goals.
V. Purpose of Partnering
The purpose of partnering is to adopt procedures wherein the scope of work where the Contractor and Government can work together in achieving contract objectives. Partnering involves the development of a cooperative management team that seeks to identify common goals and objectives.
CHAPTER 1. GENERAL FACILITIES MANAGEMENT (SECTIONS C.1 – C.8)
C.1. - SCOPE OF WORK
C.1.1. General The Contractor shall provide all administration, management, supervision, labor, materials, supplies, repair parts, tools and equipment (except as otherwise provided); and shall plan, schedule, coordinate, inspect and ensure effective and economical completion of all mechanical and related services herein. The Contractor shall provide all operational, mechanical and related services, all preventive maintenance, and repairs in accordance with the requirements of this solicitation for the Cedar Rapids US Courthouse 111 7th Ave SE Cedar Rapids, IA 52401 and all equipment, electrical and mechanical systems, structures, architectural finishes, and utilities, located on, within, or beneath, each facility’s interior and exterior extending to the legal property line. The Government may, at any time, add other building(s), equipment, or work to this contract. All changes will be negotiated.
C.1.1.A. Contractor General Duties, Building Equipment, and Services The Contractor shall have personnel available on-site to perform the contract requirements Monday - Friday, 7:00 a.m. to 5:00 p.m. for the Cedar Rapids US Courthouse excluding Federal Holidays unless specifically approved or requested by the COR. Some of the work will be completed during working hours and the remainder will be accomplished after normal working hours of building occupants. Agency overtime utilities requirements are subject to change. The COR will notify the Contractor of changes. All schedules must be approved by the COR or his designee. The following duties and services are included:
Operation and maintenance for all mechanical, HVAC, plumbing, fire protection, life safety, lighting control, and Building Automation equipment and systems.
All electrical systems and equipment; electrical lines from and including the main breaker in; lighting systems; high, medium, and low voltage switchgear, transformers, and supervisory systems; emergency and standby generators; automatic transfer switching devices, and associated equipment including uninterruptible power source (UPS) systems.
Daily tours and data logging, inspections, and documentation.
Equipment repair and replacement, and preventive maintenance services Architectural and structural maintenance and repairs Service call desk operations, to include record keeping using GSA’s National Computerized Maintenance
Management System (N-CMMS) as well as other administrative functions.
Maintaining and updating Equipment Inventory lists.
Daily tours/inspections and documentation Quality Control program Service calls (24 hours a day, 7 days a week) and overtime services as required Water treatment Knowledgeable Operation of Fire Alarm System such as: operation and programming (enabling and disabling system points, resetting, etc.)
Knowledgeable Operation of Building Automation System such as: operation and programming (enabling and disabling system points, resetting, programmable logic knowledge to add sensors, modify control systems, set up schedules and trends, etc.)
Assist GSA contractors (i.e. opening locked doors, roof access, COR requests, Fire etc.) during normal business hours.
Mechanical equipment for window washing (wall glider, tracks, davits, pedestals and associated equipment). Maintain equipment to retain original vendor liability.
Door hardware, vehicle barrier systems (gate arms, wedge, bollards-including all controls).
Dock levelers and roll-up and sliding garage doors.
Storm drainage systems - reduce storm water pollution by minimizing discharges and runoff to the storm sewer system and environment.
The Contractor shall complete roofing system investigations and repairs.
The Contractor shall maintain and repair U.S. flag pole, lighting and pulley system. (The janitorial staff will raise and lower the flag as appropriate) The Contractor shall maintain concessions area drains.
Operation of the Fire Alarm Control, Detection, and Annunciation Systems Subcontracting to a qualified contractor of Remote Fire Service Monitoring Parking Garage and associated equipment systems Subcontracting to a company with qualified technicians for the repair of Fire Alarm Control, Detection, and
