SF-30 Amendment 0002 Continuation:

EMD Garage Dock Structural Repairs, Dirksen U.S. Courthouse, 219 S. Dearborn

Street, Chicago, Illinois 60604

Amendment 0002 is being issued to make the following changes and incorporate the attached RFI’s:

1). II.D. Technical Proposal (2) Experience on Comparable Projects (note section in bold has been changed)

A Comparable project could include any combination of the above listed characteristics and the following characteristics:

Project required close coordination with occupants/owners security regulations

Project involved work on a building dock. For each project presented in relation to this factor (three minimum to five maximum), the Offeror must explain how the characteristics of the project relate to the characteristics of this project. The similarity to this project is more important than the quantity of projects presented. In addition, for each project presented, the Offeror shall submit a GC Past Performance Reference

Form.

2). Add the following to Section 078100 - APPLIED FIREPROOFING

NOTE: This is for where steel beams are exposed.

A. Material Composition: Provide 3-hour protection. Manufacturer's standard product, as follows:

1. Concealed Sprayed-Fiber Fire-Resistive Material: Factory-mixed, dry formulation of inorganic binders, mineral fibers, fillers, and additives conveyed in a dry state by pneumatic equipment and mixed with water at spray nozzle to form a damp, as-applied product.

B. Physical Properties: Minimum values, unless otherwise indicated, or higher values required to attain designated fire-resistance ratings, measured per standard test methods referenced with each property as follows:

1. Dry Density: 15 lb/cu. ft. (240 kg/cu. m) for average and individual densities, or greater if required to attain fire-resistance ratings indicated, per ASTM E 605 or AWCI

Technical Manual 12-A, Section 5.4.5, "Displacement Method."

2. Thickness: Minimum average thickness required for fire-resistance design indicated according to the following criteria, but not less than 0.375 inch (9 mm), per

ASTM E 605:

a. Where the referenced fire-resistance design lists a thickness of 1 inch (25 mm) or more, the minimum allowable individual thickness of SFRM is the design thickness minus 0.25 inch (6 mm).

b. Where the referenced fire-resistance design lists a thickness of less than 1 inch

(25 mm) but more than 0.375 inch (9 mm), the minimum allowable individual thickness of SFRM is the greater of 0.375 inch (9 mm) or 75 percent of the design thickness.

c. No reduction in average thickness is permitted for those fire-resistance designs whose fire-resistance ratings were established at densities of less than 15 lb/cu. ft. (240 kg/cu. m).

3. Bond Strength: 150 lbf/sq. ft. (7.2 kPa) minimum per ASTM E 736 based on laboratory testing of 0.75-inch (19-mm) minimum thickness of SFRM.

4. Compressive Strength: 5.21 lbf/sq. in. (35.9 kPa) minimum per ASTM E

761. Minimum thickness of SFRM tested shall be 0.75 inch (19 mm) and minimum dry density shall be as specified but not less than 15 lb/cu. ft. (240 kg/cu. m).

5. Corrosion Resistance: No evidence of corrosion per ASTM E 937.

6. Deflection: No cracking, spalling, or delamination per ASTM E 759.

7. Effect of Impact on Bonding: No cracking, spalling, or delamination per ASTM E

760.

8. Air Erosion: Maximum weight loss of 0.025 g/sq. ft. (0.270 g/sq. m) in 24 hours per ASTM E 859. For laboratory tests, minimum thickness of SFRM is 0.75 inch (19 mm), maximum dry density is 15 lb/cu. ft. (240 kg/cu. m), test specimens are not pre-purged by mechanically induced air velocities, and tests are terminated after 24 hours.

9. Fire-Test-Response Characteristics: Provide SFRM with the following surface-burning characteristics as determined by testing identical products per ASTM E 84 by

UL or another testing and inspecting agency acceptable to authorities having jurisdiction:

a. Flame-Spread Index: 10 or less.

b. Smoke-Developed Index: 0.

10. Fungal Resistance: No observed growth on specimens per ASTM G 21.

RFP 47PF0022R0025 REQUEST FOR INFORMATION:

1. Contract drawing D-1-01 indicates both Phase 1 and Phase 2 work.

Please advise what Phase(s) of work are to be included with this bid.

GBA/RME Response:

The notes on D-1-01 Have been revised to remove reference to “phases” as referenced in the first RFI below. Those notes were left from when we thought the asphalt removal would occur in two phases. See sheet D-1-01 for AMENDMENT 1 dated 2/17/22.

2. Contract drawing S-1-01 indicates “Top of slab to be sounded after asphalt removal”

Please define “sounded”.

GBA/RME Response:

Sounding involves striking the concrete surface and interpreting the sound produced. Solid concrete will produce a ringing sound, while concrete that is spalled, delaminated, or contains voids will produce a flat or hollow sound. Sounding tests of concrete are accomplished using a variety of tools. EOR to walk the area with the contractor during sounding to confirm areas to be repaired.

3. The Contract Documents do not indicate any restrictions regarding a complete shutdown of the garage work areas for +- 150 calendar days.

Please confirm that the work areas (+- 1,500 sf) at Garage Level -3’-8” will be available for the stipulated contract duration.

GBA/RME Response:

See 01 10 00 -1.3 - A. Once the submittal and clearance process is completed the Government will issue an On-site Notice To Proceed (NTP), the Contractor will then have 150 calendar days to the substantial completion of the project. THe work shall be done in phases such that each phase is completed in sequence, with the exact order determined by the Contractor and the

Government based on acceptable periods of building operation downtime. For the purposes of pricing, it is the intention of the Government to have all work to the north of column line #10 completed prior to starting the work to the south of column line #10. The intent is to minimize any disruptions to the building activities.

4. Contract drawing S-1-02 indicates numerous areas (clouded) of Deteriorated Concrete

Floor/Slab/Beam Wall.

Please advise if the deteriorated areas shown on drawing S-1-02 are a.) in addition to or b.) included in, the concrete repair quantities shown on drawing S-3-01.

GBA/RME Response:

The deteriorated areas shown on the plans are included in the repair quantities shown on

S-3-01.

5. Please advise if the following is to be galvanized:

● Steel 6 riser checkered plate stair with rails

● Steel ramp with rails

● Steel pipe bollards

GBA/RME Response:

Per section 05 51 00 1.1A THe stairs, ramp and rails are galvanized and painted. The steel bollards are not called out to be galvanized, just painted.

6. Project documents indicate spray fireproofing where concrete beams are exposed.

Please provide specifications on the required spray fireproofing materials / system.

GBA/RME Response:

NOTE: This is for where steel beams are exposed.
