CONTRACTUAL ITEMS

Offerors are cautioned to carefully read the entire Solicitation and the Agreement to be included in the Contract contemplated by the Solicitation in order to be fully aware of all requirements and clauses in the contemplated Contract. Verify that all blanks requiring information to be supplied in an Offer have been properly filled out, that all pricing and other numerical data is accurately calculated, and that all copies of the Offer contain the same information.

the written provisions of the Solicitation (including, but not limited to specifications, drawings and written amendments to the solicitation). In the event the discussion or questions raised during the pre proposal conference indicate a need to modify the Solicitation, an amendment to the Solicitation will be issued in writing; any such amendment to the Solicitation must be acknowledged in the same manner and under the same conditions as all other written amendments to the Solicitation.

I.G Receipt of Offers

(1) In order to be considered for award, offers conforming to the requirements of the Solicitation must be received electronically at the following office no later than 4:00 pm Central Standard Time on the following date and at the following email addresses:

(2) Offers sent shall be deemed timely if received by the email addresses of the GSA POCs listed above on or before the date and time established for receipt of offers, as recorded by the Government computer system’s documentation of the exact official time of receipt, not by the time it was sent by the Offeror. It is the Offeror’s responsibility to ensure proposals are complete and submitted early enough to be received by the Government before the deadline, and to confirm receipt before the deadline. Offerors are strongly encouraged to use a “read receipt” function to confirm receipt.

Offerors are to submit an email with the subject line: “PROPOSAL RFP 47PF0022R0025 EMD

GARAGE DOCK”

Proposals will only be accepted in electronic format, via email.

Offerors that need to submit multiple emails due to file size limitations shall name their electronic submissions as follows: “ PROPOSAL RFP 47PF0022R0025 EMD GARAGE DOCK Email 1 of X”, etc

Offerors shall note that in the case of multiple submissions, all emails shall be received by the Contracting Officer prior to the closing date and time of this solicitation in order for the submission to be considered timely.

II.C. Technical Proposal

Technical proposals will be evaluated on the two (2) factors listed below; all factors are weighted equally. Make sure you thoroughly complete Attachment A and B.

Scope Overview The overall project scope consists of removing existing concrete slab and asphalt topping in dock area and concrete beam cover. A new concrete slab in dock with some concrete repair on the slab. Apply waterproofing to the membrane and replace asphalt topping. Installation of a new ABBAS accessible steel ramp from loading dock level to parking level and provide bollards to protect ramp. Remove the existing stair and replace it with a new stair next to the ramp.

Provide guard rails along the dock edge at an accessible path and provide swinging gate.

Building Access and Hours of Performance

1. All work is to be performed After hours - 6:00 PM – 5:30 AM and on Weekends. All work scheduled shall be coordinated at time of construction unless otherwise specified by the Contracting Officer (CO) or the Contracting Officer Representative (COR). Special requirements from the Property Management Office and/or the agency must be taken into consideration during all phases of construction.

2. Provide not less than 48 hours notice of activities that will affect operations of occupied spaces and building.

3. Maintain access to existing walkways, exits, and other facilities used by occupants during working hours and after hours to assure that Life Safety Code and OSHA requirements are met.

4. The Contractor shall provide not less than 48 hour notice when requesting building access and/or dock access. Building and Dock access requests shall be submitted to the Project Manager. The following information must be contained on the request form.

Building Access Requests Shall Include:

- Names of all persons.

- Dates and times for access.

- Dock access requests shall include; Names of drivers and passenger(s); Make and type of vehicle; license plate of vehicle; delivery date; Time entering/leaving-loading and unloading permitted only.

Deliveries:

The Contractor shall submit a dock access request per above instructions and include the name of the badged person(s) accepting the delivery. The Contractor shall be responsible for accepting the delivery and ensuring it is delivered to the project area accordingly. Storage at the dock level, public hallways, storage closet, electrical closets, data closets, etc. are not permitted. Dock access is for delivery/drop off/pick-up only. No parking will be permitted

5. If required, the Contractor shall complete and submit permit request forms to the Project Manager. Forms may be obtained from the Project Manager or Property Management Office. Forms may include but are not limited to; electrical shutdown, fire protection, sprinkler, burn permit, lighting shutdown, electrical/data/utility closet access, etc. These forms will need to be submitted 48 hours prior for review and approval.

Security Clearance Requirement:

Contractors and their staff will be required to comply with security regulations imposed by the occupying agency including any necessary clearances required for access to classified areas. Access to the project site will be limited to specific times established by the Government. After award of the Contract, the Project Manager/Contracting Officer’s Representative (COR) shall provide the Contractor with a "Requesting Official’s (RO) Approval" list template. The Contractor shall have no more than 14 calendar days to submit to the Project Manager/COR a completed RO Approval list including the full names of all employees – prime and/or subcontractors – that will be required for the entirety of the project and will need access to the facility.

NO ESCORTING SHALL BE PERMITTED DURING THE PERFORMANCE OF THIS

WORK. ALL PERSONS ENTERING THE FACILITY AS RELATED TO THE

PERFORMANCE OF THE INTENDED SCOPE MUST BE BADGED. TIMELY

PROCESSING OF CLEARANCE APPLICATIONS SHALL BE THE RESPONSIBILITY

OF THE GC AND THEIR RESPECTIVE SUB-CONTRACTORS. FAILURE TO PROVIDE

TIMELY FOLLOW-UP AND RESPONSE TO NOTIFICATIONS REGARDING THE

CLEARANCE PROCESS OF ANY APPLICANT SUBMITTED FOR THIS PROJECT

WILL NOT BE GROUNDS TO EXTEND THE CONTRACT SUBSTANTIAL

COMPLETION AND MAY RESULT IN THE ASSESSMENT OF LIQUIDATED

DAMAGES.

Site Walkthrough: Thursday February 24th @ 10:00 AM CST All contractors will meet the Project Manager/COR onsite in the main lobby of the Dirksen Courthouse. Each individual will be required to go through security, allowing time for the security scanning prior to entering the building so that we can start our site walk through at 10AM.
