1. Are the current drawings for the existing configuration of areas impacted by this project available for review? These documents would enable us to analyze the scope and extent of the interior demolition for this project.
a. Additional drawings are not available at this time.
2. Will the existing modular office furniture/fixtures be removed by the owner or another contract?
a. The tenant will remove the existing modular office furniture from areas of construction. This will not be required by the CMc.
3. Will the new furniture, fixtures, and equipment referenced on the room data sheets and shown on the documents be furnished and installed by the CMs Contractor?
a. Modular systems furniture, office furniture, conference room furniture and loose furniture will be provided by a separate furniture contractor. The CMc will be responsible for built-in items such as pantry cabinets and millwork.
4. Will the CMc Contractor hold the abatement scope/contract?
a. Yes the CMc contractor will be responsible for the hazardous abatement as required.
5. "FAR 52.230-1 Accounting Standards Notices and Certifications Is this contract exempt from the cost accounting standards board as specified in 48CFR 9903.201-1 as a:

a. Exemption is dependent upon the business size of the offeror in the case of this procurement. The listed exemptions do not apply as this is not a sealed bid, is in excess of TINA, and not a traditional firm fixed price contract.

10. Please confirm the CMa contractor will be responsible for all environmental services (ie haz mat testing, abatement) as outlined in Appendix B. The Total Evaluated Price sheet indicates it is part of that total but no hazardous material report was provided.
a. The CMa will only be responsible for a 3rd Party Environmental Consultant, which will provide oversite, of all abatement activities including air monitoring and/or testing. The CMc shall be responsible for acquiring an abatement contractor who will be performing that actual abatement/hazardous material mitigation work/services.
11. Appendix B 3.7.3 notes that FFE is being procured through the Owner’s Representative (not the CMc). There are items in the architectural narrative that could be part of the GMP or FFE. What items are included in FFE contract and what is in the CMc GMP?
a. Phone booths, lockers, cushions, modular furniture, workstations and loose items will be procured under a separate furniture contract. Appliances will be provided by a separate contract and the CMc should not include these costs. The CMc will provide and install built-in components such as millwork in the break room locations.
12. Will the Owner be providing builders risk insurance for the project?
a. No.
13. There are provisions in the RFP to convert the contract from a GMP to a Firm Fixed Price. Is it the GSA’s intent to exercise this option?
a. Yes, the Government intends to convert the GMP.
14. GN06 indicates level 5 finish in specialty areas. What area should the assumption be for the basis of the bid?
a. DELETE General Note GN 06. Level 5 finish is not required.
15. Please clarify locations for the ‘Skyfold’ partitions
a. Skyfold partitions are indicated on the drawings in the following rooms: 108 D-1, 108 D-2, 106 S-1, 106 S-2, 106 T, 108 X-1, 108 X-2, 109 X-1, 109 X-2.
16. CBP Workplace Standards indicate sound baffles on return grilles and acoustic dampers as options, in which locations should these be assumed?
a. Provide sound trap return air boots at all return air grilles in enclosed rooms.
17. CBP Workplace Standards indicate options for AV Screens, marker boards and acoustical wall panels in offices, project rooms, etc. For the basis of this pricing, what rooms should be assumed to have these products? Please provide size and product desired as well.
a. AV screens are by CBP vendor. Provide marker boards as indicated on drawings by note C.01.
Provide acoustical wall panels as indicated on drawings by note C.07.
18. Is there a location the CMc can occupy on the interior of the building for a field office?
a. There is no location within the building. CMc shall provide their own trailers which can be placed on-site as their field office during the course of the project.
19. How many individual docks at the loading dock will the CMc be able to occupy during construction for material loading/unloading? Will there be separate exterior laydown area for our use?
a. GSA can likely designate a single loading dock for project use.
There is laydown area in the grass on the northeast corner of the building (directly north of the guard shack). In addition, there are gravel areas within the fencing and directly south of the fencing on the east side of the building that may be available for use.
20. Will badging be required for each individual working on site? Is there a cost?
a. Per Appendix D (HSPD-12 Handbook), Chapter 2, page 14: Requirements for GSA contractors differ according to whether their employment is expected to be long-term or temporary:
(a.) Long-term contractors are those employed for more than 6 months (require a PIV vard/badge).
(b.) Temporary contractors are those employed for 6 months or less (do not require a badge, but must be escorted at all times by an individual holding a PIV card/badge).
Please review the handbook further to determine which of your employees will require either clearance type. Additionally, review Chapter 4 of the handbook.
GSA allows individuals to be escorted for a maximum of 15 cumulative dates in a 6 month period.
Also refer to Section 2.D. Personnel Security Requirements of the SOW which outlines the security clearance management process.
The Government is responsible for all costs associated with security clearances. The CMc is responsible for the cost to replace PIV cards/badges that are lost/stolen in the amount of $36 per PIV card/badge.
21. Will we need an escort within the building to get us into any of the areas we are doing work in?
a. No. With the exception of Temporary (Short-term) and Escorted type individuals per the HSPD-12
Security Clearance requirements. (See question regarding badging above).
22. What are the penalty terms for the bid guarantee?
a. Per FAR 52.228-1, failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid.
23. Will any of the existing equipment in the MDF rooms used for removed telecommunication and security infrastructure, racks, patch panels, data switches, UPS, etc. remain and be reused for new work?
a. Abandoned MDF rooms will have all equipment removed by the previous tenant.
24. Will the owner be providing any of the Audio/Video equipment required to be installed?
a. A/V equipment will be furnished and installed by the tenant.
25. Does the owner wish to retain any items removed from demolition?
a. The CMc shall turn over salvaged materials as indicated on the drawings.
26. There is 124,326 sf of renovation required for CBP part of the project. Per sheets A101 and A102 there is an additional 103,938 sf of work designated as "Future Work". These total 228,264 sf. All through the RFP there is mention of approximately 200,000 sf of work. Does the quantity of 103,938 sf for Future work agree with your quantities?
a. Total intended project area is 200,000 square feet.
27. What scopes of work are we to include in the areas designated as Future Work (USMC, USDA,
et. Al.)?
a. The scope of work for the future work areas (USMC) is the same concept design applied to the additional square footage. Costs for the CBP areas should be extrapolated or projected to the cross-hatched (future work) areas. Similar office layouts, workstation groupings, meeting spaces, etc. will be utilized in these areas.
28. Are we to include removal of existing furniture? If yes, who gets possession?
a. Existing furniture shall be removed by others, prior to construction commencement of this project.
29. Locker / File Legend on sheets A101, A102 list quantities to be provided and installed for 2 tier lockers and 3,5 high file cabinets. Are GC's to include this scope of work in our project budget?
a. No. At this stage of design the intent is for lockers to be included in the furniture package.
30. General Note GN.15 - Include demountable wall systems (Steelcase) for Huddle and Office
Blocks, also price as shown on plans stick built. Are we correct to assume the stick built option is the base budget and the demountable partitions options is an alternate?
a. Provide stick built partitions as base budget. Disregard all language on drawings referring to additional pricing or alternates.
31. General Note GN.17 - Please provide a typical size for the allowance for Strong Rooms
a. Strong Room requirements apply to the following rooms: 114b Z-2, 116b Z-1, 115 Z, 115 Y-4, 115
Y-3, 115 Y-2, 115 Y-1, 107 Y, 105 L, 117 E-1 , 103 C-3, 103 CC-3, 105 M-1, 218 C, 204 Ja, 204 Vb, and 204 G-2.
32. General Note GN.20 - Include additional price line item for interior storefront at perimeter offices within the OCC Suite (Northwest Area). Price as full height glazing with privacy film and shade.
Also price as shown on elevations with clerestory windows. Are we correct to assume the clerestory window option is base budget and the full height storefront option is an alternate?
a. Provide clerestory transom windows at perimeter offices in OCC Suite as indicated on sheet A420 in base budget. Disregard all language on drawings referring to additional pricing or alternates.
33. General Note GN.21 - Include additional pricing line item for shade (see General Note 11 For Spec) at Large Hearing Room in OCC Suite (Northwest Area) Are we correct to assume that this option is an alternate? Should we price manual or operable shades?
a. Provide manual shades at interior glazing in Large Hearing Room 106C as base budget. Disregard all language on drawings referring to additional pricing or alternates.
34. General Note GN.11 - Include additional line item for shades, shades at all exterior glazing within the CBP space to be priced as SWF Contract, Crosshatch A500, 5% Openness, manual shades or equal. Are we correct to assume that this option should be priced as an alternate?
a. Provide manual shades at all exterior windows in CBP Space as base budget. Disregard all language on drawings referring to additional pricing or alternates.
35. General Note GN.23 - Phone Booths are shown and are to be priced as furniture, MFR: Framery O and Q (59 Phone Booths Pods Total). Should GC's include this furniture in our project budget?
Should GC's include ALL office furniture shown on the design documents?
a. Phone booths, lockers, cushions, modular furniture, workstations and loose items will be procured under a separate furniture contract. Appliances will be provided by the tenant and the CMc should not include these costs. The CMc will provide and install built-in components such as millwork in the break room locations.
36. Flooring Finishes Note F.03 Sealed Concrete - Please provide some direction for type of material and floor preparation methods required.
a. Design intent is to expose existing concrete slab, patch/fill from demolition, remove paint/stains, clean and coat with clear floor sealer.
37. Equipment / Accessories Plan Note E.01 - Typical equipment - reference CBP workplace standards - exact specs and quantities TBD. Please provide additional information for materials and quantities to be included in our budget
a. Refer to pages 18-47 of the Final Concept Design Architectural Narrative (pages 42-71 of the combined narrative document) for CBP workplace standards and equipment requirements.
38. Equipment / Accessories Plan Note E.03 - Pull out drawers at Trash / Recycling - include bins and applied graphics. Please provide additional information for materials and quantities to be included in our budget
a. Refer to pages 18-47 of the Final Concept Design Architectural Narrative (pages 42-71 of the combined narrative document) for CBP workplace standards and equipment requirements.
39. Is an environmental assessment report available? We need to understand the extent of hazardous material abatement that may be required.
a. Yes. Please see Amendment #002 for environmental related scope/services required.
40. Can we limit the bid guarantee to 5% or 10% of the bid price? Is this acceptable?
a. No, it remains 20%.
41. There are several alternates listed on the drawings and in the design narratives. Where do you want us to show these prices?
a. Disregard all language on drawing referring to additional pricing or alternates.
42. We assume this project is exempt from Indiana Sales tax. Is this correct?
a. It is the responsibility of the contractor working with the Indiana Department of Revenue to determine whether or not work performed under the contract qualifies for a tax exemption.
43. GN20 asks for an additional pricing item for interior storefront with in the OCC suite. Would it be possible to show the limits of this work? Does this occur at the perimeter offices on just A401A, A401B? Our interpretation of perimeter offices are those offices on the exterior walls. Please clarify
a. Provide clerestory transom windows at perimeter offices in OCC Suite as indicated on sheet A420 in base budget. Disregard all language on drawings referring to additional pricing or alternates.
44. General Note 23 asks for 59 phone booths. We need to know how many Framery Type O (1-person) and how many Framery Type Q (2-4 persons) units are needed.

45. General Note 22, is there a specification for the color changing lights?

46. What is the composition of the existing exterior walls? We assume new drywall will be required on exterior walls for placement of new power and data devices. Is this correct?
a. Existing exterior wall finish is gypsum wallboard. Contractor option to repair or replace.
47. Are the existing window sills scheduled to remain or are they being replaced?
a. Existing window sills are to remain.
48. There are rooms labeled as High-Density. We assume this references high-density storage. Are we to include high density storage units? Are we to include any concrete slab work required for the rails?
a. Provide high density storage system as base budget. System will be surface mounted and anchored to concrete slab without recess. Final selection of the movable storage system TBD.
49. Elevation 6/A420 has a mark C.08 that is not listed on the notes. Please clarify
a. Reference note C.01 instead.
50. The RFP mentions an Excel file "Bean Federal Center Lease Backfill Final Concept Estimate.xlsm" is included but we could not find. Please furnish.
a. We cannot provide this document as it is for internal government use only.
51. Is our proposal to include furniture? If so, specifications are needed.
a. Phone booths, lockers, cushions, modular furniture, workstations and loose items will be procured under a separate furniture contract. 52. The narrative indicates that there will be specifications for seismic requirements for equipment & supports for the fire suppression, plumbing, and electrical systems. Are seismic restraints required for these systems on this project? Are seismic certificates required for any equipment, and if so, which equipment…?
a. Seismic protection is required for fire protection and the emergency electrical systems. New fire protection or electrical equipment serving the emergency electrical system are required to be provided with a seismic certificate.
53. Please provide quantities of Hazmat materials to be abated.
a. Existing finished flooring scheduled to be removed may be installed over asbestos containing resilient tile and mastic systems or over encapsulate coating. Abatement of ACM down to original concrete floor slab will be required. CMc to assume 30% of the flooring contains ACM. Lead-based paint or encapsulated LBP is unknown at this time. CMc to assume 0% at this time. Water infiltration inside exterior wall beneath windows throughout the building has been documented and mold may be present but is unknown at this time. CMc to assume no mold at this time. Refer to environmental appendix for information relating to hazardous materials.
54. Please provide approved security vendor(s) for IDS, VSS, PACS and Audio Recording Systems?
a. Specific security vendor(s) have not been identified at this time. CMc to work with the design team and the tenant(s) to complete the design and installation of these systems per the tenant’s requirements.
55. Please confirm what Equipment and furnishings are CFCI. Please address phone booths, break room appliances, lockers, cushions, modular furniture, workstations, etc.

a. USMC program of requirements is being developed at this time. It is not currently available. The concept architectural design characteristics of the CBP space and as indicated by the architectural narratives will apply to USMC space.
59. The RFP indicates the total project square footage will be approximately 200,000 SF. The drawings currently indicate just over 100,000 SF of space allocated for the USMC spaces. Please confirm the total project is approximately 230,000 SF for both CBP and USMC spaces.

60. Please clarify further Strong Room requirements per GN. 17 (dimensions, etc) to establish allowance.

67. Based on the schedule, all design is complete by August 2021, but we are not able to release contracts until August 2022. I do not see any activities on the schedule to address what happens during this 12 month period. Can you please provide your expectations and/or the work that will take place during this 12 month gap so we can be sure to address it in our RFP
a. The start of construction depends upon release of space that is currently occupied by other federal agencies which are not associated with this project. Vacated space required for this project's construction was previously planned for release to GSA on 9/30/2021. The space release date has recently changed. The anticipated date of space release for construction under this project is now as late as 9/30/2022. GSA is using this date for planning purposes. If space is released earlier than 9/30/2022, GSA's intent is to award the CMc construction option earlier and begin construction as soon as possible.

I. PROJECT DESCRIPTION
This Statement of Work (SOW) is for Construction Manager as Constructor (CMc) for the renovation project of approximately 200,000 square feet (sf) at the The Major General Emmett J. Bean Federal Center (Bean Center).
GSA has contracted with a separate architect-engineer (A/E) firm that is responsible for developing complete design and construction documents for this Project. In addition, GSA has contracted with a separate Construction Management Advisor (CMa) firm with Commissioning Agent (CxA) services to provide certain services during the design and construction stages of this Project. A copy of the AE and CMa/CxA statements of work (SOW) are included in Section IV Appendix. GSA has also issued an additional, separate contract to an artist under the Art-in-Architecture program.
The MGEJ Bean Center was named after Major General Emmett J. Bean, a commander of the Army Finance Center in St. Louis, and who coordinated the Center's move to Indianapolis.
The building was once part of Ft. Benjamin Harrison, a former military installation. Ft.
Benjamin Harrison closed in 1995 and ownership of the building was transferred from the Department of Defense (DoD) to GSA in October 1996. This 3-story building of approximately
1.66 million gross square feet is currently being used as a multi-tenant office building. It was modernized and renovated in 2003 to an office space type interior from its previous use as a DoD records storage facility and is eligible for listing on the National Register of Historic Places.
The current MGEJ Bean Center’s primary tenant is consolidating their utilization of space. This will result in approximately 200,000 sf of vacant space which the GSA intends to backfill with new federal agency occupancies currently housed in leased office space in the Indianapolis area. Design services, which will be accomplished through a separate contract, will be necessary for the renovations and alterations of vacant space to meet; the functional requirements of prospective tenants, fulfill policy and regulatory criteria, and provide state of the art workplaces that help define interior design standards for the building. Designed solutions shall be consistent with the latest objectives of GSA, prospective tenants, and best practices in architectural planning and design.
The primary customers for this project are U.S. Customs and Border Protection (CBP) and the U.S. Marine Corps (USMC). The space required by these prospective tenants is primarily general office space including; both open office area and private offices, ancillary and support space such as conference rooms, secure sensitive areas and storage.
A. Base Contract (Design Stage) Services The Design Stage of this project shall include all services taking place prior to or preceding the Construction Stage. This Statement of Work (SOW) primarily focuses and outlines the Design Stage services not otherwise provided for in the Contract Design Documents that the CMc Contractor shall be required to perform. The CMc Contractor is required to complete the Design Stage Services for the firm-fixed-price set forth in the Contract Price Schedule.

As a general matter, the CMc Contractor shall review and become familiar with the scope of services under the A/E’s SOW contract, especially the various standards, guidelines, policies, and documents (also see Section II.B. Reference Materials below) required to develop the design and construction documents. This review and familiarization is vitally important as part of the Pre-Construction Services as the primary tasks of the CMc Contractor during the Design Stage are to provide constructability and cost estimation reviews of the A/E’s submissions (see Section III.A). At its core, the CMc Contractor will help to ensure that the design and construction documents will enable the Government to exercise the Guaranteed Maximum Price (GMP) Option at a price that is at or below the GMP.
B. Option (Construction) Services This Option relates to the Construction Stage Services that will be required by the CMc Contractor. These services, as outlined within this SOW, provide a general and brief description of services the CMc Contractor shall be required to perform during the Construction Stage (see Section III.B). In the event of a discrepancy between Construction Stage services outlined within this SOW and the A/E’s Construction Documents (CDs), the CD shall take precedence.
Prior to the exercise of this Option, the Government and the CMc Contractor shall agree on the Estimated Cost of the Work (“ECW”), which when combined with the Fee and the Construction Contingency Allowance shall not exceed the Guaranteed Maximum Price (GMP). Upon exercise of this Option for Construction Stage services, the CMc Contractor shall be held responsible for completing the construction stage work in its entirety.

II. GENERAL REQUIREMENTS
Requirements in this section shall apply to both the Base and Option services and all project stages. The CMc Contractor shall understand and fully comply with the Principles of Federal Contracting, including contract administration, in accordance with Federal Acquisition Regulation (FAR), the General Services Administration Acquisition Manual (GSAM), and Public Buildings Services acquisition policy.
As a general matter, the Facilities Standards for the Public Buildings Service (P-100) represents the overarching document that governs the CMc Contractor’s performance of work.
In addition, other policies and procedures (such as those listed in Section II.Bl. Reference Materials below) provide detailed procedures and requirements that the CMc Contractor shall follow. The primary purpose of this Statement of Work (SoW) is to set forth services that the CMc Contractor shall provide in addition to the services that will be outlined in final, approved Construction Documents (drawings and specifications), which shall be completed by the separate Architect/Engineering (A/E) firm hired as part of this project.
A. Project Duration and Schedule Milestone The project’s general milestone schedules are identified below, and are not indicative or representative of the entire list of anticipated deliverables, tasks, reviews, meetings, and/or due dates as defined within this SOW. Preliminary full project milestone schedule is included in Section IV, Appendix for CMc Contractor’s reference. The finalized project duration(s) and key milestone dates will be located in the Construction Documents.
The CMc Contractor is directed to review the milestone data and base their proposal per the dates indicated below:

The individual authorized to act on the behalf of the GSA in the administration of this contract is the Contracting Officer (CO). The GSA CO may delegate certain of his or her authorities to others who will be known as the Contracting Officer’s Representative (COR) and if so, will notify the CMc, in writing, of the specific authorities delegated to, and limitations placed upon, named authorized representatives. The CMc must not take any direction, or act upon any information, from individuals other than those having the requisite authority as confirmed by the GSA CO’s written notification.
1. Identification of the CMc Team The CMc shall provide sufficient staff and propose a team that can meet the requirements of this SOW and must utilize the personnel named in its accepted offer to perform the services required under this contract. In the event that any of the personnel named in the accepted CMc proposal become unavailable, the CMc Contractor must promptly; submit a complete written resume for a proposed substitution, any other information necessary for the GSA to approve or disapprove, and a detailed explanation of the circumstances necessitating the proposed substitution.
