When we bid this project earlier this year, there were two separate specs for the new install elevator and the existing elevators to be modernized (attached). It seems these have now been merged into one document. Please confirm the modernization scope of work has not changed and the following items can be retained/refurbished for the 2 elevators to be modernized: Car safeties, Car and cwt buffers, Car frame, Car platform, Car enclosure

Yes, these items can be retained in the modernization.

Please refer to current project documents for requirements.

48 Contractor 4 New entrance frames will need to be installed for the new installation. Will the entrance frames for the other 2 cars need to be re-clad to match? Who will be responsible for the finished walls?

Existing entrance frames retained

49 Contractor 4 Spec calls for gearless machine room-less traction machines. Please confirm that overhead gearless machines located in the machine room are acceptable.

Overhead gearless machines are acceptable

50 Contractor 4 ThyssenKrupp Elevator is listed as an approved manufacturer however some components may not meet the Buy America requirements. Please advise if this is acceptable.

Agreement for requirements, paragraph (c) references process for requesting determination of inapplicability, if necessary.

51 Contractor 5

Are elevators 1 & 2 to be refurbished with like-kind mechanical systems or transitioned to machine-room-less (MRL) elevator systems?

DISCUSSION: The SOW discussion is rather specific to adding elevator #3, thus omits discussion of key details specific to modernizing elevators 1&2. The existing elevators are traditional elevator systems that appear functional in design and we assume are to modernized as traditional elevator systems rather than transitioned to a MRL system. Please confirm.

Yes like mechanical system to used. Traditional system can be used.

SOLICITATION NO. 47PE0720R0065 PROJECT TITLE/LOCATION: Paul Rogers Courthouse Elevator Installation/Modernization, West Palm Beach, FL Amendment 0001 08/28/2020

52 Contractor 5

Will GSA please reconsider the constraint elevator # be a MRL elevator to accept traditional elevator system for elevator #3?

DISCUSSION: Original building design is for elevator #3 to be a traditional elevator system: the machine room, hoistway and pit are well-capable of receiving and operating a third traditional elevator alongside the existing two machines. Machine-room-less (MRL) elevator systems are “elevators of last resort” where unique physical building constraints prohibit installing a traditional elevator system. This building is perfectly capable of receiving and operating a 3rd traditional elevator, so there’s no apparent reason for GSA to incur the additional install cost, higher operating costs, and FAR LESS RELIABILITY an MRL elevator entails relative to a installing the more mature technology of a traditional elevator system. Put differently, MRL elevators are inherently inferior to their traditional counterparts and we only see their use where nothing else will work—which is not the case for this building. NOTE: Most all current generation “traditional” elevator systems are VVVF and perform every requirement in the

Solicitation.

RECOMMENDATION: Amend Solicitation to allow install of traditional or MRL system for Elevator #3.

Traditional equipment can be used.

53 Contractor 5

Please providing the Structuaral drawing(s) specific to the two I-Beams currently supporting the

Machine Room floor in Hoistway #3.

Discussion. If the decision is to require a MRL system for Elevator #3, it will entail removing and modifying top of hoistway/bottom of machine room where these I-beams reside. This could have significant structural impact on the roof level of the building, so we need to figure in the additional structural engineering cost of modifying the building design to accommodate a MRL system. NOTE:

The cost/time/trouble of engineering and modifying roof level structure can be omitted/avoided with a traditional elevator system given the building was built with the Ibeams in place to bear the 3rd elevator system--we just need to tie-in and pour a suitably designed pan floor.

Drawings are provided with this amendment.

54 Contractor 5

Request confirmation the addition of a sump pit and sump pump are required as part of this Solicitation.

If required,

a. Please identify where in the elevator pit the contractor is to construct the sump pit.

b. Please identify where the sump pump outflow pipe is to connect to the building’s drainage system.

c. Please confirm requirement for an oil detection monitoring system, and if so, if a remote alarm is required and if so, where the remote alarm is to be placed within the building.

d. Please identify the electrical panel the sump pump is to draw power from given the electrical panel we were shown lacks sufficient spare slots to support the additional 110v circuits required to make the Elevator Pit and Hoistway compliant with ASME 17.1.

e. Please provide the Structural Drawing(s) depicting the “as built” elevator pit floor and any structural beams, piping or conduit under the elevator pit floor.

DISCUSSION: The addition of a sump pit and sump pump appears unwarranted, however, if required we need to know the above items to meet Owner’s intent.

No sump pump is required.

55 Contractor 5

Please confirm whether new car frames and platforms are required for Elevators 1 &2.

DISCUSSION: SOW doesn’t distinguish between new install and existing machines and these are typically retained with existing elevators.

No

SOLICITATION NO. 47PE0720R0065 PROJECT TITLE/LOCATION: Paul Rogers Courthouse Elevator Installation/Modernization, West Palm Beach, FL Amendment 0001 08/28/2020

56 Contractor 5

Please confirm acceptable to retain existing car and counterweight buffers and guards for elevators 1

&2?

DISCUSSION: SOW doesn’t distinguish between new install and existing machines and these are typically retained with existing elevators. NOTE: Changing out buffer oil is commonly required during a modernization.

Yes, confirmed.

57 Contractor 5

Request consideration of modifying SOW to reflect one elevator operate on auxiliary/back-up generator power and the other 2 elevators return to main floor.

DISCUSSION: It is a relatively small 4 story office bldg with all 3 elevators in a single lobby with ample adjacent stairwell capacity. While desirable all 3 elevators operate on auxiliary/back-up power mode, it is not a ASME 17.1 requirement and the building’s existing generator, switching, or service wire to the distribution panel do not appear robust enough to support operating all 3 elevators concurrently with other building demands. Put differently, given the current back-up generator, the building Owner will be required to cease operating some other building system(s) to accommodate the load created by operating all 3 elevators on the existing generator.

NOTE: We can modernize the elevators to ensure all are capable of operating on auxiliary power/back-up generator mode should GSA upgrade the back-up generator and associated switching and wiring in the future, but at this time it appears prudent to just configure one elevator to operate on auxiliary power/back-up generator and the other 2 elevators to return to the ground floor and discharge passengers awaiting for main power to resume.

SOW identifies emergency power operation.

58 Contractor 5

If the requirement is for all 3 elevators to operated when under auxiliary power/backup generator conditions, is the contractor responsible for upgrading the back-up generator, switching and distribution/service to support operating all 3 elevators and existing/future demands? If so, please identify the amount of power generating capacity required for the new back-up generator, switching and distribution system?

DISCUSSION: The current back-up generator does not appear to provide the requisite capacity to meet the additional power demands of operating 3 elevators.

Emergency power will be adhered to as per code.

59 Contractor 5

Request electrical drawings related to the machine room and pit be made available as soon as possible.

DISCUSSION: We need the drawings to price out the service wiring for elevator #3.

Drawings are provided with this amendment.

60 Contractor 5

Please confirm whether the new 5 ton split A/C system is in addition to the existing 3 ton system supporting the machine room, or if the intent is to remove the existing 3 ton A/C system and put the 5 ton A/C system in its place?

DISCUSSION: SOW does not discuss what to do with the existing 3 ton system or the relationship of the new 5 ton A/C system to the existing 3 ton system.

Provide new system in accordance with SOW.

SOLICITATION NO. 47PE0720R0065 PROJECT TITLE/LOCATION: Paul Rogers Courthouse Elevator Installation/Modernization, West Palm Beach, FL Amendment 0001 08/28/2020

61 Contractor 5

Is there a requirement to insulate the walls and ceiling of the machine room?

DISCUSSION: The walls were warm during our site visit—which occurred at 10 AM on a moderately cloudy day. The mechanical room was hot though the building was basically unoccupied and the elevators mostly idly, strongly suggesting most of the heat removed by the A/C system was generated by the walls and ceiling rather than the elevator machinery. It would appear prudent and reasonable to insulate the space to drastically reduce this heat source and the load it creates upon the A/C system.

No.

62 Contractor 5

Please confirm wall pads and associated buttons and hooks are required for all 3 elevators or just the new elevator #3?

DISCUSSION: Typically we see a requirement for 1 elevator within a bank of elevators to be capable of mounting protective padding and operating as a “service” elevator. Given this is an office bldg and these elevators mostly support passengers, it is unlikely the maintenance requirement will ever be such that all 3 elevators require padding and use as service elevators. Given the padding and associated buttons/hooks add up to a couple thousand dollars per elevator, it seems prudent to equip just one of the three elevators with buttons/hooks and pads.

Required for all 3 elevators.

63 Contractor 5 Please provide the sign in sheets for the 13 August Site Visit.

Sign in sheets will be provided with the amendment
