SOLICITATION NO. 47PE0719R0035 PROJECT TITLE/LOCATION: Bennett Building Roof Replacmnet, Jacksonville, FL Amendment 001 8/2/19
1 Ctr A SOW B.2.a, pg 3 of 28
This section requires that the roof have a minim of 1/4" per foot. During the site walk the roof was cored and it appears that the insuation is uniform therefore the existing slope is in the lightweight concrete. If this concrete does not have 1/4 per foot, please confirm that the contractor shall install tapered insulation or pour additional concrete to correct this, or advise if the exsting slope will be accepted "as-is" since the roof does not appear to have pounding water.
A minimum 1/4-inch slope is required. The contractor must provide tapered rigid board insulation to meet this requirement. Installing additional lightweight insulating concrete is not acceptable. See Section 1.B.2.a. of the SOW.
2 Ctr A SOW B.2.f, pg 4 of 28 Please provide contact informaiton for Meridian Security Systems for contractor coordination of cost for system removal and replacement
Coordinate security sytem with GSA Building Manager, William (Bill) P Smith. He can be reached via phone at 904-309-4872 or by email at williamp.smith@gsa.gov.

There are references throughtout the solication to the Lightning Protection System. Please confirm that the only scope requirmnets are to remove and replace the exsitng AND provide and provide a ansalsis of the system and a design for compliant with UL systems.
Please confirm that any requried changes or upgraded to the exisign system to meet design requiremnets are NOT included in this contract. Please advsie UL master label is required, or solely a system designed to meet UL standards.
The contractor must remove and reinstall the existing lightning protection as required to perform roof work. Reinstallation of the existing lightning protection should be in accordance with NEC, IEEE, and UL requirements.
However, new electrical components should not be installed. The contractor must also inspect, survey, and assess the building's grounding system to determine requirements to achieve a UL Master Label on the lightning protection. The contractor should not design or install any changes, revisions, or upgrades that are determined to be needed. See
Section 1.B.2.g of the SOW.

This seciton requires products to meet LEED requiremnets for Indoor Air Quality. It was mentioned on the site visit that there would be no restrictions on the roofing products used. Please confirm that their will be no restrictions on the roofing products used, or provide the limitations (VOC limits or otherwise) that this LEED section will require.
This SOW section has been revised at 1.B.2.j. Compliance with the LEED requirement for a Construction Indoor Air Quality Management Plan is now required instead of compliance with all applicable Indoor Environmental Quality recommendations. Low VOC products are not prohibited. However, they also are not mandatory. The contractor is required to prevent the entry of noxious fumes into the building and to comply with OSHA standards for exposure to toxic substances.
6 Ctr A SOW B.2.j, pg 4 of 28
This section requires a web cam system to monitor the progress of the work. If possible please provide the name of a service provider that has be accepted by the Government in the past to provide this service.
OxBlue, iBeam, and MultiVista have satisfied this requirement on previous projects.
7 Ctr A SOW B.2.k, pg 4 of 28
This section states that contractor should access the roof without entering the building "as practicable". Based on discussion on site, please confirm that means that all bidders will be required to set up a staircase our elevator outside the building for workers to access the roof and use of the building elevators will NOT be allowed.
GSA will provide access to interior freight elevators for duration of project for personnel movement. Contractors will be subject to full security background investigation before building access is granted. GSA will allow certain Contractor personnel to escort other contractor personnel. Full security background screening is required of all escorts and limited background investigations may be required for all contractor personnel accessing the roof interior to the facility.

There is a terrace around the building 2 stores up where the building narrows the main tower goes to the roof level. Please confirm that the contractor will need to provide access to this level outside of the building AND that this area can be considered structurally sound to place stair towers or lifts on without structural analysis or modifications by the contractor.
GSA will provide access to interior freight elevators for duration of project for personnel movement. Contractors will be required to complete full security background investigation before building access is granted. GSA will allow certain Contractor personnel to escort other contractor personnel. Full security background screening is required of all escorts and limited background investigations may be required for all escorted contractor personnel entering the facility.
9 Ctr A SOW B.3., pg 5 of 28
Contract option 1 calls for the removal and repayment of 6,000 cubic feet of lightweight concrete, however, the roof is 36,770 SF (per the solicitation) and a core of the roof in two locations had the lightweight concrete at 6-7" thick. Assuming 6" thick, removal and replacmnet of the lightweight would involve 18,385 cubic feet of replacmnet. Please advise if bidders should bid complete replacmnet or just 6,000 cubic feet per the scope.
Based on the findings from the pre-proposal cores, the allowance for lightweight concrete replacement is increased to 9,500 cubic feet. The allowance will be added to the base bid and apply to wet lightweight insulating concrete (LWIC) and, if fastening to the LWIC is necessary, to concrete that does not meet the Florida Building Code requirement for withdrawal strength. See Section 1.B.2.b of the revised SOW.
10 Ctr A SOW B.3., pg 5 of 28
Please advise if the cost for Option 1 and 2 will be considered as part of the government cost elevation for the project or if only the base bid cost will be considered in the award analysis
Refer to SF1442, "Solicitation, Offer and Award". Page 4 includes language regarding evaluation of options derived from the solicitation Section IV.K..
This section includes additional provisions clauses GSAR 552.236-74, Evaluation of Options (Mar 2019) and GSAR Clause 552.236-77, Government’s Right to Exercise Options (Mar 2019). Also, refer to Section VI.E., "Total Evaluated Price".
11 Ctr A SOW B.3., pg 5 of 28
A comment was made in the meeting that the project would required an infrared verification scan after the roof replacmnet was completed and any repairs to correct moisture be the responsibility of the contractor. Please advise where this requiremnet is in the scope or advise if this should be include in the scope.
Section 4.K.2.b.
12 Ctr A SOW B.3., pg 5 of 28
During the site walk, a core was made of the roof and a substantial amout of water was observed in the existing insulation. If the option to remove and replace the exsting lightweight concrete is NOT awarded, please verify that the post construction infrared scan will NOT be required as it may show water in the existing lightweight concrete that is left in place and this would not be the responsiblity of the contractor to repair.
The LWIC allowance has been increased and added to the base bid. See Section 1.B.2.b of the revised SOW.
13 Ctr A SOW 2.A.1 - pg 7 of 28 This section requires that the construction will need to be completed in 120 days. Would the Government considered exsting this period to 180 days?
Section 2.A.1 has been revised to allow 180 calendar days during the construction phase.
14 Ctr A SOW 2.E.2 - pg 9 of 28
This section says that onside staging and storage will only be allowed from 0600 to 0800 daily, however, on the site visit the building manager said that the paved area on the south side of the building between he building and the parking lot would be available to the contractor though the project to stage a crane and materails if needed. Please confirm this and advise how large the area can be.
Access to the parking lot will be provided for crane and material movement as required. Material storage on-site is limited and contractors should plan to deliver materials to site as needed. Space will be provided for connex box and roll-off dumpster. Contractor will be responsible for seciring all valuables on site as this is high theft area.
Interior space will be provided to materials. GSA will provide approximately 15,000SF of interior storage space on ground floor.
15 Ctr A SOW 2.F.1 - pg 9 of 28
This seciton indicated that the contractor needs to provide temporary sanitation and cannot use the facilities in the building. Please confirm that no toilets are avaialbe for us in the mechanical penthouse and the contractor will need to send workers down to the ground level to use portable toilets provided by the contractor.
Use of toilets inside the building is prohibited. Contractor-furnished portable toilets may be temporarily set up in the mechanical penthouse.
SOLICITATION NO. 47PE0719R0035 PROJECT TITLE/LOCATION: Bennett Building Roof Replacmnet, Jacksonville, FL
16 Ctr A SOW 2.J.3.a - pg
It was mentioned on the site visit that GSA did not want to get a full package of standard CSI specifications, but just include specs on drawings and manufactures submittals. Please confirm this.
GSA does not want standard CSI specifications where manufacturers' literature provides adequate information to demonstrate compliance with performance requirements and also provides adequate information to install the products. CSI specifications should only be provided where these requirements cannot be met. Also note that a licensed architect or engineer must approve manufacturer's documentation for all products proposed for installation. See Sections 3.J.3 and 3.K.3 of the revised SOW.
17 Ctr A SOW 2.J.3.a - pg
It was mentioned that the DOR would need to approve all contractor submittals, please confirm this.
Correct. The designer-builder's licensed architect or engineer must sign off on all submittals. See Sections 3.J.3 and 3.K.3 of the revised SOW.
18 Ctr A It was mentioned that this contract will require 25% self performace by the 8a, please verify this.
Correct. Please refer to Solicitation Section V.B. FAR 52.219-14 Limitations on Subcontracting (JAN 2017). Offerors should familiarize themselves with each solicitation document.
1 Ctr B Is the LWIC to be removed during roofing demolition?
Based on the findings from the pre-proposal cores, the allowance for lightweight concrete replacement is increased to 9,500 cubic feet. The allowance will be added to the base bid and apply to wet lightweight insulating concrete (LWIC) and, if fastening to the LWIC is necessary, to concrete that does not meet the Florida Building Code requirement for withdrawal strength. See Section 1.B.2.b of the revised SOW.
2 Ctr B Does the LWIC have existing slope? If so, what is the existing slope?
As-built drawings for the original construction show asphalt or coal tar membranes applied directly to the lightweight insulating concrete (LWIC).
Bidders should therefore assume that the LWIC slopes to drains. Tapered board insulation was specified for installation over the LWIC around 1994.
Drawings indicate that a 1/8-inch per foot slope was required. New insulation is required over the LWIC and must taper to 1/4-inch per foot or greater.
3 Ctr B What is the required R-value of the NEW roofing insulation?
The designer-builder must meet the current ASHRAE 90.1 requirement for this location, except where permanent building components such as through-wall flashing, door threshholds, etc., constrain insulation heights.
See Section 4.F.2 of the SOW.
4 Ctr B What is the required slope of the NEW roofing insulation?
1/4 inch per foot, except where permanent building components such as through-wall flashing, door threshholds, etc., constrain insulation heights.
See Section 4.F.2 of the SOW.
5 Ctr B What are the LEED requirements of the new roofing cap sheet? See Section 4.F.1 of the SOW.
6 Ctr B
As stated at the pre-proposal conference, access to the roof shall be by a construction elevator. We are concerned that the plaza level will impede the use of the elevator or make installing the elevator cost prohibitive. Is it possible to use a freight elevator for personnel access and a crane for material/equipment loading/unloading?
GSA will provide access to interior freight elevators for duration of project for personnel movement. Contractors will be required to complete full security background investigation before building access is granted. GSA will allow certain Contractor personnel to escort other contractor personnel. Full security background screening is required of all escorts and limited background investigations may be required for all escorted contractor personnel entering the facility.
SOLICITATION NO. 47PE0719R0035 PROJECT TITLE/LOCATION: Bennett Building Roof Replacmnet, Jacksonville, FL
7 Ctr B Is interior protection going to be required for the floor immediately below the roof? Does that floor contain offices or spaces with electronics and/or expensive furnishings/finishes?
The 10th floor is office space occupied by HUD. GSA has identified and taken measures to control current known leaks. Contractor will be responsible for any additional leaks and damage thereof.
8 Ctr B Can we utilize the mechanical room for material storage?
GSA will provide approximately 15,000SF of interior storage space on ground floor. Storage in mechanical room will not be allowed.
9 Ctr B Would you consider a 120 MPH warranty to expand the material manufacturer possibilities?
The warranty must meet the requirements in Section 1.O.1 of the SOW.
1 General What material is required for the roof deck surrounding the cooling towers?
Fluid-applied polymethly methacrylate (PMMA) or aliphatic polyurethane appropriate for use as a horizontal waterproofing membrane in areas of heavy pedestrian traffic must be provided. See Section 1.B.2.a of the revised SOW.
2 General Should joint sealants in the walls above the roofs be replaced?
An option has been added to the contract SOW to include replacement of approximately 3,000 linear feet of joint sealant in the outside face of the walls of the penthouse and in the outside face of the parapets surrounding the main roof. See Section 1.B.3 of the revised SOW.
3 General Should abandoned equipment supports be removed from the roof?
Yes. Remove any equipment supports that no longer hold equipment. See
Section 1.B.2.e of the revised SOW.
4 General Should the antennae tower on the west end of the main roof be removed? Yes, all equipment and bases with exception to two antennas.
5 General Where retrofit drains are installed, should they be reinstalled or replaced with standard drains?
Retrofit drains may be reinstalled. See Section 1.B.2.f of the revised SOW.
6 General Should the membrane on the inside face of the walls surrounding the cooling tower be removed?
The existing material may remain if it meets the new coating manufacturer's requirements for substrate preparation. See Section
1.B.2.c of the revised SOW.
