AMENDMENT NUMBER 0001
FOLEY CORRECT ELEVATOR POWER DEFICIENCIES– RNY 00771

SECOND SITE VISIT SCHEDULED FOR MAY 30, 2018 AT 11AM EST.
BID OPENING IS EXTENDED UNTIL JUNE 8, 2018 AT 2 PM EST.
PART A: CHANGES TO CONTRACT DOCUMENTS, SPECIFICATIONS, AND
DRAWINGS.
The IFB is amended as indicated herein. This Amendment 0001 is divided into parts, A and B. Part A provides the changes to the terms of the IFB.
PART B: QUESTIONS AND ANSWERS FROM POTENTIAL BIDDERS
Part B provides the questions submitted by prospective bidders, and the Government's response. Part B does not change the terms of the IFB.
PART A
CHANGES TO DRAWINGS:
A. Drawing A001 is changed as follows:
1. Add GENERAL CONSTRUCTION NOTE 12 which reads:
12. SPECIAL FIRE ALARM WORK REVISIONS: The electrical contractor may only install conduit and wiring for the fire alarm system modifications. Only individuals that are factory trained and certified by the existing fire alarm manufacturer will be authorized to reprogram the existing fire alarm system, connect new equipment to the existing fire alarm system, and replace the FIRE COMMAND PANEL which is located next to the first floor Security Office. In addition the fire alarm installer shall be licensed to perform fire alarm installation work in the jurisdiction where the building is located and shall have a minimum of five (5) years experience in the installation of fire alarm systems. The fire alarm installer shall have a minimum of NICET level II certification.
The supervision of installation and testing shall be provided by a certified NICET level III or IV technician who has been trained by the manufacturer and certified on the installation, maintenance, networking and programming of the product being installed, or registered fire protection engineer.”
B. Drawing E101 is changed as follows:
1. Refer to Detail 1/E100: Add a note next to ELEVATORS #1 & #2 which reads:
The Contractor may install the new conduit run which is shown by the detail being routed from the EMERGENCY PANEL “EMDP” to the Existing Junction Box located near Elevators #1 and #2 to a new position above the ceiling line in the three rooms which are located south of the basement corridor where the conduit is shown being installed.
2. Refer to Detail 1/E100: Add a note next to ELEVATORS #3 & #4 which reads:
The Contractor may install the new conduit run which is shown being routed from the Existing Junction Box located near Elevators #3 and #4 through the basement corridor which is directly north of the Boiler Room to a position above the ceiling line in the GEOLOGICAL SURVEY ROOM which is located directly north of the basement corridor which is adjacent the Boiler Room.
CHANGES TO SPECIFICATIONS:
A. Specification Section 011000 is changed as follows:
1. Replace paragraph 1.2.C with paragraph that reads:

2. Replace paragraph 1.6.A with paragraph that reads:
A. Contractor shall perform all work at the James T. Foley U.S.
Courthouse, Albany, NY between the hours of 7:00 AM to 7:00 PM, Monday thru Friday.
B. Specification Section 013100 is changed as follows:
1. Replace paragraph 1.5.D with paragraph that reads:
D. Waste Management Coordinator: Provide a waste management coordinator whose duties shall consist of develop and implementing a program for maximizing recycling of waste. The Waste Management Coordinator will be required to provide the GSA Project Manager with a weight estimate of the “Total Weight of the Demolition Waste” along with a weight estimate for the “Total Weight of Demolition Waste which is Planned to Be Recycled” within twenty (20) calendar days of contract award.
C. Specification Section 015410 is changed as follows:
1. Add paragraph H. which reads:
H. CONTRACTOR ESCORTING
1. Under limited circumstances, an uncleared contractor may be escorted on site under the parameters listed in this section.
2. Escorting shall not be used to circumvent the clearance process.
3. An escort must be a Federal Employee, GSA embedded contractor, Service Contractors such as mechanical maintenance staff or a Construction Contractor with valid HSPD-12 PIV Credentials.
4. Escorting is permitted for up to ten working days once an individual’s security clearance paperwork has been accepted by OPM. This will allow contractors to begin work while the individual’s clearance is being processed.
5. Escorts shall have the following responsibilities:
1. The maximum number of persons being escorted is five (5) per escort. Under limited circumstances, more than five (5) individuals may be escorted as long as positive control can be maintained of all individuals under escort. Positive control is ensuring that persons under escort only engage in activities in which they are contracted to perform and remain within close proximity of the authorized escort at all times while in non-public space.
2. Escorted contractors to sensitive areas, such as telephone closets and IT hardware, requires tighter control. In these areas the escort must remain with the escorted contractor at all times and be aware of the actual work they are doing.
3. Under no circumstances shall persons under escort be left without an escort while in non-public space.
4. Persons being escorted must be identified in advance of requiring facility access and shall present valid government issued photo identification. The escort is responsible for instructing all contractors being escorted of the expectations and requirements that are to be followed while under the escort’s control.
5. Contractors under escort must comply with building specific visitor procedures, which shall include signing into the facility each day and being issued a visitor’s badge to be worn at all times while under escort. The person signing in will be required to identify the name of their escort. Persons under escort will also be required to undergo security screening each time upon entering the facility.
6. Individuals entering the Courthouse facilities who have not obtained
HSPD-12 security clearances or any security clearance shall surrender their photo identification card (ie, driver’s license) to the Court Security Officer (CSO) guards upon entering the facility. The card will be returned to them at the end of the day when they exit the facility.
7. Escorted individuals will be given a day badge with the GSA logo and a day contractor sticker to display at all times they are inside the facility. The GSA badge and sticker will be returned to security each time the individual leaves the facility.
8. Any tools, bags, tool boxes and materials brought into the facility by contractors shall be screened through security by the CSO guards each time the individual enters or exits the facility in possession of these items. Persons under escort will be required to undergo security screening each time they enter the facility.
9. Loss of positive control of a person under escort, even for short periods of time, in which the individual’s activities cannot be verified, must be immediately reported to building security staff for resolution.
10. Sign-in sheets or Contractor Escort Forms shall be completed daily and record kept for the duration of the project. Copies will be provided to GSA for audits of the contract for security compliance.
D. Specification Section 260533 is changed as follows:
1. Add paragraph 3.3.A.4 which reads:
4. May be installed exposed in dry locations above ceiling line at the basement floor of the James T. Foley U.S. Courthouse if the conduits are not subject to physical damage and are not located next to heating piping systems or other heat sources which could heat the conduit systems above the ambient space temperature.
