AMENDMENT NUMBER 0002
FOLEY CORRECT ELEVATOR POWER DEFICIENCIES– RNY 00771

PART A: CHANGES TO CONTRACT DOCUMENTS, SPECIFICATIONS, AND DRAWINGS.
The IFB is amended as indicated herein.
CHANGES TO DRAWINGS:
A. Drawing E502 is changed as follows:
1. Refer to Detail 1/E502: Replace the 325A/3P circuit breaker at Emergency Panel “EMDP” with a 225A/3P circuit breaker.
2. Refer to Detail 1/E502: Replace note near Existing Automatic Transfer Switch that reads
“PROVIDE ONE PAIR OF WIRES FORM EXISTING AUTOMATIC TRANSFER SWITCH TO
EXISTING ELEVATOR 3&4 CONTROL PANEL IN ¾” CONDUIT. COORDINATE WITH
ELEVATOR CONTROLS.”
with note that reads:
“PROVIDE ONE PAIR OF WIRES FORM EXISTING AUTOMATIC TRANSFER SWITCH TO EXISTING
ELEVATOR 1&2 CONTROL PANEL, ELEVATOR 3&4 CONTROL PANEL, FREIGHT ELEVATOR
CONTROL PANEL, AND JUDGES ELEVATOR CONTROL PANEL IN ¾” CONDUIT. COORDINATE
WITH ELEVATOR CONTROLS.”
CHANGES TO SPECIFICATIONS:
There are no changes to the specifications.
PART B: QUESTIONS AND ANSWERS FROM POTENTIAL BIDDERS
Part B provides the questions submitted by prospective bidders, and the Government's response. Part B does not change the terms of the IFB.
Question One:
It appears that we will need to get the new EMDP panel installed and wired along with the feeders from the EMDP to the junction boxes prior to the first shutdown as the shutdown durations are only a few weeks each. This will require that we both keep the existing EDP in place and wired until the last elevator change over. Is this your understanding? See attached specs on scheduling.
Answer One
Specification paragraph 011000-1.3 requires the Contractor to perform the Sequence 1, Sequence 2, and Sequence 3 work before the Contractor will be allowed to do Phase One Work or Phase Two Work or Phase Three Work or Phase Four Work. After the Contractor completes the Sequence 1, Sequence 2, and Sequence 3 work, the new Emergency Distribution Panel “EMDP” will be a fully operation panel that will furnish emergency/normal power to the six elevators but the existing Panel EDP will receive emergency/normal power from the new Emergency Distribution Panel “EMDP” but Panel EDP will no longer supply emergency power to the Existing Selective Load Transfer System which are connected to the six elevators. After the work for Sequence 1, Sequence 2, and Sequence 3 is completed, the six elevators will only be furnished with normal power from the Existing Switchgear until the individual elevator feeders for the six elevators are connected to Emergency Distribution Panel “EMDP” when the Phase One Work, Phase Two Work, Phase Three Work, and Phase 4 Work is performed. Question Two:
Is the elevator subcontractor furnishing, installing and making the final connections to the new MCE panel? See drawing V001 for location of MCE.
Answer Two:
All contract work referenced by the contract documents shall be performed by the General Contractor. The GSA is not responsible for providing information in the contract documents that describes what specific contract work is performed by what specific subcontractor. The General Contractor is required by Specification Section 142100 – ELECTRIC TRACTION ELEVATORS STANDBY POWER ALTERATION to provide a new standby Emergency Power Sequence Overlay control panel and discrete wiring between each elevator controller manufactured by MCE, and provide upgrades to the existing MCE manufactured controller hardware and software as required to complete the work of this Division. Specification paragraphs 260533-1.6.C, 260533- 2.1.B and 260533-2.1.C require the General Contractor to furnish and install conduits which are shown on the contract documents. Question Three:
Does the MCE require a power source, none is shown or called for on the drawings?
Answer Three:
Specification paragraph 142100-2.4.F.1 reads in part “The overlay shall receive power from the elevator cars through a series of relay boards that provide isolation so that the power comes from only one source at a time.” [No revisions to the solicitation are required for this response.]
Question Four:
On drawing V002 it calls for installation of new fir command panel in place of existing command panel. This work appears to be part of the elevator contractors work. See attach spec page 14210-1. Please advise who is to supply and install this work. Additionally, the drawings do not indicate any new wiring going to the new fire command panel.
Answer Four:
All contract work referenced by the contract documents shall be performed by the General Contractor. The GSA is not responsible for providing information in the contract documents that describes what specific contract work is performed by what specific subcontractor. Specification paragraph 142100-2.5.B requires the General Contractor to provide a new Fire Command Center Panel. Specification paragraph 142100-2.6.A requires the General Contractor to provide new discreet wiring from the Fire Command Center back box to the new Sequencer Controller in the GSA Electric Room. Specification paragraph 142100-2.6.B requires the General Contractor to provide new conduit with new Cat 6 from Security Office through existing junction box wireway above ceiling to each machine room and connect to the new Emergency Power Sequencing Overlay Controller. [No revisions to the solicitation are required for this response.]
Question Five:
Which trade is responsible for installing the wiring and conduit between EMDP and each Elevator Machine Room?

All contract work referenced by the contract documents shall be performed by the General Contractor. Question Six:
Which trade is responsible for installing the wiring and conduit for the CAT6 cable between Elevator Machine Rooms and Security and Remote Monitors.
Answer Six:
All contract work referenced by the contract documents shall be performed by the General Contractor. The GSA is not responsible for providing information in the contract documents that describes what specific contract work is performed by what specific subcontractor. Specification paragraph 142100-1.2.B.9 requires the General Contractor to provide a new MCE-I monitor system in the Security office and related operation modules in each elevator controller for remote monitoring and security of all 6 existing elevators. Specification paragraph 142100- 1.2.B.6 requires the General Contractor to provide new data wiring and conduit, and reconnection of existing wiring as required, to complete the work as described in this Division.

Questions Seven:
Drawing E-502. A note next to the existing ATS calls for us to run a pair of wires from the ATS to elevator controller #3 and #4. Do the other elevator controllers associated with this project require any control cables from the ATS switch.
Answer Seven:
Two wires need to be routed from the Existing Automatic Transfer Switch to the Freight Elevator Controller, Judges Elevator Controller, Elevator #1 and #2 Elevator Controller, and the Elevator #3 and #4 Elevator Controller so the MCE EMERGENCY POWER SEQUENCER CONTROL PANEL will be able to communicate with the various elevator controllers. Question Eight:
Can you confirm how many pair of wires are needed from the ATS to the elevator controller.
Matt from the elevator company mentioned he may need two pair of cables to the controller?
Answer Eight:
Two wires need to be routed from the Existing Automatic Transfer Switch to the Freight Elevator Controller, Judges Elevator Controller, Elevator #1 and #2 Elevator Controller, and the Elevator #3 and #4 Elevator Controller so the MCE EMERGENCY POWER SEQUENCER CONTROL PANEL will be able to communicate with the various elevator controllers. Question Nine:
There was a discussion about the location of the new overlay control panel. Can you confirm the location will be where shown on drawing V-001?
Answer Nine:
The new overlay control panel will be installed in the basement Electric Room at approximate location shown on drawing V001. The exact location for the new overlay control panel will be approved by the GSA after the General Contractor submits a Coordination Drawing for approval that shows where the MCE EMERGENCY POWER SEQUENCER CONTROL PANEL and the Emergency Panel “EMDP” will be installed in the basement Electric Room. Questions Ten:
Does the new overlay control panel require power? None is called for on the drawings. If required where do we obtain power from and what size circuit is required?
