GSA Brokerage Services Industry Outreach Background GSA’s Public Building Service (PBS) is working towards creating the next iteration of brokerage service contract(s) for GSA’s leasing program. PBS is developing this solution to create greater value in the lease acquisition process, making it a more valued tool for the regional leasing programs and aligning it with industry practices where value is added through the increased partnering capacity of all stakeholders (i.e. Government, broker and building owner).
The past four iterations of broker contracts, NBC1, NBC2, GLS and GLS Plus established a national platform identifying the majority of GSA’s lease inventory as a potential product. The next broker contract may or may not follow the prior formats.
The priorities for this effort start with GSA’s overall mission and goals, notably to:
· Deliver greater value to our stakeholders and the American taxpayers: With GSA’s key public stakeholder being the taxpayer, we are looking at the intersection of opportunity for saving taxpayer dollars while providing our federal agencies a significant deal of value and an overall improved customer experience.
· Increased competition: We are seeking to structure the contract in such a manner that both facilitates meeting internal organizational needs and allows for even greater positioning to improve the way in which the private sector assists the government.
· Innovation through Private-Public Partnership: To improve the way GSA manages its expiring lease workload, innovation and creativity must be at the forefront of scope development. By fostering innovation and partnership with the private sector, the team is uniquely positioned to overcome challenges and create new service offerings for customer agencies. The development team is interested in overcoming conventional structures and embracing new technologies to augment the federal government’s largest real estate contract.
In addition to GSA goals, common themes have evolved from an internal dialogue focused on the needs of GSA’s leasing program. Common themes that may frame the next iteration of the brokerage services program include:
· Reduced Duplication/Process Improvement: The lifecycle of a lease project will be analyzed to ensure there is consideration for improved efficiency and consolidation of efforts. We will examine how the development team can simplify and streamline current steps under the broker contracts.
· Improvement of transparency: With the use of data science becoming increasingly important, the team is interested in leveraging existing data and providing the data to identify potential areas of opportunity and address key business needs.
· Contract Structure: No Appropriated Funds; Combination of No Appropriated Funds plus Fee for Service, Indefinite Quantity, Indefinite Delivery vs. Definite Quantity, Definite Delivery;
· Gaps in Existing Services:
· Program of Requirements, Project Management, Construction Monitoring, Increased Partnership, Market Expertise, Requirements Development, Virtual Market Tours, Upfront Planning, etc.
Objective Strive to make PBS brokerage services the most effective sourcing solution possible, the objective of these industry conferences are to foster meaningful, significant industry feedback through written and verbal communication.
