About this file
This document is a Software as a Service (SaaS) contract between the State of Michigan Department of Corrections (MDOC) and Jail Education Solutions, Inc. d/b/a Edovo Foundation for the provision of web-based educational content via tablet devices in correctional facilities. The contract, numbered 472B7700063, includes eleven change notices reflecting modifications and extensions made between May 2017 and April 2025. Key state contacts include Program Manager David Derks and Contract Administrator Chris Hopcraft, while the contractor's primary contact is Brian Hill, CEO. The contractor was initially Jail Education Solutions, Inc., which was formally assigned to Edovo Foundation effective March 1, 2024, through Change Notice 10.
The contract provides educational tablets and wireless network connectivity to Michigan correctional facilities, with pricing structured as a daily per-tablet rate (reduced from $1.48 to $1.45 per day effective January 1, 2021) plus monthly internet service fees for individual facilities ranging from $320 to $840 per month. The initial contract term began May 1, 2017, with an expiration date of April 30, 2018, and included four one-year renewal options, later extended to seven one-year options. The current estimated aggregate contract value is $5,645,881.60 following Change Notice 11, which extended the contract through April 30, 2026, and added $214,000 in funding. The contract mandates 99% service availability, includes service level agreements with performance credits for failures, requires monthly data audit trail reports, and prohibits prisoner access to public-facing internet or non-contracted networks. Payment terms are Net 45 days, and the contract permits extended purchasing via P-card and other payment methods as approved by the State.
