The project encompasses roadway reconstruction and shoulder backing repairs along White Rock Road between Savannah Parkway and County Line, and Scott Road at locations 125 feet north of Latrobe Road and 420 feet north of Carson Creek. The work includes rebuilding eroded shoulders and roadsides, reconstructing failing roadway sections, replacing a culvert on White Rock Road, and performing all related work as specified in the contract documents. The project is federally aided under Federal Aid Project 15J7(161) and 15J7(163). Bids were scheduled to open on June 11, 2026, with bid submission conducted electronically through the County's eProcurement system. The contract time for completion is thirty (30) working days for the entire project including the base bid and all alternatives, with no additional time granted for awarded alternatives. The contract documents incorporate the 2024 Sacramento County Standard Construction Specifications dated November 1, 2024, and the 2024 State of California Department of Transportation Standard Specifications.
The bidding structure includes a base bid for White Rock Road Location 1, Alternative A for White Rock Road Location 2, and Alternative B for Scott Road, with award based on the lowest total bid combining all components. Liquidated damages are assessed at $3,600 per calendar day for failure to complete work within the prescribed working days. Insurance requirements include General Liability with limits of $2,000,000 per occurrence and $4,000,000 aggregate, Automobile Liability of $2,000,000 combined single limit, and Workers Compensation as required by Title 8 CCR. If hazardous materials are encountered, Contractor's Pollution Liability Insurance with limits of $1,000,000 per occurrence and aggregate must be obtained. The project is subject to prevailing wage requirements under both the Davis-Bacon Act and California Labor Code Section 1770, with the higher of federal or state rates applied. Buy America requirements apply to steel, iron, and certain construction materials. Progress payments are due within thirty (30) days of receipt of properly submitted payment requests, with interest accruing at 10 percent per annum on late payments. The contractor must prepare an Erosion and Sediment Control Plan, maintain one traffic lane in each direction unless approved otherwise, and comply with all environmental controls and safety regulations. The project requires coordination with multiple utility companies including AT&T, Sacramento County Water Resources, SMUD, PG&E, and Sacramento Area Sewer District.

If the performance of all or any portion of the work is suspended or delayed by the engineer in writing for an unreasonable period of time (not originally anticipated, customary, or inherent to the construction industry) and the contractor believes that additional compensation and/or contract time is due as a result of such suspension or delay, the contractor shall submit to the engineer in writing a request for adjustment within 7 calendar days of receipt of the notice to resume work.
The request shall set forth the reasons and support for such adjustment.

The contractor will be notified of the engineer's determination whether or not an adjustment of the contract is warranted.
3. No contract adjustment will be allowed unless the contractor has submitted the request for adjustment within the time prescribed.
4. No contract adjustment will be allowed under this clause to the extent that performance would have been suspended or delayed by any other cause, or for which an adjustment is provided or excluded under any other term or condition of this contract.
