RAPID ARM GATES

Triadelphia, WV 26059 To enhance security and property access control, MSHA has a need for rapid arm gates to be installed within the perimeter fence line for each of its 3 entrances at 765 Technology Drive in Triadelphia, WV. The rapid arm gates will be installed on each side of the roadway to define in and out traffic patterns (for entering and exiting each of the entrances, for a total of 6 rapid arm gates).
DESCRIPTION OF WORK:
Contractor shall provide all materials, labor, and equipment for automated traffic gates/arms at each of the three entrances to the Mine Safety & Health Administration (MSHA) office located at 765 Technology Drive, Triadelphia, WV, 26059.
Work will include all asphalt cuts, patching, trenching, related conduits and cable. Free egress ground loops to be installed including loops, trenching, patching and labor. A virtual egress loop may be substituted if so desired in lieu of the ground loops. Signage will be provided indicating that all visitors need to report to the guardhouse. Vendor may propose optional products and services for MSHA’s consideration.
One radio frequency identification (RFID) long range reader will be installed at each of the 3 gate entrances. Two (2) license plate cameras will be installed at each entrance (one for entering and one for exiting). Access control interface modules to be interconnected with the release relay module of each of the 6 rapid arm gates.
Gates 2 and 3 will utilize wireless technology to transmit access control data and video back to the guardhouse.
The Guardhouse will receive access control data, log and grant access to authorized personnel. Receivers for the cameras will be mounted on the guard house and will be recorded with a digital recorder supplied by vendor. The guards will have wireless gate release capabilities as they currently do now. A client work station with access control software will reside in the guardhouse that will contain a database of RFID tag holders.
All programming of the customer data base, CCTV software configuration and training of MSHA personnel will be performed by vendor.
WARRANTY:
Vendor must offer at least a one year warranty on all parts and labor.
RESPONSE TIME:
Vendor must respond to all service calls within a 24 hour period, Monday through Friday (weekends excluded).
Sequence of operation:
RFID access tags will be issued to authorized personnel by a MSHA representative. The credit card size removable access tag will be displayed on the employee’s rearview mirror. Once the vehicle gets within read range (approximately 29ft) the authorized vehicle will be granted access through the inbound rapid arm gate. All outbound traffic will be free egress. Visitors will be granted access manually by the guard once the visitor is verified.
HOURS OF WORK:
Working hours for this project will be from 7:30 AM until 4:00 PM, Monday through Friday, excluding Federal Holidays.
OTHER INFORMATION:
MSHA will provide 110 vac at each of the entrance points.
MSHA will provide vendor with access control data base information and will be responsible to distribute RFID tags to authorized personnel.
