1. Is there a pay schedule or can we specify in quote? Normally the government pays for a job once it is fully complete unless the project will require a long duration of time to complete. We encourage vendors to obtain private financing whenever possible. For this particular procurement, the government will not consider advance payment or contract financing. However, we will consider quotes that propose delivery payments. “Delivery payment” means a payment for accepted supplies or services. For example, since there are 3 sets of gates being installed, the project could be priced in 3 separate phases along with a request that payments be made upon completion of each installation. This means three separate invoices would be submitted; one after each installation was complete.

2. What wages are we to figure labor at prevailing etc.? Davis Bacon wages do not apply to this procurement. This procurement involves the purchase of a commercial item (automatic gates). Per FAR 2.101, a commercial item is defined as an “item that is sold to the general public” and states that installation services are also commercial if they are “in support of an item” sold to the general public. Normal, customary charges for installation services of the automatic gates should be included as part of the quote package.

3. Are there set travel, hotel, and food alliances? Yes. Any travel, hotel and food allowances are to be based on GSA per diem (the amount set by the federal government for mileage, lodging, and meals). The rates for Triadelphia, WV can be found on the following web page: http://www.gas.gov/portal/content/100715.

4. Can road be patched back with concrete instead of asphalt where conduits cross for controllers? Yes. But the concrete will have to be sealed with hot and black sand where the asphalt and concrete meet.

5. Reference the following paragraph in the subject Solicitation:

All materials, equipment, installation and training services for automated traffic arms

(including radio frequency identification "RFID" long range readers and license plate cameras) at each of its 3 entrances at 765 Technology Drive, Triadelphia, WV 26059.

Does the word “cameras” mean cameras to capture an image of the license plate, or a camera that can perform the function of reading and reporting the license plate number?

The cameras only need to record the license plate number on a DVR.
