About this file

This is a Scope of Work document for the City of Columbus, Ohio Police Division, detailing the lease and maintenance of multifunction devices. The City seeks to lease five Canon ImageRunner Advance DX 4945i Systems or equivalent devices, along with associated maintenance and supplies. The devices will be deployed across five Columbus Police locations: Substation 9, Substation 13, Substation 18, Police Zone 4 Midwatch, and the Criminal Records and Technology (CRT) 2 facility. The initial lease term is 36 months with a $1 buyout option at the conclusion of the lease period. Pricing must include delivery, installation, startup supplies, and training at all designated locations. Bidders may propose alternate products if accompanied by detailed specifications, a website link, and a side-by-side Buyer's Lab comparison with the specified Canon model; the City reserves the right to require a demonstration of any alternate product at no cost. The contract does not automatically renew, and the City will issue purchase orders annually contingent upon funding availability and approval.

The Canon ImageRunner Advance DX 4945i is specified as a 45 images-per-minute multifunction device with advanced scanning, printing, and security features, including network scanning capabilities, secure print via mailbox, mobile device printing, and integration with existing security systems. Maintenance and supplies are to be billed monthly in arrears at a per-copy cost for black and white printing, excluding paper, with an estimated volume of 2,500 copies per machine per month and no guaranteed minimums or maximums. The maintenance agreement must include all parts, labor, emergency calls, travel time, preventive maintenance, equipment modernization, loaner equipment, and a replacement guarantee. The City requires a technician confirmation call within 30 minutes of service requests and on-site response within four business hours. The City does not sign traditional lease or maintenance agreements due to terms and conditions that the City Attorney's Office will not approve, and the City does not pay late fees or penalty charges. The contract is structured as a single-supplier arrangement for both lease and associated services, with the City funding on a year-to-year basis despite the ability to enter into multi-year agreements.
