BOE Form Update for Voter Registration Handling in R&L
Period of Coverage:
4/28/2026 – 7/31/2027
Requesting Department:
Michigan Department of State (MDOS)
Date:

BACKGROUND:
Unisys Corporation (Unisys) will upgrade Unisys Remittance and Lockbox solution (R&L) running at the Michigan Department of State (MDOS) (Client) by implementing enhancements to support the new BOE form changes within the R&L applications.
PROJECT OBJECTIVE:
The objective of this engagement is to enhance the R&L system to support processing of both old and new versions of the BOE forms (refer Annexure A) for Driver’s License (DS-160) and State ID (DS- 190), where the voter registration checkbox label and its interpretation has changed.
SCOPE OF WORK:
A. A new version of the BOE form introduces a reversal in the meaning of the voter registration checkbox. To ensure accurate data capture and processing, the system will be enhanced to:
• Support both old and new BOE form formats of Drivers and ID card stubs.
• Automatically identify the form type using an AI-based OCR detection mechanism in XML Loader application.
• Apply appropriate business logic dynamically based on the identified form type.
• Persist the detected form type for downstream processing in Mark sense and BOE Review applications.
• UI enhancements in the BOE Review application to support a human-in-the-loop approach, enabling users to review and correct voter registration opt-in/opt-out selections for Driver’s License and ID card stubs based on AI-assisted OCR input.
Version 2026-1 2 of 10
B. Application Capability Requirements:
• Form Change Handling o The R&L system shall support processing of both versions of the BOE form:
1. Old Form Verbiage: “Don’t use my information for voter registration”
2. New Form Verbiage: “Check here if you want to register to vote” o Due to the change in label semantics, the interpretation of the checkbox value will be changed accordingly to accommodate the new verbiage.
• XML Loader Processing Flow o XML Loader shall extract and stage rear-side images of Driver’s License/ID stubs to a configurable processing path defined in WConfig.sys:
1. Attribute: BOEImageProcessingPath
• AI-based OCR Form Detection
1. A new AI-based OCR component, BOEFormDetection.exe, shall be introduced and integrated with the XML Loader process.
2. The component shall analyze rear-side images of Driver’s License/ID stubs (which do not have any PII) and classify each document as:
Old BOE Form
New BOE Form
3. The classification output shall be generated in a structured JSON format for downstream processing in the following path:
<BOEImageProcessingPath>\<BsnDate>\<BatchDir>\<BatchNbr>\ FormClassificationResult.json pg. 8 o XML Loader shall read the generated JSON file and update the BOEFormType field in tbl_item within the Production database.
o A new column, BOEFormType (Boolean), shall be added to tbl_item in Production database:
1. 0 = Old Form
2. 1 = New Form o The identified form type shall be made available for downstream applications, including:
1. MarkSense Server Application
2. BOE Review Workstation Application
• Business Logic Updates (MarkSense Server Application)
Version 2026-1 3 of 10 o The MarkSense application shall interpret checkbox values based on the BOEFormType:
1. Old Form (BOEFormType = 0):
Existing logic shall be retained.
Example: If Mark 3 value in OPEX generated oxi file is Yes, then Mark_Sense_DontUseInfoForVR in tbl_item will be 1 and vice versa
2. New Form (BOEFormType = 1):
Checkbox interpretation shall be reversed.
Example: If Mark 3 value in OPEX generated oxi file is Yes, then Mark_Sense_DontUseInfoForVR in tbl_item will be 0 and vice versa
• BOE Review UI Enhancements o The BOE Review screen shall display the detected form type.
o The checkbox label shall be dynamically updated based on the form type:
BOEFormType Form Type Display Text
0 Old Form “Don’t use my information for voter registration.”
1 New Form “Check here if you want to register to vote.”
o To facilitate Human-in-the-loop a toggle button shall be introduced to allow users to switch between Old and New Form types in case of incorrect OCR classification from the AI-based OCR detection module.
1. Upon toggle:
The form type label and checkbox label shall update dynamically.
This action is also audited in R&L o Updated values shall be persisted to the database:
1. BOEFormType
2. Mark_Sense_DontUseInfoForVR o Snapshot of the bottom right corner of the proposed BOE review UI when a New form is detected:
Version 2026-1 4 of 10 o Snapshot of the bottom right corner of the proposed BOE review UI when an Old form is detected:

Brief description of services to be provided:
BACKGROUND:
The Michigan Department of State provides renewal notices for vehicle registrations, driver licenses, personal identification cards, snowmobiles, and watercrafts. These renewal notices serve as a reminder as well as instructions for customers to renew their products. The Unisys’ Remittance and Lockbox (R&L) application facilitates the renewal of these products when received by mail.
PROJECT OBJECTIVE:
Upgrade the Remittance and Lockbox solution (R&L) with System Security Plan (SSP) items.
New customized features will be implemented in the R&L applications to fulfill SSP Item requirements. Unisys will complete the following objectives.
• Audit Viewer – Enhance the Audit Viewer to support date-range reporting and implement automated audit retention and maintenance.
• Menu – Introduce configurable session timeouts, automatic logout across all applications, and user login timestamp tracking.
• User Manager Application – Enhance the ‘View All Operators’ feature to display LastLoginOn date for the users.
• Purge Clerk Utility – Implement automatic deactivation of user accounts based on configurable inactivity period.
Version 2021-1 2 of 6
SCOPE OF WORK:
Application Capabilities Requirements:
1. Audit
a. Date Range Reporting
i. Unisys will enhance the Audit Viewer so that users will be able to generate reports or audits by selecting a specific From and To date range.
ii. A new 'Date Range' radio button will be introduced in the Audit Viewer UI to allow filtering of records within the chosen time period.
b. Audit Retention and Maintenance
i. The audit table retention period will be read from WConfig.sys, defaulting to 60 days if not explicitly set.
ii. Based on this configuration, whenever the Audit Sync application (running under the RL Service) is launched, it will automatically delete expired tbl_audit <yyyymmdd> tables from the Production database and update the audit view accordingly to reflect only the retained tables.
2. Menu
a. The session time out hours will be read from WConfig.sys file. If not specified, the session will automatically terminate after 12 hours.
b. Based on this value, the user will be automatically logged out of R&L across all open applications.
c. We will implement functionality to record user login date to use across user manager and purge clerk applications.
3. User Manager Application
a. Unisys will enhance the ‘View All Operators’ feature under Operator Administration such that a new column LastLoginOn will be displayed, showing the last login date for each user.
4. Purge Clerk Utility
a. Unisys will introduce a mechanism to automatically deactivate user accounts that have been inactive for a configurable number of days.
Version 2021-1 3 of 6
b. This calculation will be based on the LastLoginOn value recorded for each account in relation to the configured deactivation period.
c. The threshold will be read from the WConfig.sys file, and if not explicitly configured, it will default to 60 days.
TASKS:
Technical support is required to assist with the following tasks:
1. Standard Parameters
Parameterization will be performed off-site and includes the following:
a. Changes to the deliverables as outlined in the scope.
b. Initial testing of application software with input parameters.
2. Software Installation
Software installation is performed onsite and includes the following:
a. Remote installation of software on Client system
b. Remote testing of software (U)
3. System/Integration Testing
The system/integration testing will be performed by Unisys at the Client PC using the below method:
a. Testing the User Manager application to ensure that the LastLoginOn column is updated under the View Operators option in Operator Administration whenever a user logs in.
b. Verifying that user accounts are automatically deactivated if they remain inactive for the configured period. For testing, assistance from two users will be required: for one user, a script will be used to set the login time to the day before deployment, so that when the RL Service is run, this user will be marked as inactive. The second user will assist in reactivating the account as needed.
c. Confirming that audit tables are deleted from the Production database based on the retention period configured in the Audit Viewer application.
d. Validating the business date range filter functionality in the Audit Viewer application.
e. Testing the session timeout functionality to ensure automatic logout works as expected. This can be verified on a single user PC by configuring the session timeout to 1 hour and leaving it idle; the system should automatically log out the user after the specified period.

Brief description of services to be provided:
The Unisys Corporation (Contract) will upgrade the Unisys Remittance and Lockbox solution (R&L) which is running at the Michigan Treasury Financial Services Division (FSD) site so that it can process Collections “CLCTN_MI” checks and vouchers.
BACKGROUND:
As part of the Michigan Modernization Income Tax System (MiMITS) project, Unisys will update the R&L application solution to process CLCTN_MI vouchers “Multiples” and checks “Stubs-Only” batches. The update will leverage current processes used for Marihuana Retailer Excise Tax (MRE) for “multiples” batch. Unisys will also develop a new batch mode process with the Remittance Processer to process checks "stubs-only" batches. CLCTN_MI processing of vouchers and checks will be the same as new Worksource introduced in TAX_MI.
PROJECT OBJECTIVE:
The Project Objectives include:
• Processing of CLCTN_MI “Multiples” batches will follow the same workflow as the current MRE work and same as new workflows introduced for TAX_MI.
• Processing of CLCTN _MI “Stubs Only” batches.
• A new Image Cash Letter (ICL) file will be created for CLCTN _MI for electronic depositing of checks which will go to the same bank with a different account number.
• A new payment extract output file will be created for both multiples and stubs only batches.
Version 2021-1 2 of 8
1. A new work source (Worksource number -8) ‘CLCTN_MI’ will be created in the current Remittance Software on the client’s server. This new work source will co-exist with the existing work sources like Agency, Michigan Education Tust (MET), MMF, MRE and Returned Checks as well as new Worksources that will be introduced TAX_MI and BOTDEP.
2. CLCTN_MI batches can be processed using either ‘Multiples’ or ‘Stubs only’ processing modes of the R&L system under the new “CLCTN_MI” Worksource.
3. A new workstation customization ‘CLCTN_MI.accdb’ will be created for CLCTN _MI.
4. New workflows will be set up for CLCTN_MI:
a. Multiples Mode: This will follow a workflow like MRE which will have Capture, CAR Assist, Data Correction, Amount Entry, Balancing, Electronic Power Encode, ICL Bundle and Tax Extract applications.
b. Stubs-only mode: This workflow will have Capture, Data Corrections, and Tax Extract.
Note: Since the payment file layout remains the same as TAX, we plan to utilize the new app created for Income Tax batches - TAX_Extract application for Collections batches, producing both data and image files similar to MRE/TAX.
5. The checks for CLCTN_MI will include fields like Tran code, Account Number, Routing Transit and “Aux on us”; these checks can be Personal Checks, Business Checks and U.S Treasury checks like MRE.
6. For stubs, the fields will include Voucher ID, Total Payment, and Received Date.
7. The workflow of CLCTN_MI batch will start with Capture on the Quantum DS device.
8. After the capture, ‘Multiples’ batches will be processed through CAR Assist. CAR Assist will be used during processing to read the courtesy amount field on checks on ‘Multiples’ CLCTN_MI batches. The current volume of checks to be processed via A2iA engine is being kept the same. If there is a future need, then a new license with a higher number of checks to be processed can be considered.
9. After CAR Assist, batches will be moved to process the applications performed in workstations. The workstation applications include the following:
Version 2021-1 3 of 8
a) Data Correction
1.1 Multiples Mode:
i. Fixing ‘can’t read’, missing data, check digit failures.
ii. Fixing routing/transit, check account number, transaction code or auxiliary field ‘can’t reads’ on checks.
iii. Fixing Voucher ID, Total Payment, and Received Date on
Stubs.
1.2 Stubs-Only Mode:
i. Fixing Voucher ID, Total Payment, and Received Date on
Stubs.
b) Amount Entry (Multiples Mode batches)
• Keying check amounts if there is no CAR amount supplied.
c) Balancing (Multiples Mode batches)
• Keying check amounts if the amounts read or keyed do not balance the batch to the amounts on the Stubs for the ‘Multiples’ batch.
10. Once balanced, CLCTN_MI checks in multiples mode batches will be
“electronically endorsed” to meet the requirements of the ICL deposit using electronic power encode application. The endorsements will be similar to MRE which will have a literal ‘State of Michigan’, ‘Business date’ of the batch, ‘Batch Number’, ‘Sequence Number’ of the check and literal ‘CLC’.
11. After endorsement, user will create “ICL file” containing all the non-rejected checks from CLCTN_MI (Multiples Mode) batch. The file name will begin with MI_CLCTN, and the account number will be configured as given in the payment file layout. The RT number will remain the same as that of MRE.
12. We plan to utilize the new app created for Income Tax batches('TAX_Extract') which will generate the modified payment file layout for both multiples and stubs-only Collections batches. This extract will produce both the data and corresponding image files, similar to the MRE output. The payment file layout name will be MICOL_REM_Proc_<yyyyMMddHHmmss>.txt. The Received Date entered in the DC application for stubs will be mapped to the Document Date and Value Date in the payment file.
Version 2021-1 4 of 8
13. The new payment file layout of the CLCTN_MI batch is attached here with. It is the same as the one provided for TAX. The Account number will be changed accordingly.
MI_Tax_PaymentFile Layout.xlsx
