About this file

This is an Addendum to an Invitation for Bids issued by the St. Johns River Water Management District for mowing services at the Pablo Creek Conservation Area in Duval County, Florida. The addendum clarifies equipment requirements in response to a prospective bidder inquiry, specifically addressing whether a batwing zero-turn mower can substitute for the required tractor with a batwing deck. The District confirms that a tractor is mandatory because the equipment must accommodate front-mounted bucket or rake attachments for removing fallen trees and obstructions from access roads, and because zero-turn mowers lack the capability to effectively manage excessive vegetation growth along roadways. The original bid due date of August 19, 2026 at 2:00 p.m. remains unchanged. Prospective respondents are required to acknowledge receipt of this addendum on the bid form included in the bid package.

The addendum does not introduce new pricing terms, set-asides, or funding modifications. Instead, it serves to reinforce the technical specifications already established in the main solicitation, ensuring that all bidders understand the non-negotiable equipment requirements for contract performance. Prospective respondents with questions regarding this clarification should contact LaDonna Johnson, Procurement Specialist, at ljohnson@sjrwmd.com prior to the submission deadline.

SUBJECT: Addendum #1 to Invitation for Bids, 42465 – Pablo Creek Conservation Area Maintenance

Mowing

As a result of an inquiry received regarding the above-referenced solicitation, the following information and clarification is provided for your information.

1. As it relates to the type of Equipment required to fulfil this solicitation. If I don't have a tractor with a Batwing deck, can I use a batwing zero turn mower?

No. The solicitation requires the use of a tractor because the equipment must be capable of accommodating a front-mounted bucket or rake attachment. The Scope of Work states that the Contractor is responsible for removing or pushing fallen trees and other obstructions from access roads as encountered to allow mowing operations to continue. In addition, vegetation growth along the roadways may become excessive between mowing cycles, and a zero-turn mower would not provide the capability necessary to effectively perform all required services under the contract. Therefore, a batwing zero-turn mower would not be an acceptable substitute for the required tractor equipment.

NOTE: The Bid Due Date remains 2:00 p.m., August 19, 2026.
