About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1.
The Coast Guard seeks to procure five Fan Coil Units (Model HKNI, P/N: FCU-1B, NSN: 4120-01-F20-6132) manufactured by Novenco Marine & Offshore A/S (Cage: R3249) as components of the air conditioning system for 154' WPC Sentinel Class Fast Response Cutters. The estimated total procurement value is $31,285.00, which exceeds the micro-purchase threshold but remains below the Simplified Acquisition Threshold (SAT). The justification invokes the "Brand Name" restriction under FAR 12.102(a), asserting that the OEM configuration is essential to government requirements and that market research indicates no alternative products can meet operational specifications without extensive re-engineering. The primary purpose of these units is to circulate conditioned air and maintain safe temperature and humidity control aboard vessels. Two suggested sources are identified: Russ Equipment Co., Inc. (UEI: HSUYMUHFKJ33, estimated price $31,285.00, Veteran-Owned Business) with contact Jesse Herndon at 504-738-2074, and Chand, LLC (UEI: J8ATNVMEGLK1, estimated price $34,500.00, Large business) with contact Jai Breaux at 985-532-2512. The justification emphasizes that substituting non-OEM alternatives would require formal engineering change procedures, trigger months of costly re-engineering and system testing, divert critical logistics funds, and place cutters into extended non-operational status, thereby degrading Coast Guard readiness and its ability to execute statutory missions. The document was last updated March 3, 2026, and includes digital signatures from technical and requirements personnel and the contracting officer dated July 13, 2026.

The procurement of genuine original equipment manufacturer (OEM) Fan Coil Units designed and manufactured by Novenco
Marine & Offshore A/S is critical to maintaining the operational readiness of the 154’ WPC Sentinel Class fleet. The primary purpose of the requested fan coil units (NSN: 4120-01-F20-6132) is to circulate conditioned air through occupied spaces by passing air over a cooled or heated coil, helping maintain safe, reliable temperature and humidity control onboard. The
Government does not possess the proprietary technical data, precise tolerances, material specifications, or reproduction manufacturing drawings required to solicit full and open competition. Based on currently available technical data and market research, procurement is limited to the OEM or sources verified as able to provide the required OEM configuration. Last Updated 03/03/2026 unproven aftermarket alternatives represents an unmitigated risk, as there is no government-held baseline against which to verify or certify the performance and safety of non-OEM alternatives.
Attempting to substitute these critical components with non-OEM alternatives would likely require a formal engineering change in accordance with the Joint Surface Engineering Change Process Guide, CGTO-PG-85-00-900-G. This process would trigger months of costly system re-engineering, extensive mechanical analyses, technical design reviews, and operational shipboard testing to certify alternative fan coil units can handle the operational requirements. Such protracted delays would divert critical logistics funds and force affected cutters into an extended non-operational status, actively degrading the Coast Guard’s readiness and its ability to execute statutory missions, including securing U.S. borders, facilitating maritime commerce, and responding to national contingencies. Consequently, strict adherence to the proven OEM configuration is mandatory to guarantee reliable cutter operations and comply with Coast Guard Configuration Management
Policy under Commandant Instruction 4130.6C.
Utilizing non-OEM alternatives introduces unacceptable safety and operational risks to both the vessels and their crews.
Attempting to substitute these precise components without OEM-certified technical data significantly increases the likelihood of crew discomfort, condensation and moisture buildup, possible damage to electronics or materials, and degraded habitability or mission effectiveness if critical compartments cannot be kept within acceptable environmental limits.
Operating with unproven equivalent parts would introduce unacceptable operational, safety, and configuration-management risk. While SFLC Equipment Specialists remain committed to conducting continuous market research to identify alternative vendors, the current lack of proprietary technical data makes achieving full and open competition highly improbable at this time, making the procurement of Novenco Marine & Offshore A/S fan coil units an absolute imperative to sustain fleet readiness.
