SUMMARY OF WORK

PART 1 GENERAL

1 .1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, and other Division 1 Specification Sections, apply to this Section.

1 .3 LOCATION and DESCRIPTION of WORK

A. The work of this contract is located at 900 George Washington Memorial Parkway, Turkey Run Park, Mclean, Virginia, Cultural Resource Building.

B. The work of this contract includes, but is not limited to the following work described below, and as detailed in the specification sections and as shown on the attached drawings.

1. Demolition:

a) Remove and dispose of existing windows.

b) Remove and dispose of existing doors, salvage the lock set to reuse on new doors.

c) Remove and dispose of portion of wall to install new door.

d) Remove and dispose of carpet and prepare surface for new flooring.

e) Remove and dispose of ceiling tile.

f) Remove, salvage and reinstall door, change the swing door out, see new work.

g) Remove and salvage the bathroom partition and door base (only at ADA stall).

h) Remove and dispose of lavatory and cap the water supply and drain line.

i) Provide temporary barrier (plywood) during construction.

j) Protect communication center from construction dust.

k) Remove and dispose blocking at louver opening and infill with brick match to existing.

l) Remove and dispose of portion of wall.

m) Remove and dispose the drinking fountain, disconnect water and waste line for future use.

2. New Work:

a) Furnish and install new windows and doors to match existing, to be painted.

b) Existing windows and doors to be paint.

c) Modify existing partition pilaster, install partition and door to meet ADA accessibility requirement.

d) Install salvaged door and painted.

e) Furnish and install door to match existing interior doors.

f) Construct new metal stud wall with gypsum board and painted.

g) Furnish and install vinyl flooring and ceiling tile.

h) Paint the interior walls.

i) Furnish and install missing window crank handles.

j) Furnish and install missing window screens.

k) Infill brick at the openings/louvers on exterior wall.

l) Furnish and install drinking fountain to meet ADA requirement.

m) Furnish and install sink, cabinet and faucet.

n) Relocate existing electric switch, furnish and install switch, outlet and circuit breaker, see drawings.

o) Furnish and install copper and PVC pipe for minor plumbing, see drawings.

1 .4 CONTRACTOR’S USE of PREMISES

A. Establishment of a construction camp within the park will not be permitted.

B. Parking, Entry, Storage and Staging Area:

1. Parking for up to 3 contractor vehicles (cars/pick-up trucks/vans) as shown on the drawings.

C. Contractor shall at all times conduct their operations to ensure the least inconvenience to the public and National Park Service (NPS) personnel.

D. Restore damaged areas, repairing or replacing damaged materials, at no additional expense to the Government.

1. Provide temporary barriers and covers to protect existing materials and finishes to remain.

2. Do not remove, injure, damage or destroy any existing building features, finishes, or fixtures without prior approval from the COR.

E. Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials. Load restrictions on park roads are identical to the state load restrictions with such additional regulations as may be imposed by the Park Superintendent. Coordinate all permits through COR.

1 .5 SPECIAL CONSTRUCTION REQUIREMENTS

A. Coordinate access to construction site with COR.

B. The contractor shall limit their use of the premises for work, storage, and construction operations to allow for:

1. National Holidays: No work will be performed over any federal holiday including weekend days which may immediately precede or follow them.

2. Work hours for this project shall be 7:00 A.M. to 5:00 P.M. Monday through Friday. Requests to work on other days or at other times must be approved 48 hours in advance by the COR.

1 .6 COORDINATION

A. Coordinate construction operations included in various sections of these specifications to assure efficient and orderly installation of each part of the work.

Coordinate construction operations included under different sections that depend on each other for proper installation, connection, and operation.

1. Schedule construction operations in the sequence required to obtain the best results where installation of one part of the work depends on installation of other components, before or after its own installation.

2. Coordinate installation of different components to assure maximum accessibility for required maintenance, service, and repair.

3. Make provisions to accommodate items scheduled for later installation.

B. Administrative Procedures: Coordinate scheduling and timing of required administrative procedures with other construction activities to avoid conflicts and assure orderly progress of the work. Such administrative activities include, but are not limited to, the following:

1. Preparation of contractor’s construction schedule.

2. Installation and removal of temporary facilities.

3. Progress meetings.

4. Project closeout activities.

1 .7 PROJECT MEETINGS

A. General: Contracting Officer’s Representative (COR) will schedule and conduct meetings and conferences at project site, unless otherwise indicated.

1. Attendees: Authorized representatives of Acquisition Division and park staff;

Contractor and its superintendent; major subcontractors; manufacturers;

suppliers; and other concerned parties shall attend the conference shall be familiar with project and authorized to conclude matters relating to work.

B. Pre-Construction Conference: Contracting Officer’s Representative will schedule a Pre-Construction Conference before starting construction, at a time convenient to park staff and contractor. The conference will be held at project site or another convenient location.

1. Agenda: Subjects to be discussed will include the following:

a) Correspondence – General Procedure.

b) Contracting Officer’s Authorized Representatives.

c) Changes.

d) Submittals for Approval (General).

e) Submittals for Approval (Shop Drawings and Samples).

f) Subcontractors.

i) Saturdays, Sundays, Holidays and Night Work.

j) Payments to Contractor.

k) Accident Prevention.

l) Plans and Specifications.

m) Park Rules and Regulations.

n) Liquidated Damages - Construction.

C. Pre-Installation Conferences: If required, conduct a pre-installation conference at project site before each construction activity that requires coordination with other construction.

D. Progress Meetings: the Contracting Officer’s Representative will schedule and conduct progress meetings at weekly intervals. Coordinate dates of meetings with preparation of payment requests.

1 .8 CONSTRUCTION FACILITIES AND TEMPORARY CONTROLS

1 .9 MATERIALS AND EQUIPMENT

A. Reference: FAR Clause: 52.236-5 – Material and Workmanship

1 .10 QUALITY REQUIREMENTS

A. Testing and inspecting services may be required to verify compliance with requirements specified or indicated. These services do not relieve the Contractor of responsibility for compliance with the Contract requirements.

1. Specific quality-control requirements for individual construction activities as specified in the Sections may also cover production of standard products.

2. Requirements for Contractor to provide quality-control services as directed by

Contracting Officer’s Representative or authorities having jurisdictions are not limited by provisions of this Section.

B. Submittals

1. Qualification Data: For testing agencies specified in “Quality Assurance” Article to demonstrate their capabilities and experience. Include proof of qualifications in the form of a recent report on the inspection of the testing agency by a recognized authority.

2. Delegated-Design Submittal: In addition to Shop Drawings, Product Data, and other required submittals, submit a statement, signed and sealed by the responsible design professional, for each product and system specifically assigned to Contractor to be designed or certified by a design professional, confirming that the products and systems are in compliance with performance and design criteria indicated. Include list of codes, loads, and other factors used in performing these services.

3. Reports: Prepare and submit certified written reports that include the following:

a) Date of issue.

b) Project title and number.

c) Name, address, and telephone number of testing agency.

d) Dates and locations of samples and tests or inspections.

e) Names of individuals making tests or inspections.

f) Description of the Work and test and inspection method.

g) Identification of product and Specification Section.

h) Complete test or inspection data.

i) Test and inspection results and an interpretation of test results.

j) Ambient conditions at time of sample taking and testing and inspecting.

k) Comments or professional opinion on whether tested or inspected Work complies with the Contract Document requirements.

l) Name and signature of laboratory inspector.

m) Recommendations on testing re-inspecting.

4. Permits, licenses, and Certificates: For Contracting Officer’s Representative’s records submit copies of permits, licenses, certifications, inspection reports, releases, jurisdictional settlements, notices, receipts for fee payments, judgements, correspondence, records, and similar documents, established for compliance with standards and regulations bearing on performance of the Work.

C. Quality Assurance

1. Fabricator Qualification: A firm experienced in producing products similar to those indicated for this Project and with a record of successful in-service performance, as well as sufficient production capability to produce required units.

2. Factory-Authorized Service Representative Qualifications: An authorized representative of manufacturer who is trained and approved manufacturer to inspect installation of manufacturer’s products that are similar in material, design, and extent to those indicated for this Project.

3. Installer Qualifications: A firm or individual experienced in installing, erecting, or assembling work similar in material, design, and extent to that indicated for this Project, whose work has resulted in construction with a record of successful in-service performance.

4. Manufacturer Qualifications: A firm experienced in manufacturing products or systems similar to those indicated for this Project and with a record of successful in-service performance.

5. Professional Engineer Qualifications: A professional engineer who is legally qualified to practice in jurisdiction where Project is located and who is experienced in providing engineering services of the kind indicated. Engineering services are defined as those performed for installations of the system, assembly, or products that are similar to those indicated for this Project in material design, and extent.

6. Specialists: Certain sections of the Specifications require that specific construction activities shall be performed by entities that are recognized experts in those operations. Specialists shall satisfy qualification requirements indicated and shall be engaged for the activities indicated.

a) Requirement for specialists shall not supersede building codes and similar regulations governing the Work, nor interfere with local trade-union jurisdictional settlements and similar conventions.

1. Testing Agency Qualifications: An agency with the experience and capability to conduct testing and inspecting indicated, as documented by ASTM E 548, and that specializes in types of tests and inspections to be performed.

3. Pre-construction Testing: Testing agency shall perform pre-construction testing for compliance with specified requirements for performance and test methods.

a) Contractor responsibilities include the following:

1. Provide test specimens and assemblies representative of proposed materials and construction. Provide sizes and configurations of assemblies to adequately demonstrate capability of product to comply with performance requirements.

2. Submit specimens in a timely manner with sufficient time for testing and analyzing results to prevent delaying work.

b) Testing Agency Responsibilities: Submit a certified written report of each test, inspection, and similar quality-assurance service to Contracting Officer’s Representative, with copy to Contractor. Interpret tests and inspections and state in each report whether tested and inspected work complies with or deviates from the Contract Documents.

D. Quality Control

1. Contractor Responsibilities: Unless otherwise indicated, provide quality-control services specified and required by these contract documents.

a) Contractor shall engage a qualified-independent testing agency to perform these quality-control services.

2. Manufacturer’s Field Services: Where indicated, engage a factory authorized service representative to inspect field-assembled components and equipment installation, including service connections. Report results in writing.

3. Testing Agency Responsibilities: Cooperate with Contracting Officer’s Representative and Contractor in performance of duties. Provide qualified personnel to perform required tests and inspections.

a) Notify Contracting Officer’s Representative and Contractor promptly of irregularities or deficiencies observed in the Work during performance of its services.

b) Interpret tests and inspections and state in each report whether tested and inspected work complies with or deviates from requirements.

c) Submit a certified written report, in duplicate, of each test, inspections, and similar quality-control service through Contractor.

d) Do not release, revoke, alter, or increase requirements of the Contract Documents or approve or accept any portion of the work.

4. Coordination: Coordinate sequence of activities to accommodate required quality-assurance and quality-control services with a minimum of delay and to avoid necessity of removing and replacing construction of accommodate testing and inspecting.

SUBMITTALS

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, and other Specification Sections, apply to this Section.

1.2 SUMMARY

A. This Section includes administrative and procedural requirements for submittals required for performance of the Work, including the following:

1. Staff Names

2. Contractor's Construction Schedule

3. Quality Assurance Reports

4. Shop Drawings

5. Product Data

6. Samples

7. List of Subcontractors

B. Related Sections: The following Sections contain requirements that relate to this Section:

1. Division 1 Section 01010 "Contract Requirements" specifies requirements for submittal of inspection and test reports.

2. Division 1 Section 01700 "Contract Closeout" specifies requirements for submittal of Project

Record Documents, Operations & Maintenance Manuals and warranties at project closeout.

1.3 SUBMITTAL PROCEDURES

A. Coordination: Coordinate preparation and processing of submittals with performance of construction activities. Transmit each submittal sufficiently in advance of performance of related construction activities to avoid delay.

1. Coordinate transmittal of different types of submittals for related elements of the work so processing will not be delayed by the need to review submittals concurrently for coordination.

a. The Contract Officer reserves the right to withhold action on a submittal requiring coordination with other submittals until all related submittals are received.

2. Processing: To avoid the need to delay installation as a result of the time required to process submittals, allow sufficient time for submittal review, including time for re-submittals.

a. Allow 2 weeks for initial review. Allow additional time if the Contract Officer

Representative must delay processing to permit coordination with subsequent submittals.

b. If rejected, allow 2 weeks for reprocessing each submittal.

c. No extension of Contract Time will be authorized because of failure to transmit submittals to the Contracting Officer sufficiently in advance of the Work to permit processing.

B. Submittal Transmittal: Package each submittal appropriately for transmittal and handling.

Transmit each submittal from the Contractor to the Contract Officer Representative using attached NPS Transmittal Form. The Contract Officer Representative will not accept submittals received from sources other than the Contractor.

1. On the transmittal, record relevant information and requests for data. On the form, or separate sheet, record deviations from Contract Document requirements, including variations and limitations. Include Contractor's certification that information complies with Contract Document requirements.

2. Transmittal Form: Use the sample form at the end of this Section for transmittal of submittals.

1.4 STAFF NAMES

A. No less than seven days prior to of commencement of construction operations, submit a list of the contractor’s principal staff assignments, including the superintendent and other personnel in attendance at the project site. Identify individuals and their duties and responsibilities.

1.5 CONTRACTOR'S CONSTRUCTION SCHEDULE

A. Bar-Chart Schedule: Prepare a fully developed, horizontal bar-chart-type, contractor's construction schedule. Submit no less than 7 calendar days prior to commencement of work as mutually agreed and stated in the Notice To Proceed.

1. Provide a separate time bar for each significant construction activity.

2. Provide a continuous vertical line to identify the first working day of each week.

3. Schedule Updating: Revise the Schedule immediately after each meeting or other activity where revisions have been recognized or made.

4. The schedule shall be Microsoft-compatible.

5. Submit five (5) paper copies and submit 1 electronic copy to the Contracting Officer’s Representative.

1.6 QUALITY ASSURANCE REPORTS

A. Submit quality-control submittals, including design data, certifications, manufacturer's instructions, manufacturer's field reports, and other quality-control submittals as required under other Sections of the Specifications.

B. Certifications: Where other Sections of the Specifications require certification that a product, material, or installation complies with specified requirements, submit a notarized certification from the manufacturer certifying compliance with specified requirements.

1. Signature: Certification shall be signed by an officer of the manufacturer or other individual authorized to sign documents on behalf of the company.

C. Inspection and Test Reports: Requirements for submittal of inspection and test reports from independent testing agencies are specified in Section 01010 "Contract Requirements.”

1.7 SHOP DRAWINGS

A. Submit newly prepared information drawn accurately to scale. Highlight, encircle, or otherwise

indicate deviations from the Contract Documents. Do not reproduce Contract Documents or copy standard information as the basis of Shop Drawings. Standard information prepared without specific details or reference to the Project is not a Shop Drawing.

B. Shop Drawings include fabrication and installation Drawings, setting diagrams, schedules, patterns, templates and similar Drawings. Include the following information:

1. Dimensions.

2. Identification of products and materials included by sheet and detail number.

3. Compliance with specified standards.

4. Notation of coordination requirements.

5. Notation of dimensions established by field measurement.

6. Sheet Size: Except for templates, patterns and similar full-size Drawings, submit Shop

Drawings on sheets at least 8-1/2 by 11 inches (215 by 280 mm) but no larger than 36 by 48 inches (890 by 1220 mm).

7. Submit five (5) blue- or black-line prints. The Contracting Officer’s Representative will retain two prints and return the remainder. Submit shop drawings as a single file in Adobe Acrobat (.PDF) format on a labeled CD.

8. Do not use Shop Drawings without an appropriate final stamp indicating action taken by the Contracting Officer’s Representative.

1.8 PRODUCT DATA

A. Collect Product Data into a single submittal for each element of construction or system.

Product Data includes printed information, such as manufacturer's installation instructions, catalog cuts, standard color charts, roughing-in diagrams and templates, standard wiring diagrams, and performance curves.

1. Mark each copy to show applicable choices and options. Where printed Product Data includes information on several products that are not required, mark copies to indicate the applicable information. Include the following information:

a. Manufacturer's printed recommendations.

b. Compliance with trade association standards.

c. Compliance with recognized testing agency standards.

d. Application of testing agency labels and seals.

e. Notation of dimensions verified by field measurement.

f. Notation of coordination requirements.

2. Do not submit Product Data until compliance with requirements of the Contract Documents has been confirmed.

3. Submittals: Submit 5 copies of each required submittal. The Contracting Officer’s

Representative will return two copies marked with action taken and corrections or modifications required.

a. Do not proceed with installation until a copy of Product Data is in the Installer's possession.

b. Do not permit use of unmarked copies of Product Data in connection with construction.

1.9 SAMPLES

A. Submit full-size, fully fabricated Samples cured and finished, as specified, and physically

identical with the material or product proposed. Samples include partial sections of manufactured or fabricated components, cuts or containers of materials, color range sets, and swatches showing color, texture, and pattern.

1. Mount or display Samples in the manner to facilitate review of qualities indicated.

Prepare Samples to match the Government’s sample. Include the following:

a. Specification Section numbers and reference.

b. Generic description of the Sample.

c. Sample source.

d. Product name or name of the manufacturer.

e. Compliance with recognized standards.

f. Availability and delivery time.

2. Submit Samples for review of size, kind, color, pattern, and texture. Submit samples for a final check of these characteristics with other elements and a comparison of these characteristics between the final submittal and the actual component as delivered and installed.

a. Where variation in color, pattern, texture, or other characteristic is inherent in the material or product represented, submit at least 3 multiple units that show approximate limits of the variations.

b. Samples shall illustrate workmanship, fabrication techniques, and details of assembly, connections, operation, and similar construction characteristics.

c. On the transmittal, indicate special requests regarding disposition of Sample submittals. Samples not incorporated into the Work, or otherwise designated as the Owner's property, are the property of the Contractor and shall be removed from the site prior to Substantial Completion.

3. Submittals: Except for Samples illustrating assembly details, workmanship, fabrication techniques, connections, operation, and similar characteristics, submit 3 sets. The Contracting Officer’s Representative will return one set marked with the action taken.

4. Maintain sets of Samples, as returned, at the Project Site, for quality comparisons throughout the course of construction.

1.10 CONTRACTING OFFICER’S ACTION

A. Except for submittals for the record or information, where action and return is required, the

Contracting Officer’s Representative will review each submittal, mark to indicate action taken, and return promptly.

1. Compliance with specified characteristics is the Contractor's responsibility.

B. Action Stamp: Each submittal will receive a uniform, action stamp. The Contracting Officer’s

Representative will mark the stamp appropriately to indicate the action taken, as follows:

1. Approved: When the Contracting Officer’s Representative marks a submittal "Approved," the Work covered by the submittal may proceed provided it complies with requirements of the Contract Documents. Final payment depends on that compliance.

2. Approved As Noted: When the Contracting Officer’s Representative marks a submittal

"Approved as Noted," the Work covered by the submittal may proceed provided it

complies with notations or corrections on the submittal and requirements of the Contract Documents. Final payment depends on that compliance.

3. Disapproved, Resubmit: When the Contracting Officer’s Representative marks a submittal "Disapproved Resubmit," do not proceed with Work covered by the submittal, including purchasing, fabrication, delivery, or other activity. Revise or prepare a new submittal according to the notations; resubmit without delay. Repeat if necessary to obtain different action mark.

a. Do not use, or allow others to use, submittals marked "Disapproved Resubmit" at the

Project Site or elsewhere where Work is in progress.

TEMPORARY SERVICES, FACILITIES AND CONTROLS

PART 1- GENERAL

1 .1 DESCRIPTION

A. The work of this section consists of providing temporary services, facilities and controls.

B. Work also consists of installing, and maintaining fencing and barriers to protect the public and existing facilities during construction operations.

1 .2 SUBMITTALS

A. As specified in Section 01300

PART 2- PRODUCTS

2.1 GENERAL

A. Material may be new or used, but shall be suitable for intended purpose.

2.2 FIRE PROTECTION EQUIPMENT

A. Extinguisher shall have a minimum UL rating of 2-A:10-B:C.

2.3 SANITARY FACILITIES:

A. Use existing facility restroom. Do not wash tools and equipment in the existing restroom.

2.4 FENCING

A. Barrier Fence: Snow Fence, provided by NPS, installed by contractor.

PART 3- EXECUTION

3.1 BARRIERS

A. Protection of Public: Fence, barricade, or otherwise block off the immediate work area to prevent unauthorized entry.

A. Removal: Completely remove barriers no longer needed when approved by COR.

3.2 CONTRACTOR'S USE OF PREMISES

A. Coordinate with the COR in performing the work of this contract and the use of premises.

B. For sites where electricity is available, Government will pay cost of electricity used.

3.4 WATER:

A. Potable water for construction is available; verify location for water hook up with COR.

Contractor shall furnish all connections, temporary hook ups, and extensions. Government will pay costs for water used.

B. Contractor shall provide cool potable water for construction personnel and place in appropriate work locations for safe and convenient access.

3.5 SMOKING:

A. Smoking is prohibited in the Staging and Work areas. Smoke only in a designated area approved by COR, and kept clean at all times by the Contractor.

3.6 TELEPHONE:

A. No telephone service is available on site for Contractor’s use.

3.7 INTERRUPTION OF EXISTING SERVICES:

A. The Contractor shall not interrupt existing services without prior review and approval in writing from the COR. Temporary interruption of service shall not exceed 2 hours without written and approved 48-hour notice.

3.8 WORK AREAS:

A. The Contractor shall confine all operations to as small a space as required to complete the Work. The Contractor shall not change approved Work Areas without prior review by the COR.

3.9 PRESERVATION OF HISTORIC FEATURES:

A. Confine all operations to the work limits of the project. Protect and prevent damage to historic features, finished, and surroundings. Restore damaged areas, repairing or replacing damaged materials, at no additional expense to the government.

B. Provide temporary barriers to protect existing materials.

C. Do not fasten ropes, cables, or guys to existing structure, features, or finishes.

D. Carefully supervise construction operations near the historic structure, features and finishes to prevent damage.

3.10 PRESERVATION OF NATURAL FEATURES:

A. Confine all operations to work limits of the project. Prevent damage to natural surroundings.

Restore damaged areas, repairing or replacing damaged trees hedges, ferns, and plants, at no additional expense to the Government.

B. Provide temporary barriers to protect existing trees, hedges, ferns, and plants and root zones.

C. Do not remove, injure, damage or destroy trees, hedges, ferns or other plants without prior approval from the Contracting Officer.

D. Do not fasten ropes, cables, or guys to existing trees or other plants.

E. Carefully supervise construction operations near trees and other plants to prevent damage.

3.11 CONDUCT OF OPERATIONS:

A. No signs or advertisements shall be displayed on the construction site or within the park except with approval of the Contracting Officer.

3.12 CONSTRUCTION PARKING

A. As shown on the drawings.

3.13 ENVIRONMENTAL CONTROLS

A. HOUSEKEEPING AND RUBBISH REMOVAL:

1. Keep project area neat, orderly, and in a safe condition at all times.

2. Provide refuse containers for collecting construction waste and debris. Provide individually marked containers for recycling personal items, such as aluminum cans, newspapers, glass, plastic, corrugated cardboard, etc. Recycling is highly encouraged, but not mandatory.

3. Location of container(s) larger than one cubic yard shall be proposed by the Contractor for review by COR. Contractor shall propose location(s) for container(s) to COR. Containers shall not be delivered to site until the location(s) is approved by COR.

4. Do not use National Park Service containers for collection or disposal of waste and trash resulting from Work.

5. Unless otherwise specified, refuse becomes the property of the Contractor and shall be disposed of outside the Park. Remove all debris and hazardous materials daily from the project site and take to a legal dumping area authorized to receive such materials.

6. The Contractor shall comply will all legal load regulations in the hauling of materials on public roads beyond the limits of the project site. Obtain information regarding rules and regulations for vehicular traffic and commercial vehicles from the State Department of Transportation.

B. DUST CONTROL:

1. Provide positive methods and apply dust control materials to minimize raising dust from construction operations, and provide positive means to prevent air-borne dust from dispersing into the atmosphere.

2. Wet down dry materials and rubbish to prevent blowing dust.

C. POLLUTION CONTROL:

1. Take all necessary reasonable measures to reduce air and water pollution by any material or equipment used during construction.

2. Provide methods, means and facilities required to prevent contamination of soil, water or atmosphere by the discharge of noxious substances from construction operations.

3. Provide equipment and personnel to perform emergency measures required to contain any spillage, and to remove contaminated soils or liquids.

3.14 PRODUCT DELIVERY, STORAGE AND HANDLING

A. Delivery:

1. Deliver materials in undamaged condition, in manufacturer’s original sealed and labeled containers or packaging, with identifying labels intact and legible. Promptly inspect products, record shortages, and damaged or defective items.

2. Deliver materials in quantities required to allow for continuity of application, to minimize required storage and potential for inadvertent damage.

3. Coordinate delivery location and time with COR. Designate delivery dates for each product in the construction schedule. Materials requiring COR’s review shall not be delivered to project site until approved. Contractor’s workers shall be available to receive and unload materials and equipment delivered to site.

B. Storage:

1. Coordinate storage locations, number and size of storage facilities with COR. Structures shall be located to avoid interference with Work and Park operations. Move any stored products or storage facilities, under Contractor’s control, which interfere with operations of the Government or as required by progress of work with approval of COR.

2. Contractor shall assume full responsibility for the protection and safe keeping of products, materials, and equipment stored on the site under this contract.

3. Store material(s) out of direct exposure to the elements. Store products up off the ground on blocking or skids. Store all materials in accordance with manufacturer’s recommendations with seals and labels accessible for inspection. Cover all materials subject to damage or deterioration with impervious sheet coverings; provide adequate ventilation to avoid condensation.

4. Storage areas shall be left clean after completion of Work and all areas restored to their conditions at commencement of Work to satisfaction of the COR.

C. Damaged Material: Any materials that are found to be damaged or stored in any manner other than stated above will be automatically rejected, removed and replaced at the Contractor’s expense.

D. Protection after Installation: Provide adequate coverings as necessary to protect installed materials from damage resulting from natural elements, traffic, & subsequent construction.

Remove protective coverings when no longer needed.

3.15 FIRE PREVENTION AND PROTECTION

A. Responsible person: A capable and qualified person shall be placed in charge of fire protection.

B. Hazard Control: Take all necessary precautions to prevent fire during construction.

C. Provide and maintain extinguisher(s) having a minimum UL rating of 2-A:10-B:C.

D. Spark Arresters: Utilize spark arrestors on power equipment. Determinations of periods and areas of potential fire hazard will be as determined by the park superintendent.

E. Service and Refueling Areas: Locate areas a minimum of 50 feet from buildings. Shut down equipment before refueling.

3.16 REMOVAL

A. Remove temporary materials, equipment, services and construction prior to Substantial Completion inspection.

B. Clean and repair damage caused by installation or use of temporary facilities.

CONTRACT CLOSEOUT

PART 1 GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract and other Division 1 Specification

Sections apply to this Section.

1.2 SUMMARY

A. This Section includes administrative and procedural requirements for contract closeout including, but not limited to, the following:

1. Inspection procedures.

2. Final cleaning.

B. Closeout requirements for specific construction activities are included in the appropriate Sections.

1.3 INSPECTION PROCEDURES

A. Submit written certification that project is substantially complete, and request in writing a final inspection. The Contracting Officer’s Representative will make an inspection within 10 days of receipt of request.

1. When work is determined to be substantially complete, Contracting Officer will prepare a list of deficiencies to be corrected before final acceptance and issue a Letter of Substantial Completion. Contractor shall complete the work described on the list of deficiencies within a timeframe to be determined by the Contracting Officer. If the Contractor fails to complete the work within this time frame, the Contracting Officer may replace, repair, or remedy the work with an appropriate reduction in the contract price.

2. If work is not determined to be substantially complete, the Contracting Officer will notify the Contractor in writing. After completing work, the Contractor shall resubmit certification and request a new final inspection.

3. After all deficiencies have been corrected, a Letter of Acceptance will be issued.

PART 3 EXECUTION

3.1 FINAL CLEANING

A. Cleaning: Clean each surface or unit to the condition expected in a normal, commercial building cleaning and maintenance program. Comply with manufacturer's instructions.

Consult with the COR and park staff to discuss appropriate cleaning materials and techniques. Employ experienced workers or professional cleaners for final cleaning.

PART 1 GENERAL

1 .1 DESCRIPTION

A. The work of this section consists of demolition; and removal, disposal and storing salvaged materials.

B. The work of this contract includes, but is not limited to the following work described below, and as detailed in the specification sections and as shown on the attached drawings.

1. Remove and dispose of existing windows and doors, salvage the lock set to reuse on new doors.

2. Remove and dispose of portion of wall.

3. Remove and dispose of carpet and ceiling tile.

4. Remove and salvage door.

5. Remove and salvage the bathroom partition.

6. Remove and dispose of lavatory.

7. Remove and dispose blocking at louver opening.

8. Remove and dispose the drinking fountain.

1 .2 SUBMITTALS

A. As specified in Section 01330.

B. Submit proposed methods of building protection and demolition.

1 .3 QUALITY ASSURANCE

A. Comply with the safety requirements for demolition, ANSI A10.6-90.

A. Keep dust and dirt pollution to a minimum.

B. Ensure safety of persons in demolition area. Provide temporary barricades as required.

C. Provide adequate fire protection. Keep area clear of hazardous substances and debris.

D. Maintain access to exist at all times.

E. Provide temporary weather protection to prevent damage to structure.

A. Complete demolition that might damage new construction before starting new work.

MORTAR

PART 1 GENERAL

1 .1 DESCRIPTION

A. The work of this section consists of furnishing mortar for masonry work specified in other sections.

1 .2 SUBMITTALS

A. As specified in Section 01330.

B. Samples: Dry mortar materials; cured mortar.

C. Certificate: Manufacturer's certification that materials and products meet specified requirements.

D. Tests: Reports of tests conducted by an independent testing laboratory certifying that mortar meets specified requirements. Testing will be at no additional expense to the Government.

1 .3 PRODUCT HANDLING

A. Delivery: Deliver materials in manufacturers' original, unopened, protective packaging.

B. Storage: Store cementitious materials in a dry area, under cover, and off the ground.

1 .4 PROJECT CONDITIONS

A. Do not place mortar when temperature is below 40 degrees F unless approved means are provided to heat sand or water and ensure that mortar will harden without freezing.

PART 2 PRODUCTS

2 .1 MORTAR MATERIALS

A. Portland Cement: ASTM C150-92, Type I.

B. Masonry Cement: ASTM C91-93, Type N.

C. Aggregates: ASTM C144-93.

D. Water: Clean and potable.

E. Color: Provide sample to COR for approval.

2 .2 MORTAR PROPORTIONS (MEASURED BY VOLUME)

A. Brick Masonry Unit Above Grade: ASTM C270-92a, Type O. Use one of the following mixes.

1. 1 part masonry cement, 3 parts sand. (Preferred)

2. 1/2 part Portland cement, 1 part hydrated lime or lime putty, 4-1/2 parts sand.

(Optional)

PART 3 EXECUTION

3 .1 MIXING SETTING MORTAR

A. While mixer is in operation, add three-fourths of the required water, one half of the sand, and all of the lime and cement; then the remainder of the sand. Allow batch to mix briefly; add water in small quantities until mortar is of a workable consistency. To ensure complete hydration, mix all cementitious materials and sand in mechanical batch mixer for a minimum of 10 minutes after adding all materials. If mortar begins to stiffen, re-temper immediately by adding water and remix. When air temperature is 80 degrees F or higher, use mortar within 1-1/2 hours; under 80 degrees F, use within 2 hours.

Discard remaining mortar. Re-tempering within these time limits will be permitted only as necessary to maintain workability. Use no calcium admixtures or antifreeze chemicals.

MASONRY WORK

1 .1 1DESCRIPTION

A. The work of this section consists of furnishing and installing masonry infill of louver openings on exterior walls.

B. The new work match to existing.

1 .2 RELATED WORK

A. Sealants - Section 07900.

1 .3 SUBMITTALS

A. As specified in Section 01330.

B. Shop Drawings: Show all fabrication dimensions and locations for placing reinforcing steel and accessories.

C. Samples:

1. At least six full-size masonry units of each type to define the range and variability of color and show texture, dimensions, marking, chipping, and cracking.

2. Cured mortar showing color; reinforcement, accessories, and wall ties; flashings;

termite shield; and flue lining.

D. Manufacturer's Literature:

1. Joint reinforcement, anchors, and ties.

2. Admixtures: Describe content, properties, and recommended dosage.

E. Certification: If requested, furnish affidavits from manufacturers certifying that materials and products meet specifications.

F. Test Reports:

1. Compressive strength of masonry units.

2. Compressive strength of grout.

G. Proposed hot and cold weather construction procedures.

H. Description of grouting method.

I. Grout Mix Design: State type and dry weights of cements, saturated surface dry weights of fine and coarse aggregates, quantities, types and names of admixtures, MASONRY WORK 04201 - 2 and quantity of water. Furnish evidence that materials used and proportion selected will produce grout of quality specified.

1 .4 QUALITY ASSURANCE

A. Comply with ACI 530.1-92. Contractor shall have a copy of ACI 530.1-92 available for reference on the job site.

1 .5 PRODUCT HANDLING

A. Store cementitious materials and concrete masonry units in a dry place off the ground, under cover that permits air circulation but protects from damage and intrusion of water and foreign matter.

B. Handle and store masonry units on pallets.

1 .6 PROJECT CONDITIONS

A. Do not lay masonry when ambient temperature is below 40 degrees F, unless approved means are provided to heat materials, protect work from cold and frost, and ensure that mortar will harden without freezing.

B. If water saturation cleaning methods are used, allow enough time for masonry to dry thoroughly before it is exposed to freezing temperatures.

PART 2 PRODUCTS

2 .1 BRICK

A. New: ASTM C216 92d, Grade SW, Type FBS, manufactured by Victor Cushwa and Sons, Williamsport, Maryland, or approved equal. Match size, shape, texture, and color range of adjoining existing brick. Mold each brick with year of project construction legibly imprinted on one face.

B. Do not exceed approved variations in color and texture of approved samples.

C. Concealed: ASTM C652 92d; SW for exterior work.

2 .2 MORTAR

A. Section 04100.

B. Color: Approved by COR.

2 .3 JOINT REINFORCEMENT, ANCHORS, AND TIES

A. Cold drawn steel. Sheet metal completely embedded in mortar or grout shall be hot-dip galvanized in accordance with ASTM A525-91b, Class G60.

B. Wire Mesh Ties: Minimum 16 gauge, 1/2 inch mesh, cut into strips 1 inch less than width of the partitions or walls in which the ties are used. AA216 by AA Wire Products

Company, Chicago, Illinois; MWT by Hohmann and Barnard, Inc., Hauppauge, New York; or approved equal.

C. Corrugated Ties: 16 gauge sheet steel, minimum 7/8 inch wide and 7 inches long.

AA311 by AA Wire Products Company, Chicago, Illinois; CWT by Hohman and Barnard, Inc., Hauppage, New York; or approved equal.

D. Joint Reinforcement: ASTM A82-90a. Truss designed, 3/16-inch diameter side rods, No. 9 gauge cross rods. Longitudinal wires shall be deformed and butt welded to cross wires in the same plane. Provide specially formed pieces for corners and intersection of bearing walls. Dur O Wal, Arlington Heights, Illinois, or approved equal.

2 .4 CLEANING MATERIALS

A. Herbicide: Isopropylamine salt of glyphosphate. Roundup, manufactured by Monsanto Chemical Company, St. Louis, Missouri, or approved equal.

B. Water: Potable.

C. Detergent: Non-ionic.

D. Acid: Hydrofluoric acid in weak solution, 1 to 3 percent. Stronger solutions, not to exceed 5 percent, may be used if approved by Contracting Officer.

PART 3 EXECUTION

3 .1 PREPARATION

A. Before starting masonry work, verify that foundations and other work supporting the masonry are constructed to elevations and dimensions shown and that reinforcing dowels and connectors are accurately placed. Do not proceed with work until deficiencies have been corrected.

B. Remove laitance, debris, ice, ponding water, and other foreign matter that might prevent bonding of masonry to supporting elements.

C. Do not construct masonry during rain, sleet, or snow without protection. Follow approved hot and cold weather procedures.

D. Clean reinforcement anchors and ties before setting in mortar or grout.

3 .2 MIXING MORTAR

A. Section 04100.

3 .3 MASONRY (GENERAL)

A. Protect adjacent surfaces from staining. Keep tops of walls covered with non-staining waterproof coverings when work is not in progress. When work is resumed, clean loose mortar from top surface.

B. Where fresh masonry joins masonry that is partially or totally set, clean the exposed surface of the set masonry and wet lightly to obtain the best possible bond with the new work. Remove all loose brick and mortar.

C. Stop horizontal run of masonry by stepping back one-half of masonry unit length in each course.

D. Provide adequate curing for masonry in accordance with approved hot and cold weather construction procedures. Protect new construction from direct sunlight and wind. Wet exposed mortar joints with a fine water spray daily for four days or cover masonry with polyethylene.

E. Minimum compressive strength of masonry, shall be 1,500 psi.

3 .4 BRICK

A. Brick having absorption rates more than 0.025 ounce per square inch per minute shall be wetted before laying so the rate of absorption of laid brick does not exceed this amount. Field check by wetting an area approximately 1 inch diameter on the flat side of the brick. If the water disappears in less than 1 1/2 minutes, wet the brick.

Thoroughly soak absorptive brick in the pile on the afternoon before the day of use, spraying brick with a heavy coarse sprinkle until water runs from all sides of the pile.

Cover pile with tarpaulin or heavy paper to prevent evaporation. Brick surfaces shall be free from water when bricks are laid.

B. Lay brick in running bond, plumb, level, and true to line in full beds of mortar. Fill joints in brickwork and joints between brick and other materials with mortar as each course is laid. Butter and shove head joints to ensure full mortar joints.
