PR 40225943 – Space Improvement Questions and Answers
1. Are we required to pull permits for any scope of the work included in these drawings and specs? - I am guessing this is yes, but unsure what permits are required given that it is federal land.
a. No permits required.
2. Please confirm that everything will be removed from the building.
a. CONFIRMED. Specification is correct.
3. Please advise if workers will continue to use any part of the building during construction.
a. No workers will be present. Specification is correct.
4. Please confirm three coats of paint.
a. CONFIRMED. Specification is correct.
5. Please confirm that title is to be put in the room immediately in the main door. The floor is not level and the life of this tile is not likely to be long if the floor is not leveled out.
a. No change to the specification is anticipated before award.
6. Please confirm re-use of hardware from doors.
a. CONFIRMED. Specification is correct.
7. Please confirm that roof repairs are not included. If the roof has leaks and the ceiling tiles are replaced, they are likely to be water damaged again.
a. Confirmed, roof repairs are not included. Specification is correct.
8. When matching existing windows, if the old windows are wood will they need to be replaced with wood windows?
a. Yes. Section 08550 of specification is correct.
9. The site visit mentioned that it is possible to stage at the end of the building where the smaller concrete pad is.
Can you confirm this does not conflict with Paragraph 1.4 A of the Specifications Section 01010-1?
a. CONFIRMED, NO CONFLICT.
UPDATE 9-10-15 – Amendment 0003
10. The building is full of furniture, lab equipment, office furniture, etc. Will these furnishings be removed by the Government or the Contractor? If by the Contractor, will we be responsible for storage and subsequent reinstallation after the contract work is completed?
a. Government will remove and store all the furniture and the contractor is not responsible for any moving of furniture before and after work.
11. There are existing window blinds located on some of the windows indicated for removal/replacement. The blinds are not identified for removal and/or replacement. Should the Contractor assume removal of these as part of the window removal/replacement process? Will they need to be reinstalled or replaced after the new windows are installed?
a. Remove, salvage and reinstall the existing blinds after new windows installed. Do not furnish new blinds.
12. SOW 1.3 2.i This section of the Statement of Work indicates that the Contractor is to furnish and install missing window crank handles and Paragraph 2.j states to furnish and install missing window screens. Sheet A1 Note #1 states to remove and dispose of the windows and Sheet A2 includes the installation of new windows. Will the aforementioned Paragraphs apply or is it the intent to provide complete new windows?
a. Reference deleted in Specification. New specification posted.
All the windows are new and should have crank handle.
13. A major portion of the existing building has a wooden platform and/or floor. This floor is currently covered with carpet indicated for removal and replacement with vinyl flooring. The floor was observed to be uneven and unstable. This entire floor area would need to stabilized to accept the new vinyl flooring. Should we assume to over the existing flooring with new underlayment prior to installation of the vinyl flooring to provide a suitable substrate?
a. No change to the specification (regarding this item) is anticipated before award.
14. SOW 1.3 1.b The referenced paragraph in the Statement of Work along with Sheet A1 Note 1 states to remove and dispose of the exterior doors and salvage the existing hardware for reinstallation.
Are we to assume that the existing door frames are to remain in place or are they to be removed as well? Some of the frames are in need of repair. Please advise how to proceed.
a. Only the lockset will be salvaged and reused. All the door assembly (door, frame, hinge,…) Will be new.
15. Sheet A1 Note 4 states to remove the carpet throughout the building. It appears that in the past few years, VCT was installed in about half of the building. Is it the intent to also remove the VCT or to apply new VCT directly over the existing?
a. Remove existing VCT and install new VCT.
16. SOW 1.3 1.b The referenced note in the Statement of Work along wihg Note 1 on Sheet A1 states to remove and dispose of the exterior doors and Section 2a of the SOW instructs the Contractor to provide new doors to match existing. Some of the existing doors have wire glass lites installed and some do not. Should we match each individual opening or include glass lites in all or none of the new doors?
a. Match to each individual existing opening.
17. The Statement of Work and the notes on Sheet A1 indicates removal and disposal of the existing carpet and installation of new carpet. There is no mention of removal and replacement of the existing vinyl wall base. Should we assume new base throughout?
a. Yes. Furnish and install new base throughout project.
