SUPPLEMENT “A”

1. General Description of Services:

Current Situation: This project would allow VA Maine HCS to upgrade Elevators 1 thru 5 with much needed mechanical, cosmetic, and code required upgrades. The current elevators in buildings 200 & 200E except for elevator # 6 are original equipment and need upgrades. Projected services to be included are evaluations and recommendations for approval by the VA that will result in construction ready documents for these elevators upgrades Statement of Task: This project will be to provide a complete construction ready design package including plans and specifications to replace all elevator equipment in buildings 200 and 200E except for the service elevator #6 in 200E which was replaced in 2018. Mechanical equipment to be evaluated and possibly replaced will include elevator guides, steel wire ropes, rollers, pulleys, control cabinets, motor and drive and any other equipment as determined by the elevator equipment design firm. In addition, cosmetic improvements will include upgrading all finishes in each car elevator which includes flooring, sides, ceilings including new LED lighting as well as ADA compliant elevator call buttons/car locator inside and outside of the car.

Also, part of this scope of work is an evaluation of the existing elevator recall system, firefighter’s operation, and elevator specific fire alarm system and sprinkler system upgrades as required by current code. In addition, emergency 2-way communication from the elevator will be evaluated for compliance with current code, a new medical emergency bypass system with priority keys located inside of the cabs and outside the elevators in required locations and all required priority switches. New design will include any non-compliant system that needs to be replaced or upgraded.

Construction Budget … $4,847,000.00 General Statement of Task} Provide services for the preparation of drawings, specifications, estimates, phasing schedules, and construction administration including all applicable engineering and design details for architectural, interior finishes, site development, mechanical (plumbing, fire protection and HVAC), electrical, structural, asbestos abatement, and other specialty consultant elements (elevator, etc.) required consistent with the VA’s project team goals as prioritized during preliminary project meetings and field surveys.

General Description of Requirements} Design shall comply with the latest editions of all applicable DVA guidelines (eg, Construction Standards, Master Specifications, Standard Details, Special Design Criteria), NFPA, ASME Elevator code, JC, Federal and State codes pertinent to the project scope within the constraints of the construction budget.

Services shall also include, but are not limited to the following:

1) Conduct preliminary meetings and site survey investigations to define the necessary elements of the project scope of work fulfilling the goals of the VA’s project team (Engineering Svc), and presentation of preliminary layout plans with proposed alternatives to the User Group.

2) Engage the services of all consultants in each discipline deemed to be necessary to fulfill the requirements of the project plan. Each discipline shall document and investigate the relevant existing conditions, review the building available information, and verify all essential elements pertinent to their discipline. Site investigations shall measure, photograph, video tape, and document the conditions of areas to be renovated and/or impacted.

3) Based on User Group meetings and site surveys, prepare a detailed project plan description report pertinent to the project requirements within the constraints of the construction budget consistent with the VA’s project team goals.

4) Representation during coordination and review meetings documenting the results of each meeting and providing the conclusions to the VA Project Engineer within one (1) week following each meeting.

5) Provide all necessary engineering and design services for architectural, interior finishes, site development, mechanical (plumbing, fire protection and HVAC), electrical, structural, asbestos abatement, and other specialty consultant elements (elevator, etc.) within the limits of the project goals established to support Supplement “B” submissions.

6) Drawing preferred size is 36 inches by 24 inches. Drawings shall be generated using AutoCAD 2014, and meet the requirements of PG-18-4, The VA BIM Guide (http://www.cfm.va.gov/til/bim/BIMGuide/) Drawing file names must relate to the VA project name, discipline and subject as approved by the VA Project Engineer. Drawings shall utilize world coordinate system with standard cross hairs. Adobe Acrobat PDF files for each AutoCAD file shall be provided. Specification sections shall be developed utilizing MS Word 2010. Final specification sections shall also be merged into a single MS Word file to include separate full document pagination in the right-hand side of Footer without the loss of individual file Headers/Footers. All computer-generated files shall be IBM compatible and furnished on high quality CD-R disks. Provide in accordance with Supplement “B” sets of both drawings (AutoCAD) and specifications (MS Word). The computerized version, format and media of the computer disks and files shall be specified and verified by the VA Project Engineer at the time each submission is due (XRF, DXF and ZIP files are not acceptable). Provide durable high quality plastic storage boxes at each submission for long term archiving of the disks.

7) Construction Period Administration (CPA) Services shall include, but are not limited to, review and approval of construction submittals covering products that have been listed within the contract documents but not limited to cut sheets, manufacturer’s data/performance sheets, samples, shop drawings, schedules, phasing plans. Compatibility analyses of different materials and recommendations associated with acceptance or rejection of alternate materials and products. Responses to Request for Information (RFI); change order review and recommendations; preparation of cost estimates to Request for Proposal (RFP); cost/time/impact estimates and recommendations relevant to design omissions and construction plan deviations. Site visits (6 minimum) as required and/or requested by the VA Contracting Officer and Project Engineer for inspection of ongoing construction including final tests and inspections; documentation of all necessary site visits to the VA Contracting Officer and Project Engineer within one (1) week after the visit; verification of as-built conditions from contractor supplied marked up prints, and preparation of as-built documents in accordance with Supplement “B” which the VA will retain permanently. IH services associated with any asbestos abatement identified in the project.

AII new Major, Minor, and CSI construction projects shall be designed to achieve an energy consumption level that is at least 30% below the level achieved under ASHRAE Standard 90.1-2010, if life-cycle cost effective. Use Appendix G of ASHRAE Standard 90.1-2010 to document the energy savings.

Should the 30% reduction in energy consumption prove not to be life-cycle cost effective, then the A&E shall evaluate alternative designs at 5% successive decrements in order to identify the most energy efficient design that is life-cycle cost effective.

The following parameters shall be used for performing the analysis:

· 20 year life-cycle period for system comparisons

· Use Public domain programs such as TRACE, E-CUBE, Carrier E20-II, EnergyPlus, etc.

· 3% Discount Factor; and

· Neither method shall include taxes, nor insurance while computing cost.

2. Major and Minor Renovations and Major Equipment Replacements:

For Major Renovations: Shall include any renovation where an entire area is "gutted" and rebuilt, regardless of funding source (Major, Minor or NRM). Any replacement of central HVAC system or changes in air distribution shall be considered a "Major Renovation."

Reduce the energy cost budget by 20% below pre-renovations 2003 baseline. AlE shall estimate 2003 baseline energy consumption before the renovation and compare it to the proposed design after the renovation, and document the 20% savings. The primary unit for energy budget reporting is the British Thermal Unit (BTU) per square foot of the area to be renovated. The AlE shall develop the energy budget as required in ASHRAE 90.1-2010, Appendix G, using the same parameters outlined above for new construction.

For NRM Projects: Where a small portion of a building, and only architectural treatments, or simple equipment replacement is planned. The renovation will have little to no impact on the central HVAC System, or energy use within the renovated area. The AlE shall design all renovated areas to comply with ASHRAE Standard 90.1 -2010 as a minimum. Design to better than ASHRAE Standard 90.1 -2010, when obviously life cycle cost effective. Appendix G analysis is not required for NRM projects.

Any part of the renovation which impacts energy consumption shall be designed with the mandate to reduce energy consumption. For example, if exterior walls are part of the project, then their R- Value shall be increased. If lighting fixtures are to be replaced, then they shall be replaced with the most energy efficient fixture that is cost effective (20 year life), and meets the lighting W /SF required in Chapter 9, ASHRAE Standard 90.1 -2010.

3. Renewable Energy Resources: For any work, renewable (geothermal, heat recovery, wind, PV solar, solar hot water, etc.) shall be evaluated for life-cycle cost effectiveness.
