About this file

This is a follow-up questions and answers document for a sealed bid solicitation issued by Fletcher Technical Community College's Purchasing Department in Bossier City, Louisiana, for Snap-On equipment. The procurement is structured as an all-or-nothing turnkey bid comprising 80 line items of automotive and industrial equipment including pressure feed sand blasters, parts washers, truck aligners, battery chargers, floor jacks, lifts, presses, grinders, and diagnostic scanning equipment. Bids were due August 25, 2026, at 2:00 p.m. CST and must be submitted to Bossier Parish Community College, Attn: Kori Hearon, 6220 East Texas Street, Bossier City, LA 71111. The solicitation specifies that this is a proprietary purchase with no substitutions permitted, and bidders must include all services in the turnkey price, including freight, delivery, assembly, installation, setup, testing, commissioning, and training. Bid pricing must remain valid until an award is made. Award is anticipated within 30 days of bid receipt, and the contract will be issued as a purchase order with potential extension for two additional 12-month periods at the same pricing, terms, and conditions, not to exceed 36 months total.

Pricing must be quoted net F.O.B. destination inclusive of all freight charges, with the college exempt from sales and use tax requiring vendors to include all applicable taxes in bid prices. No bonds are required. Although the solicitation encourages participation of Louisiana-certified small entrepreneurships, including Veteran-Owned and Hudson Initiative businesses, the prohibition on subcontracting takes precedence; bidders cannot utilize subcontractors and cannot earn optional points or fulfill subcontracting plans tied to these programs. Bidders of $25,000 or more must certify non-debarment status with the General Services Administration. For contracts exceeding $100,000 with for-profit companies having 50 or more employees, bidders must certify compliance with Louisiana's prohibition on discrimination against firearm and ammunition industry entities. All corporations and limited liability companies must be registered and in good standing with the Louisiana Secretary of State for contracts exceeding $25,000. Inquiries regarding the solicitation are accepted until seven days before the bid opening date and should be directed to Kori Hearon at khearon@bpcc.edu with bid number 40004-23064.

1. The Bid Response Form Lists Bid No. 40004-23063, while the rest of the solicitation lists 40004-23064. Which number should bidders use?

Bidders should use 40004-23064. The document has been updated and uploaded to LaPAC.

1. Is the award for the entire equipment package to one bidder, or may individual items be awarded separately?

This is a turnkey all or nothing bid.

1. Must bidders provide the exact brands and part numbers listed, with no substitutions or equivalent products?

This procurement has been approved as a proprietary purchase; no substitutions will be accepted.

1. The equipment schedule skips Line 23. Was an item omitted?

No.

1. Line 44 refers to a superseded item, YA712A, but does not identify a replacement. What item and quantity should be priced?

Line 43. TJ100-FUEL (Fuel tank holder trans jack) is the replacement. That is just a note stating that YA712A is no longer available. It has been discontinued.

1. Line 60 lists “Equipment Install Charge” with a quantity of 5,550. Is 5,550 intended to be a quantity, a price, or an installation allowance?

This is a max installation allowance.

1. Several part numbers appear on more than one line. Are these duplicate entries intentional, and should each line be priced separately?

There are no duplicate part numbers. Yes.

1. The solicitation prohibits subcontracting, but the Hudson and Veteran Initiative provisions discuss subcontractor participation. If a bidder is not certified under either program, what must it submit to comply?

When a solicitation explicitly bans subcontracting altogether, the core prohibition takes precedence. You cannot utilize subcontractors, meaning you cannot earn the optional points or fulfill a subcontracting plan tied to these programs.

1. Should the sealed bid be delivered to Bossier Parish Community College at 6220 East Texas Street in Bossier City, even though Fletcher Technical Community College is the purchasing entity?

1. Are any bid, performance, payment, or other bonds required?
