Attachment C - Scope of Work
Article 1
SERVICE REQUIREMENTS
1.1 Service Requirements. The Contractor shall administer the State and Territorial Exchange of Vital Events System (“STEVE 2.0”), which enables jurisdiction vital records registration offices to exchange or provide certain birth, death, fetal death, and induced termination of pregnancy data (“Vital Event Data”) for approved purposes using an approved file format and transmission protocol.
Article 2
GOVRAMP REQUIREMENTS
2.1 GovRAMP Requirements. In compliance with the Utah terms and conditions, where the product does not already have a FedRAMP or verified GovRAMP status the following provisions apply:
(1) At the time of contract execution, the product must be enrolled in the GovRAMP Progressing Snapshot Program and remain in the program until a verified status is achieved.
(2) The product must achieve a verified status of GovRAMP Core no later than 12 months after the date of contract execution and achieve a verified status of GovRAMP Moderate Authorized no later than 24 months after the date of contract execution.
(3) If the Contractor fails to maintain or achieve the security requirements outlined above, the Contractor may be subject to liquidated damages and/or the State of Utah may reevaluate the terms of the contract and determine whether the failure to comply justifies contract termination.
Article 3
OUTCOMES
3.1 Outcomes. DHHS Office of Vital Records and Statistics (“OVRS”) staff will be able to access STEVE 2.0 to send and receive Vital Event Data with other jurisdictions.
3.2 Outcome Measurements. The STEVE 2.0 system is accessible, and issues are addressed in a reasonable manner.
3.3 Outcome Reporting. Any issues with the STEVE 2.0 system are reported to DHHS.
Article 4
BILLING
4.1 Billing. The Contractor will send a yearly invoice to the OVRS director.
