PRICING PROPOSAL p. 1 of 2
Form 1 LSRP Pricing Proposal
• Respondent hereby declares that they have carefully examined the proposal package.
• Respondent shall contract to furnish and deliver all the items/securities mentioned in said proposal, as per the specifications, at the unit price/total lump sum bid listed. In case of error in extension, unit price shall prevail.
• For T&M and as-needed basis bids, the hypothetical total used to determine the lowest bid shall not be construed to be the value or expected value of the awarded contract and County shall not be held to a minimum or maximum amount.
• Additional Pricing Proposal instructions available in Form 4 “Respondent Signature.”

Labor rates shall be firm for the first contract year. Beginning in Contract Year Two, the County may, at its sole discretion, consider written requests for labor rate adjustments on an annual basis. Requests must be submitted at least sixty (60) days prior to the contract anniversary date and include supporting justification.
Any approved increase shall not exceed the lesser of the annual percentage change in the Consumer Price Index (CPI-U, Northeast Region) or three percent (3%), shall apply prospectively only, and shall require written County approval. Approval of any adjustment is not guaranteed.

NOTE: The County recognizes that firms may use job titles different from those listed in this proposal. However, in order for the County to compare proposals fairly, every firm shall provide a rate for each labor category listed, even if you call that role something different within your organization. If your job titles do not match ours exactly, you must clearly indicate which of your positions aligns with each County labor category.
For example, you may consider our Principal/Program Manager role equivalent to your Licensed Site Remediation Professional (LSRP) or a similar position. If so, please explain how your role compares to ours, including any differences in responsibilities, licensing, authority, or typical duties, so that we can properly evaluate and compare proposals.

The County shall only pay for actual expenses incurred with an itemization of each allowable disbursement or expense. Allowable reimbursable expenses shall require itemized bills that detail disbursements. Proposal shall include a detailed breakdown of costs, inclusive of administrative fees and/or any additional costs, if applicable.
Labor rates for weekends, holidays, and overtime for clerical support are billed at one and one-half (1 ½) the standard hourly rates. The rates for attending depositions and related meetings, and for providing expert testimony shall be billed at the standard hourly rates.
