About this file

This document is a Justification for Sole Source acquisition for a simplified acquisition under $250,000, issued by the United States Naval Observatory (USNO). USNO seeks to procure one 422.8nm laser system based on the External Cavity Diode Laser (ECDL) design from Toptica Photonics Inc, with a required delivery date of approximately 8 months after award. The specific system includes a laser diode with optical feedback, an optical isolator, a fast analog linewidth control module, and capabilities for narrow free-running linewidth control and atomic reference locking.

The justification emphasizes that Toptica Photonics is the only vendor offering a product fulfilling USNO's requirements while maintaining interoperability with existing laser systems. Market research revealed several vendors with similar ECDL systems providing desired power and wavelength, but none could integrate with USNO's current infrastructure. The unique advantage of the Toptica solution is the ability to interchange functional laser sources, controllers, and locking modules without replacing entire systems, which was a critical selection criterion for the Clock Development Division at USNO.

Source Selection Information – See FAR 2.101 and 3.104

Physicists in the Clock Development Division at USNO stay apprised of vendors that sell laser sources that could be used for our work. The market research team knows of several vendors that supply ECDL systems, which provide the desired power at the necessary wavelength and allow for offset phase locking; however, they would not be interoperable with existing laser systems currently in use. TOPTICA Photonics Inc is the only vendor that offers a product that fulfills the required supplies while also offering interoperability with existing laser systems currently in use. Additionally, this allows USNO to interchange functional laser sources, controllers, and locking modules for ones that have failed without needing to replace the entire system.
