About this file

This document is a Business License Requirements Form issued by the City of Little Rock Treasury Management Division that establishes licensing protocols for businesses conducting work within the city. The form outlines specific requirements for businesses based on their location and operational status. Businesses with physical locations in Little Rock must obtain a business license for each location. In-state businesses based in other Arkansas cities may operate under licenses from their home jurisdiction if that city has issued comparable licenses; however, businesses from cities without licensing requirements, such as Conway, must obtain Little Rock licenses to conduct business within city limits. Out-of-state businesses without physical locations in Arkansas must obtain Little Rock licenses unless they already hold comparable licenses from another Arkansas municipality. Non-profit organizations are exempt from licensing requirements.

Out-of-state businesses bidding on City of Little Rock purchasing proposals are not required to obtain business licenses for the bidding process itself. However, if an out-of-state bidder wins a contract and establishes a permanent location within Little Rock city limits for the project duration, they must obtain a business license at that time. The Treasury Management Division maintains authority to determine the validity of all business licenses and verify that any provided licenses fall under a classification comparable to the work being performed in Little Rock. Questions regarding business licensing requirements may be directed to Scott Massanelli, Treasury Manager, at the City of Little Rock Treasury Division through the city's official website.

City of Little Rock Business Licenses Requirements

The City of Little Rock Treasury Management Division will determine validity of all business licenses.

If a business has a physical location in Little Rock, they are required to have a business license for each location.

If a business is based in another city in Arkansas, that city has jurisdiction over the business. If that city requires a business license, we will honor their license. If the city does not require a license such as Conway and they are coming into Little Rock to conduct business, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas in which case we will honor that license.

If the business is an out-of-state business which does not have a physical location anywhere in Arkansas, they will be required to obtain a license from us unless they have already obtained one from another city in Arkansas, in which case we will honor that license.

Keep in mind the licenses they provide must be for a classification comparable to the type of work they will be conducting in Little Rock.

An out-of-state business does not need to obtain a business license if they are just bidding on a Little Rock purchasing proposal. If the out-of-state company wins a bid from the city, they would only be required to obtain a business license if they set up a permanent location in the city limits of Little Rock for the duration of the project.

A Non-Profit Organization is exempt from having to obtain a business license.
