About this file

This document is a Combined Certifications for Contracting form issued by the City of Little Rock, Arkansas, Finance Procurement Department, establishing mandatory compliance requirements for vendors conducting business with the municipality. The form requires contractors to provide written certification of compliance with three Arkansas state laws applicable based on contract value thresholds: for contracts valued at $1,000 or greater, certification that the contractor is not engaged in a boycott of Israel; for contracts valued at $25,000 or greater, certification that the contractor does not knowingly employ or contract with illegal immigrants; and for contracts valued at $75,000 or greater, certification that the contractor is not engaged in and will not engage in a boycott of Energy, Fossil Fuel, Firearms, or Ammunition Industries during the contract term. Contractors must sign and date the certification form, providing their company name, supplier/vendor number, and signature to confirm compliance with all applicable restrictions.

This certification form serves as a prerequisite compliance document rather than a standalone procurement instrument and does not establish specific pricing terms, project scope, deliverables, or contract duration. The form functions as a mandatory gatekeeping requirement under Arkansas Code Annotated sections 25-1-503, 19-11-105, and 25-1-1102, with compliance obligations varying based on the monetary value of individual contracts. Contractors must execute this certification as part of the broader contracting process with the City of Little Rock and remain subject to ongoing compliance obligations throughout the contract term, with contractors required to provide written notice to the city should they subsequently engage in any prohibited boycott activities.
