About this file
This document outlines the business license requirements established by the City of Little Rock, Arkansas for contractors and vendors seeking to conduct work within the municipality. The requirements apply differently based on the business location and entity type. Businesses with physical locations in Little Rock must obtain a license for each location. In-state businesses based in other Arkansas cities are required to obtain a Little Rock license only if their home city does not require one, though licenses from other Arkansas municipalities may be honored if the classification is comparable to the work being performed. Out-of-state businesses without physical presence in Arkansas must obtain a Little Rock business license unless they hold a valid license from another Arkansas city. Out-of-state entities bidding on City of Little Rock purchasing proposals are exempt from obtaining a license prior to award; however, if they win a contract, they must obtain a City of Little Rock business license for the duration of the engagement. Non-profit organizations are fully exempt from business licensing requirements.
The specific classification of the required business license must align with the type of work the contractor will perform in Little Rock. For the referenced Aggregate Hauling Services contract with the City of Little Rock Public Works Department, contractors bidding on this opportunity would need to ensure their business license classification covers hauling services for aggregate materials such as SB-2, B-stone, and soil. Prospective bidders should contact the Treasury Division at the City of Little Rock Finance Department for additional information regarding license requirements and the application process. Scott Massanelli, Treasury Manager, is the designated point of contact for licensing inquiries.

City of Little Rock Business Licenses Requirements
1. If a business has a physical location in Little Rock, they are required to have a business license for each location.
2. If a business is based in another city in Arkansas, that city has jurisdiction over the business.
If that city requires a business license, we will honor their license. If the city does not require a license such as Conway and they are coming into Little Rock to conduct business, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas in which case we will honor that license.
3. If the business is an out of state business which does not have a physical location anywhere in Arkansas, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas, in which case we will honor that license.
4. Keep in mind the licenses they provide must be for a classification comparable to the type of work they will be conducting in Little Rock.
5. An out of state business does not need to obtain a business license if they are just bidding on a Little Rock purchasing proposal. If the out of state company wins a bid from the City of Little Rock, then they are required to obtain a City of Little Rock business license for the duration of the engagement.
6. A Non-Profit Organization is exempt from having to obtain a business license.
