About this file
Specification Document Summary
This specification document outlines the minimum requirements for aluminum traffic sign blanks to be procured by the City of Sioux Falls, South Dakota under Bid Request No. 26-0073. The City seeks to establish contract pricing for various aluminum traffic sign blanks that comply with the Manual of Uniform Traffic Control Devices for Streets and Highways and Standard Highway Signs issued by the U.S. Department of Transportation/Federal Highway Administration. Award will be made to the lowest responsible bidder meeting all specifications. Bidders may propose equipment of equal or superior quality to items specified, with equivalency determinations made solely at the City's discretion. Bidders must submit original manufacturer brochures with proposals, and all modifications to standard production units must be certified by the manufacturer. The City reserves the right to request demonstration units and may request certified mill test reports prior to award or shipment.
The specifications require all aluminum sign blanks to be new, unused, and unweathered materials manufactured to ASTM B209 standards using Alloy 5052-H38 or approved equivalent suitable for traffic sign applications. Blanks must meet precise thickness tolerances of 0.002 inches, hole specifications, and edge requirements per Standard Highway Signs standards, with surfaces treated using chromate conversion coating per ASTM B449, Class 2, or an approved environmentally compliant equivalent. Strict packing and shipping requirements mandate bundling with protective materials, secure banding limited to five sheets per bundle, cartons and pallets meeting freight classification standards with minimum 275 psi burst strength, and pallet dimensions compatible with the City's hand truck specifications (4-foot-long forks). All materials must be delivered clean, dry, and damage-free; materials arriving damaged may be rejected. The City reserves the right to perform testing on random samples, with noncompliance testing costs potentially deducted from contract amounts.

Bid Request No. 26-0073
Aluminum Traffic Sign Blanks Minimum Specifications
I. General
It is the intent of these specifications to comply with the standards and requirements of the latest edition of the Manual of Uniform Traffic Control Devices for Streets and Highways and Standard Highway Signs issued by the U.S. Department of Transportation/Federal Highway Administration.
A contract will be awarded to the bidder submitting the lowest responsible bid meeting the requirements of these specifications.
Bids will be accepted for consideration on any make or model that is equal or superior to the items specified. Decisions of equivalency will be at the sole interpretation of the City of Sioux Falls. A blanket statement that equipment proposed will meet all requirements will not be sufficient to establish equivalence. Original manufacturer’s brochures of the proposed unit are to be submitted with the proposal.
All modifications made to the standard production unit described in the manufacturer’s brochures must be certified by the manufacturer and submitted with the bid, or the bid will be deemed “nonresponsive” and rejected without further review. Bidder must be prepared to demonstrate a unit similar to the one proposed, if requested.
If only one bid is received in response to the invitation for bids, a detailed cost proposal may be requested of the single offeror. A cost/price analysis and evaluation and/or audit may be performed of the cost proposal in order to determine if the price is fair and reasonable.
In order to be fair to all bidders, no oral interpretations will be given to any bidder as to the meaning of the specification documents or any part thereof. All requests for interpretation shall be made in writing to the City Purchasing Division. Based upon such inquiry, the City may choose to issue an addendum. All addendums must be acknowledged or your bid may be rendered incomplete.
